BROOKINGS COUNTY COMMISSION MEETING
Tuesday, February 11, 2003

The Brookings County Board of County Commissioners met in regular session on Tuesday, February 11, 2003, with the following members present: Emil Klavetter, Deanna Santema, Don Larson, Dennis Falken, and Mary Negstad.  Also present: Stephanie Vogel, Kelly Bakken, David Rusten, Cheryl Anderson, Clyde Calhoon, and Todd Struwe.
 
Chairperson Emil Klavetter called the meeting to order.

 APPROVAL OF AGENDA / MINUTES
 Motion by Negstad, seconded by Falken, to approve the agenda for February 11, 2003 meeting as amended.  All voting “Aye.” Motion by Falken, seconded by Santema, to approve the minutes for the February 4, 2003 meeting approved as mailed.  All voting “Aye.”

COMMISSION REPORTS
Commissioner Falken reported on County Day in Pierre, SD and the Sioux Valley District Meeting.   Commissioner Larson reported on the Swiftel Center Board meeting.  Commissioner Negstad reported on the Brookings Area Transit Authority meeting, Sioux Valley District meeting, 1921 Building Transfer Group meeting, and County Day in Pierre, SD. Commissioner Santema reported on the County Day in Pierre, SD, Sioux Valley District meeting, Planning Session, East Central Mental Health meeting, and a meeting with Highway Superintendent, Ted Eggebraaten.Commissioner Klavetter reported on the First District Planning meeting, County Day in Pierre, SD, 1921 Building Transfer Group meeting, Sioux Valley District meeting, and the Extension Board meeting.

OTHER MATTERS
Motion by Falken, seconded by Negstad, to approve the recommendations of the Brookings County Welfare Director for the following applications for County assistance. Case # 03-015 for rent was approved and utilities was denied; Case # 03-016 for utilities was approved; Case # 03-018 for lodging was approved; Case # 03-017 for emergency medical was approved; Case # 03-006 for emergency medical was denied; Case # 02-149 for hospital was denied.  All voting “Aye.”
 
Motion by Falken, seconded by Negstad to approve the following travel and education requests.  Deputy Auditor, Kelly Bakken to go to Watertown, SD on February 11, 2003 to attend a HIPPA Regulations Class.  All voting “Aye.”

Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.

Motion by Negstad, seconded by Santema, to approve for recording purposes
Resolution # 03-06.  The plat of Miller’s Second  Addition in NE1/4 of Section 16-109-50, Brookings County, South Dakota.  All voting “Aye.”

States Attorney, Clyde Calhoon met with the board to present the 2002 Brookings County States Attorney Annual Report.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.  Vogel updated the board on Personnel Actions: Resignation from PT correctional Officer, Wendy Rothenberger, and an authorization request to advertise for the vacant Highway Equipment Operator position.

Motion by Negstad, seconded by Falken, to adopt the changes to the Job Descriptions of the Zoning Director and the Director of Equalization Positions.  All voting “Aye.”
Be it noted, the board received the 2001-2002 Animal Damage Control Services Report from the South Dakota Department of Game, Fish, and Parks ~ Wildlife Division.

Chair Klavetter updated the board on the current legislation and his correspondence with the Legislators.

Emergency Management Director, Todd Struwe met with the board to discuss the Local Emergency Operation Planning Grant and the Pre-Disaster Mitigation Planning Grant.  Be it noted, the board instructed Struwe to contact First District for information, to request a written proposal from Robert Hill, and to apply for the applications for the grants.

Motion by Santema, seconded by Negstad, to go into executive session at 9:36am.  All voting “Aye.”  Chair Klavetter declared executive session over at 10:05am.  Reason – Personnel  Matters.  No action at this time.

Motion by Larson, seconded by Falken, to appoint Dianna Evers as the Brookings County Representative to the Brookings City Hospital Board to fill the vacant position that expires in January 2004.  All voting “Aye.”

Motion by Santema, seconded by Negstad to appoint Darrel Kleinjan to the Planning and Zoning Commission, a term that expires in December 2006.  All voting “Aye.”
 
Zoning and Drainage Director, David Rusten met with the board to discuss Legislative Bills, planning and zoning regulations, and mapping supplies for the E911 books.
 
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, February 18, 2003.
