BROOKINGS COUNTY COMMISSION MEETING
Tuesday, January 7, 2003

 The Presiding Judge of the Circuit Court, Honorable Rodney J. Steele read the Oath of Office appointing Donald Larson, Dennis Falken, and Mary Negstad to the office of County Commissioner At-Large, Ida Slocum to the office of Register of Deeds, Martin Stanwick to the office of Sheriff, and Vicki Hanna to the office of Treasurer for the County of Brookings, State of South Dakota.
 
 The Brookings County Board of County Commissioners met in regular session on Tuesday, January 7, 2002, with the following members present: Emil Klavetter, Donald Larson, Deanna Santema, Dennis Falken, and Mary Negstad.  Also present: Stephanie Vogel, Kelly Bakken, Honorable Rodney Steele, Kylie Stanwick, Barb Telkamp, Doris Roden, Janet Willmott, Vicki Hanna, David Rusten, Todd Struwe, C. Beryle Sessions, Marty Stanwick, and Joyce Dragseth.

 Having completed the old business for 2002, County Auditor, Janet Willmott entertained a motion to elect a Chairperson for the Brookings County Board of County Commissioners for the year 2003.  Motion by Negstad, seconded by Santema, to nominate Emil Klavetter as Chairperson. Hearing no other nominations, all voting “Aye.”

County Auditor, Janet Willmott called for nominations for the position of Vice-Chairperson.  Motion by Klavetter, seconded by Negstad, to nominate Deanna Santema as Vice-Chairperson.  Hearing no other nominations, all voting “Aye.”

Chairperson, Emil Klavetter called the meeting to order.

APPROVAL OF AGENDA / MINUTES
Motion by Larson, seconded by Negstad, to approve the agenda for January 7, 2003 meeting approved as mailed.   Motion by Larson, seconded by Negstad, to approve the minutes for the December 31, 2002 meeting approved as amended.  All voting “Aye.”

DEPARTMENT HEAD REPORTS
Emergency Management Director, Todd Struwe met with the board to discuss departmental matters.  Be it noted, the Director presented the Quarterly Activity Report for the Emergency Management Performance Grant and the Daily Time and Work Records.    Director of Equalization, C. Beryle Sessions met with the board to discuss departmental matters.  Treasurer, Vicki Hanna met with the board to discuss tax notices, advance taxes, and the CASA program.
Sheriff, Martin Stanwick met with the board to deliver the K9 Deputy Year End Report for 2002.   Zoning and Drainage Supervisor, David Rusten met with the board to give an update on upcoming departmental meetings.

OTHER MATTERS
Motion by Larson, seconded by Falken, to approve the recommendations of the Brookings County Welfare Director for the following applications for County assistance.  All voting “Aye.”  Case # 03-001 for fuel was approved; Case # 03-002 for rent was denied; Case # 03-003 for rent was denied; Case # 03-004 for utilities was denied.
 
 Motion by Larson, seconded by Santema, to approve the following travel/education requests.  Extension Educator, Rose Marie Stee to go to Sioux Falls, SD on December 13, 2002 to return the judging kits; to go to Madison, SD on January 9 & 16, 2003 to attend the Youth Stress Planning and Camp Lokodia Meeting; to go to Kansas City, MO on February 1-4, 2003 to attend the Regional Meeting; to go to Canova, SD on February 25, 2003 to attend the Stress Presentation FEU Meeting.  Correctional Officers, Joe Carlson and Brian Franklin to go to Deadwood, SD on January 5, 2003 to attend the Correctional Officers Training School.  Extension Educator, Laurie Tagen to go to Sioux Falls, SD on January 2, 2003 to pick up the DermaScan machine; to go to Madison, SD on January 23 & 30, 2003 to teach parenting classes.  Extension Educator, Mel Kloster to go to Flandreau, SD on January 7, 2002 to attend the private applicator training; to go to Howard, SD on January 21, 2003 to attend PAT; to go to Madison, SD on January 22, 2003 to attend the Survival in Beef Operation; to go to Flandreau, SD on February 4, 2003 to attend the Row Crop Meeting; to go to Howard, SD on February 5, 2003 to attend the Row Crop Meeting; to go to Salem and Madison, SD on February 6, 2003 to attend PAT; to go to Rapid City, SD on February 18-21, 2003 to attend the Weed and Pest Conference.  Deputy Auditor, Kelly Bakken to attend the ECMD Adult Education Classes ‘Who Moved my Cheese’ and ‘Stress Management’ in Brookings, SD on January 30, 2003 and February 4, 2003.  Emergency Management Assistant, Robert Hill to go to Emmittsberg, MD on January 27-31, 2003 to attend the FEMA Digital Hazard Data Course E234.  Weed and Pest Employees, Gary Heldt, Lawrence Barnett, and Board Member, Bob Mans to go to Rapid City, SD on February 18-24, 2003 to attend the Weed and Pest Conference.  All voting “Aye.”

Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.  Bakken read the letter from Veterans Welfare Director, Lionel Trogrude and presented the 2002 Collection Report.

Be it noted, the legal newspapers for Brookings County are the Brookings Register, the Volga Tribune, and the Elkton Record.

Motion by Santema, seconded by Negstad, to approve and authorize the Chair to sign Resolution # 03-01.  All voting “Aye.”

Resolution # 03-01

WHEREAS, it may be necessary to appoint election officials in 2003, and

 WHEREAS, pursuant to SDCL 12-15-11, the fee paid to election officials shall be established annually by the Board of County Commissioners at its first meeting of the year.

 NOW THEREFORE BE IT RESOLVED by the Brookings County Board of County Commissioners, that for the year 2003, election officials shall be paid as follows:

 Precinct Deputy   $ 8.00
 Precinct Superintendent  $ 8.50
 Election School Attendance $15.00

Extension Educator, Mel Kloster met with the board to deliver the monthly report.

Chair Klavetter updated the board on the County Highway Department project of trimming trees on Highway 77 north of Brookings.  The project is required due to the liability on vision risk.

Robert Rysavy, Vice President with Banner Associates, Inc. met with the board to present Request for Proposal # 9R and Change Order # 6 for the Brookings County Courthouse Renovation Project.  Motion by Larson, seconded by Falken, approving and authorizing the Chair to sign Request for Proposal # 9R, Subject: Magnetic Lock.  All voting “Aye.”  Motion by Santema, seconded by Negstad, approving and authorizing the Chair to sign Change Order # 6. The contract has changed the following Request For Proposals: RFP# 9R Subject: Magnet Lock.  All voting “Aye.”

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.  Vogel updated the board on the BEDC transfer agreement, Highway Department Equipment Operator opening, policy changes, and inquired about a planning/work session on technology and centralized purchasing.

 Auditor, Janet Willmott met with the board to discuss Fixed Assets.  Motion by Falken, seconded by Negstad, setting the minimum capitalization value at $1,000.00 for Capital Assets (Capital Assets are Fixed Assets that under GASB 34 will be depreciated.)
Effective January 1, 2003.  All voting “Aye.”  Be it noted the Fixed Assets under $1,000.00 will be managed by Departmental Inventory.
 
Motion by Larson, seconded by Negstad, to go into executive session at 10:06am.  All voting “Aye.”  Chair Klavetter declared executive session over at 10:50pm.  Reason – Contractual Matters.  No action at this time.

ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, January 14, 2003.
