BROOKINGS COUNTY COMMISSION MEETING
Tuesday, April 29, 2003

The Brookings County Board of County Commissioners met in regular session on Tuesday, April 29, 2003, with the following members present: Emil Klavetter, Deanna Santema, Dennis Falken, and Mary Negstad. Donald Larson was absent for personal reasons.  Also present: Kelly Bakken, Stacy Steffensen, Robert Hill, Joyce Dragseth, Cyndi Ault, Ida Slocum, Trish Sterud, Lori Nelson, Ted Eggebraaten, Todd Struwe, Wm. Mark Kratochvil, and Larry Klingbile.

Chairperson Emil Klavetter called the meeting to order.

CONSENT AGENDA
Chairperson Emil Klavetter declared the Consent Agenda approved with no objection from the board. The Consent Agenda consisted of the minutes from the April 22, 2003 Commission Meeting, the minutes from the Brookings County Board of Equalization Proceedings, and the Welfare Matters.  Welfare Matters: Case # 03-035 for emergency hospital care was denied.

AGENDA APPROVAL
Chairperson Emil Klavetter declared the Agenda for the April 29, 2003 Commission meeting approved as amended with no objection from the board.

DEPARTMENT HEAD REPORTS
Zoning and Drainage Department Head, Robert Hill met with the board to discuss departmental matters.  Director of Equalization, Joyce Dragseth met with the board to introduce Cyndi Ault as the newly promoted Deputy Director of Equalization.  Register of Deeds, Ida Slocum met with the board to discuss and distribute an Imaging System Proposal.  County Health Nurses, Trish Sterud and Lori Nelson met with the board to distribute the First Quarterly Report for 2003.

OTHER MATTERS
Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.  Bakken updated the board on the Relay for Life team project.

Elections Officer, Stacy Steffensen presented the board with the Commission Assistant/Personnel Director Report.  Steffensen updated the board on the Capitol for a Day program, and the upcoming Ergonomics Training session.  Be it noted, the board approved the Personnel Action of the hiring of Teresa Anderson, as the Deputy Director of Emergency Management; Brett Casanova, as the part-time Weed Control Specialist; and the promotion of Cyndi Ault as the Deputy Director of Equalization.

Highway Superintendent, Ted Eggebraaten met with the board to present the Annual Bids, to discuss the County Road 23 project, and to inform the board that the Load Limits will be lifted on Wednesday, April 30, 2003.

Concrete Culverts and Concrete Deck – Motion by Falken, seconded by Negstad, to accept the low bid as recommended by the Highway Superintendent for concrete culverts and concrete deck. Role Call Vote: Falken “Aye,” Negstad “Aye,” Santema “Aye,” Klavetter “Aye.”  Motion passes.

As scheduled, the board discussed action on Resolution # 03-18.  A Resolution for credit card use.  Motion by Falken, seconded by Santema, to approve and authorize the Chair to sign Resolution # 03-18.  Motion by Santema, seconded by Negstad, to delay action until Tuesday, May 6, 2003. Role Call Vote: Falken “Aye,” Negstad “Aye,” Santema “Aye,” Klavetter “Aye.”  Motion to delay action passes.

Emergency Management Director, Todd Struwe met with the board to discuss the South Dakota Division of Emergency Management Community Emergency Response Team Articles of Agreement and Citizen Corps Articles of Agreement.  Motion by Negstad, seconded by Santema, to approve and authorize the Chair to sign the South Dakota Division of Emergency Management Community Emergency Response Team Articles of Agreement. Role Call Vote: Santema “Aye,” Falken “Aye,” Negstad “Aye,” Klavetter “Aye.”  Motion passes.  Motion by Santema, seconded by Falken, to approve and authorize the Chair to sign the South Dakota Division of Emergency Management Citizen Corps Articles of Agreement. Role Call Vote: Falken “Aye,” Negstad “Aye,” Santema “Aye,” Klavetter “Aye.”  Motion passes.

Motion by Negstad, seconded by Santema, to go into executive session at 9:50am. Role Call Vote: Santema “Aye,” Falken “Aye,” Negstad “Aye,” Klavetter “Aye.”  Motion passes.  Chair Klavetter declared executive session over at 10:55am.  Reason – Legal Matters.  No action at this time.  Also present:  Wm. Mark Kratochvil, Joyce Dragseth, and Larry Klingbile.

COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed the South Dakota Farmers Union correspondence regarding House Bill # 1281.

ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, May 6, 2003.
