BROOKINGS COUNTY COMMISSION MEETING
Tuesday, January 28, 2003

The Brookings County Board of County Commissioners met in regular session on Tuesday, January 28, 2003, with the following members present: Emil Klavetter, Deanna Santema, Dennis Falken, Don Larson and Mary Negstad. Also present: Stephanie Vogel, Kelly Bakken, Dick Edenstrom, Ted Eggebraaten, Doris Roden, Richard Helsper, David Wheeler, David Rusten, Jeff Schulz, Joyce Dragseth, C. Beryle Sessions, Wm. Mark Kratochvil, Barbara Telkamp, Joe Kippley, Jay Willms, Matt Hildreth, Daniel Johnson, and Barbara Wakeman.

Chairperson Emil Klavetter called the meeting to order.  Klavetter updated the board on the supporting documents needed in Pierre, SD for the Brookings County Drought Disaster Resolution.

APPROVAL OF AGENDA / MINUTES
Motion by Negstad, seconded by Santema, to approve the agenda for January 28, 2003 meeting as amended.  All voting “Aye.”  Motion by Negstad, seconded by Falken, to approve the minutes for the January 21, 2003 meeting approved as mailed.  All voting “Aye.”

Commissioner Falken reported on the Domestic Abuse Shelter Board meeting.Commissioner Larson reported on the Governmental Affairs Committee meeting.  Commissioner Negstad reported on the East Central Mental Health Foundation meeting, BATA meeting, and ICAP meeting.  Commissioner Santema reported on the Weed Board meeting and the Commission planning session.  Commissioner Klavetter reported on the Brookings Economic Development Corporation meeting, the Commission planning session, the Housing meeting, and the Johnson Controls Project walk through.

Motion by Santema, seconded by Negstad, to approve the recommendations of the Brookings County Welfare Director for the following applications for County assistance. Case # 03-009 for utilities and rent was approved.  All voting “Aye.”

Motion by Negstad, seconded by Falken to approve the following travel and education requests.  Deputy Director of Equalization, Joyce Dragseth to go to Pierre, SD on January 30, 2003 to attend the SD Association of Assessing Officers Executive Board meeting.  Deputy Sheriff, Scott Sebring to go to Pierre, SD on February 3-4, 2003 to attend training on Civil Papers.  Highway Superintendent, Ted Eggebraaten and Commissioner, Deanna Santema to go to Biloxi, Mississippi on March 21-27, 2003 to attend the NACE Conference.  All voting “Aye.”

Deputy Auditor, Kelly Bakken presented the board with the Auditors Report. Motion by Falken, seconded by Santema, to approve and authorize the Chair to sign the Probationary Leave Request Form for States Attorney’s Office Assistant, Candace Stamp to use 1 hour of Sick Leave and 7 hours of Vacation in December 2002 and January 2003.  All voting “Aye.”

Be it noted, The Board reviewed the Auditor’s account with the Treasurer for the month of December 2002.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.  Vogel updated the board on a Contingency list, Board listing applications, and Personnel action matters.  Be it noted, Dale Kneebone was selected for the Highway Equipment Operator position.

Chair Klavetter updated the board on the upcoming meeting on the 1921 Building.

Dick Edenstrom, Executive Director First District Association of Local Governments met with the board to give an update on telecommunications and to deliver the Telecommunications and Data Networking in South Dakota First District book.

Highway Superintendent, Ted Eggebraaten met with the board to discuss Highway and Bridge matters.  Motion by Larson, seconded by Negstad, to approve and authorize the chair to sign the Authorization of FY 2005 Bridge Replacement Project BRO 8006, Brookings County, PCEMS 6326, STR. #06-160-057, 10.3N & 1W of Brookings, SD.  and the Authorization of FY 2005 Bridge Replacement Project BRO 8006(37), Brookings County, PCEMS 5735, STR. #06-220-113, 2W & 3.7N of Bushnell, SD.  All voting “Aye.”  Eggebraaten updated the board and distributed plans for the 1921 Building parking lot project.

Barbara Telkamp, Joe Kippley, Jay Willms, Matt Hildreth, Daniel Johnson, and Barbara Wakemen met with the board for Youth in Government Day.

Richard Helsper, Attorney for the Country View apartments by the White Care Center met with the board to discuss the exempt status of the property.  Also present:  Wm. Mark Kratochvil, C. Beryle Sessions, Joyce Dragseth, David Rusten, David Wheeler, and Jeff Schulz.  The group discussed the procedures and laws of becoming and retaining the tax-exempt status.  Be it noted, the board requested Helsper start the application for abatement process.

Sheriff, Martin Stanwick met with the board to discuss Inmate Housing Contracts.  Motion by Falken, seconded by Negstad, to approve and authorize the chair to sign the Inmate Housing Contracts between, Brookings County and Hamlin County, Brookings County and Deuel County, Brookings County and Kingsbury County, Brookings County and Moody County, and Brookings County and Lake County.  The contracts are effective January 1, 2003 – December 31, 2003.  All voting “Aye.”

ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, February 4, 2003.
