The Brookings County Board of County Commissioners met in regular
session on Tuesday, October 14, 2003, with the following members present:
Emil Klavetter, Deanna Santema, Mary Negstad, Donald Larson and Dennis
Falken. Also present: Stephanie Vogel, Stacy Steffensen, Robert Hill,
Todd Struwe, Trish Sterud, Joyce Dragseth, Cynthia Ault, Ted Eggebraaten,
Brad Wermers, Mel Thorne, Martin Stanwick and Clyde Calhoon.
Chairperson Emil Klavetter called the meeting to order.
CONSENT AGENDA
Chairperson Klavetter declared the Consent Agenda approved as amended
without objection from the board. The Consent Agenda consisted of
the agenda for the October 14, 2003 Commission Meeting, and the minutes
from the September 30, 2003 Commission Meeting, Welfare Matters, and Travel/Education
Requests. Welfare Matters: Case #03-117 for rent was approved.
A travel request for Sheriff Martin Stanwick to attend the South Dakota
Sheriff’s Association Fall Conference, November 12-14, 2003, in Sioux Falls,
SD was approved. A travel request for Sheriff Martin Stanwick to
attend a Juvenile Justice Symposium, October 8-10, 2003 in Huron, SD was
approved. A travel request for Deputy Jon Pike to attend training
in reference to I-Safe, November 6, 2003 in Canton, SD was approved.

DEPARTMENT HEAD REPORTS
Zoning and Drainage Director Robert Hill met with the board to discuss
zoning and drainage issues, including building permits for the month of
September, and upcoming conferences. Hill also submitted the following
plats for approval.

A Resolution for the Plat of Lots 21 and 22 of Ramlo Shores Subdivision in Government Lot 3 in Section 21-T112N-R47W of the 5th P.M., Brookings County, South Dakota. Emergency Management Director Todd Struwe met with the board to discuss the Tri-State meeting in Iowa, a bid package for a self-contained breathing apparatus, purchasing a vehicle for the department for 2004, and the South Dakota Department of Public Safety’s State Local Agreement funding formula. Struwe also updated the board on the county’s Pre-Disaster Mitigation Plan.
Community Health Nurse Trish Sterud met with the board to discuss the current opening in the department, having a county representative at reviews, the WIC caseload, a new immunization for infants, the new refrigerator for vaccines, the upcoming flu clinic for county employees, and upcoming staff training in Watertown.
Director of Equalization Joyce Dragseth met with the board to discuss recent schooling several of the department’s employees attended, the District Meeting in Brookings, building permits, the ProVal Conference, the White Care Center hearing, the VeraSun Ethanol Plant appraisal, a GIS presentation, and the expanded website.
OTHER MATTERS
Election Supervisor Stacy Steffensen presented the Auditor’s Report.

Be it noted, Steffensen submitted the following quotes for the Brookings
County Highway Department for Diesel Fuel: Martin Oil Inc., Brookings $0.918;
Cenex, Elkton $0.924; Ag First Coop, Volga $0.9295. Martin Oil Inc.,
Brookings was awarded the quote at $0.918.
Be it noted, the Register of Deeds statement of fees was filed in the
County Auditor’s Office collected for the month of September 2003 in the
amount of $26,260.00.
Be it noted, Steffensen submitted the 2003 budget through September.
Commission Assistant/Personnel Director, Stephanie Vogel, presented the board with the Commission Assistant/Personnel Director Report. Be it noted, the board approved the Personnel Action Notice for part-time female correctional officer, Debra Piere. Vogel also met with the board to discuss technology support services, probationary reviews for the Director of Equalization and the Zoning and Drainage Director, the agenda format, volunteer board appointments and a draft appointment application, information posted on the county’s website, a computer safety handout, and correspondences from the South Dakota Department of Public Safety, the South Dakota Public Utilities Commission and an invitation from First District to attend the South Dakota Planners Association Planning and Zoning Conference. Vogel also submitted the quarterly report from the State’s Attorney’s office, and an invitation to an upcoming Chamber After 5 event, and she updated the board on the 1921 building and the HUD grant.
REGULAR BUSINESS
Ted Eggebraaten and Brad Wermers with Banner Associates, met with the
board to discuss the County Road 23 project. Eggebraaten also discussed
the speed limits along County Road 23 when the VeraSun Ethanol Plant is
finished and having the county help repair a street in Aurora that saw
increased traffic due to the detour of County Road 23. Eggebraaten
also discussed ordering two pickups for the department in 2003, a township
road between Volga and the South Dakota Soybean Processors Plant, and a
committee made up of Eggebraaten, Vogel and Commissioner Falken will look
into getting a new county van.
Mel Thorne met with the board to discuss his concerns about a cemetery located on 20th Street South in Brookings.
State’s Attorney, Clyde Calhoon, gave official notice to the board that if they wish to make the State’s Attorney’s position full-time, it needs to be done by resolution by the end of 2003.
EXECUTIVE SESSION
Motion by Santema, seconded by Falken, to enter into executive session
at 11:25 a.m. Roll call vote: Larson “Aye,” Negstad “Aye,” Santema
“Aye,” Falken “Aye,” Klavetter “Aye.” Motion passes. Commission
Assistant/Personnel Director Stephanie Vogel was present during the executive
session. Chairman Klavetter declared the executive session over at
12:04 p.m. Reasons: contractual and personnel. No action was
taken at this time.
UNFINISHED BUSINESS
Commissioner Falken informed the board that he would be absent next
week.
COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed an upcoming township meeting regarding
the county’s rights-of-way and a citizen’s concerns with executive sessions
for economic development issues. Vogel also informed the board that
a copy of the official county audit could be viewed in her office.
ADJOURNMENT
Chairperson Klavetter declared the meeting adjourned until 8:30 a.m.
