The Presiding Judge of the Circuit Court, Honorable David R. Gienapp
read the Oath of Office appointing Janet K. Willmott to the office of County
Auditor for the County of Brookings, State of South Dakota.
The Brookings County Board of County Commissioners met in regular session
on Tuesday, March 4, 2002, with the following members present: Emil Klavetter,
Donald Larson, Deanna Santema, and Mary Negstad. Dennis Falken was
absent for personal reasons. Also present: Stephanie Vogel, Kelly
Bakken, Janet Willmott, David Rusten, Gary Heldt, Ida Slocum, Ted Eggebraaten,
Lionel Torgrude, and Todd Struwe.
Chairperson, Emil Klavetter called the meeting to order.
APPROVAL OF AGENDA / MINUTES
Motion by Negstad, seconded by Santema, to approve the agenda for March
4, 2003 meeting approved as amended. All voting “Aye.”
Motion by Santema, seconded by Larson, to approve the minutes for the February
25, 2002 meeting approved as amended. All voting “Aye.”
DEPARTMENT HEAD REPORTS
Weed and Pest Supervisor, Gary Heldt met with the board to discuss
departmental matters. Heldt presented the board with the Chemical
Bids opened on February 28, 2003 for 2,4-D AMINE: AgFirst Farmer’s
Coop, Brookings, SD $9.40/gallon; Ramsdell’s, Brookings, SD $9.95/gallon.
Motion by Larson, seconded by Santema, to award the Chemical Bid for 2,4-D
AMINE to AgFirst Farmer’s Coop, Brookings, SD @ $9.40/gallon. All
voting “Aye.” Heldt updated the board on grant information, fogger
equipment, and West Nile information. Be it noted, Gary Heldt was
awarded as the Association of South Dakota County Weed & Pest Boards
Outstanding County Weed & Pest Supervisor of the Year for 2003.
Zoning and Drainage Supervisor, David Rusten met with the board to discuss departmental matters.
Highway Superintendent, Ted Eggebraaten met with the board to discuss departmental matters, updating the board on the upcoming bid opening.
Register of Deeds, Ida Slocum met with the board to distribute the 2002 Brookings County Register of Deeds Annual Report.
OTHER MATTERS
Motion by Negstad, seconded by Santema, to approve the following
travel/education requests. Extension Educator, Rose Marie Stee to
go to Lake Preston, SD on February 5, 2003 to deliver tapes; to go to Madison,
SD on March 26, 2003, April 9 & 30, 2003 to attend the Character Counts.
Extension Educator, Laurie Tangen to go to Madison, SD on February 24,
2003 to attend Camp Lakodia; to go to Canova, SD on February 25, 2003 to
attend a Row Crop Clinic; to go to DeSmet, SD on February 27, 2003 to attend
the Private Applicator Training; to go to Sioux Falls, SD on February 28,
2003 to attend an Early Childhood Seminar. Extension Educator, Mel
Kloster to go to Madison, SD on March 4, 2003 to attend a Row Crop Meeting;
to go to Flandreau, SD on March 13, 2003 to attend a Row Crop Meeting.
Sheriff’s Office Correction Officers, Lisa Sik, Susan Rufer, Selena Wertman,
and Laurie Cartney to go to Brainerd, MN on March 24-26, 2003 to attend
the Correctional Officers Conference and Training. All voting
“Aye.”
Veterans and Welfare Department Head, Lionel Torgrude met with the board to discuss departmental matters and HIPPA confidentiality regulations. Motion by Larson, seconded by Santema, to approve the recommendations of the Brookings County Welfare Director for the following applications for County assistance. Case # 03-030 for one night hotel room was approved. All voting “Aye.”
Emergency Management Director, Todd Struwe met with the board to distribute
information on the Senior Officials Workshop and to discuss the Local Emergency
Operations Plan and the Pre-Disaster Mitigation Plan. Motion by Larson,
seconded by Negstad, to approve the acceptance of the Proposals from Robert
W. Hill of Brookings, SD for the Brookings County, South Dakota Local Emergency
Operations Plan and the Brookings County, South Dakota Pre-Disaster Mitigation
Plan. All voting “Aye.” Be it noted, the board discussed the
Storm Spotters Program.
Deputy Auditor, Kelly Bakken presented the board with the Auditors
Report.
Salaries and personnel changes for the month of February 2003 are as
follows: Longevity Increase: Wm. Mark Kratochvil $135.00; Scott Sitts $25.00;
Steve Tietjen $75.00. Salary Increases Effective January 1, 2003: Laurie
Cartney from $11.35 to $11.92. New Employees: Part Time Correctional Officer,
Joleen Fix @ $10.81/hour. Equipment Operator, Dale Kneebone @ $11.29/hour.

Be it noted, the Highway transfers for the month of January 2003, $3,179.20 was transferred for expenditures to increase the Highway budget due to work performed and supplies furnished for various non-highway departments.
Be it noted, the board discussed and set dates for Brookings County Board of Equalization Hearings.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report. Vogel updated the board on the NACO Conference and read a Thank You from the Leadership Brookings program.
Chair Klavetter updated the board with information on Senate Bill 188.
Motion by Santema, seconded by Negstad, to go into executive session at 9:48am. All voting “Aye.” Chair Klavetter declared executive session over at 10:50am. Reason – Personnel and Legal Matters. No action at this time. Also present: Vicki Hanna.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, March
11, 2003.
