BROOKINGS COUNTY COMMISSION MEETING
Tuesday, November 25, 2003

The Brookings County Board of County Commissioners met in regular session on Tuesday, November 4, 2003, with the following members present: Emil Klavetter, Deanna Santema, Dennis Falken, Donald Larson, and Mary Negstad. Also present: Stephanie Vogel, Kelly Bakken, Stacy Steffensen, Donna Ramsay, Robert Hill, Martin Stanwick, Wm. Mark Kratochvil, Barbara Telkamp, Lionel Torgrude, Richard Smith, and John Mills.
 
Chairperson Emil Klavetter called the meeting to order.

CONSENT AGENDA
Chairperson Emil Klavetter declared the Consent Agenda approved with no objection from the board. The Consent Agenda consisted of the agenda for the November 25, 2003 Commission Meeting, and the minutes from the November 18, 2003 Commission Meeting.

Commissioner Falken reported on the Rural Fire Fighters Meeting, Technology Subcommittee Meeting, Future of Brookings Chamber Luncheon, Sioux Valley District Meeting, and the SDML Workers’ Compensation Board of Trustees Meeting. Commissioner Larson reported on the NACO Alert on Energy. Commissioner Negstad reported on the Women’s Conference, Conservation District Meeting, Sioux Valley District Meeting, ICAP Meeting, and the Court House Christmas Tree Decorating. Commissioner Santema reported on the Women’s Conference, Sioux Valley District Meeting, and the Court House Christmas Tree Decorating. Commissioner Klavetter reported on the Technology Subcommittee Meeting, First District Meeting, Future of Brookings Chamber Luncheon, Sioux Valley District Meeting, BEDC Meeting and Subcommittee Meeting on GIS, and the CERT Presentation at Brookings City Hall.

Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.

Commissioner Larson joined the County Commission Meeting.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.

Motion by Negstad, seconded by Santema to approve and authorize Chair Klavetter to sign the South Dakota Department of Health Computer Grant Articles Agreement. Role Call Vote: Larson “Aye,” Negstad “Aye,” Santema “Aye,” Falken “Aye,” Klavetter “Aye.”  Motion passes.

Vogel updated the board on Personnel Matters, Pocket Gopher Resolution, Technology Matters, and distributed the Ethanol Plant Appraisal.  Be it noted, Chair Klavetter signed the Personnel Action Notice to open the vacant Senior Correctional Officer Position.

PUBLIC HEARING
As scheduled, a public hearing was held at 9:00am for renewal applications for Alcoholic Liquor License within the County of Brookings, outside of the municipality for the 2004 licensing period. Chair Klavetter opened the discussion by calling for comments from both proponents and opponents.  Motion by Larson, seconded by Negstad, to approve and authorize Chair Klavetter to sign the 2004 Uniform Alcoholic Beverage License Applications for the following applicants listed below. Role Call Vote: Negstad “Aye,” Santema “Aye,” Falken “Aye,” Larson “Aye,” Klavetter “Aye.”  Motion passes.

OTHER MATTERS
Deputy States Attorney, Wm. Mark Kratochvil, Richard Smith, and John Mills met with the board to discuss the 1921 Building Transfer Agreement.  The board discussed the proposed Easement Agreement, Deed Restrictions, and Liability Insurance matters.

 Veterans/Welfare Director, Lionel Torgrude and Sheriff, Martin Stanwick met with the board to discuss Jail medical costs concerning medical bills with an inmate.

 Zoning/Drainage Director, Robert Hill met with the board to discuss the Brookings Regional Builders Association Home and Recreation Show.  Be it noted, the board also discussed Hepatitis B shots for the CERT Team.

COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed State Flags for the County Commission Chambers, Highway Transfer Funds, Elkton Storage Building, and the Right-of-Way on County Road # 2.

EXECUTIVE SESSION
Motion by Negstad, seconded by Falken, to go into executive session at 10:14am. Role Call Vote: Santema “Aye,” Falken “Aye,” Larson “Aye,” Negstad “Aye,” Klavetter “Aye.”  Motion passes.  Chair Klavetter declared executive session over at 11:30am. Commission Assistant/Personnel Director, Stephanie Vogel was present during the Executive Session.  Reason – Personnel Matters.  No action at this time.

Be it noted, Donna Ramsay visited with the board concerning the 1921 Building, and thanked the board for working on the Transfer Agreement.

ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, December 2, 2003.
