The Brookings County Board of County Commissioners met in regular session on Tuesday, April 8, 2003, with the following members present: Emil Klavetter, Deanna Santema, Don Larson, Dennis Falken, and Mary Negstad. Also present: Stephanie Vogel, Kelly Bakken, Ted Eggebraaten, Steven Carr, Joyce Dragseth, Martin Stanwick, Kent Krogh, and Robert Hill.
Chairperson Emil Klavetter called the meeting to order.
APPROVAL OF AGENDA / MINUTES
Motion by Negstad, seconded by Santema, to approve the agenda for April
8, 2003 meeting as amended. All voting “Aye.”
Motion by Larson, seconded by Santema, to approve the minutes for the
April 1, 2003 meeting approved as mailed. All voting “Aye.” Motion
by Negstad, seconded by Santema, to approve the minutes for the April 2,
2003 special meeting approved as mailed. All voting “Aye.”
COMMISSION REPORTS
Commissioner Falken reported on the Domestic Abuse Shelter meeting,
the Retirement Reception for C. Beryle Sessions, and the CASA Ceremony.
Commissioner Larson reported on the Brookings Economic Development Corporation,
the Swiftel Center meeting, the Retirement Reception for C. Beryle Sessions,
and the Special County Commission meeting. Commissioner Negstad reported
on the Brookings Area Transit Authority meeting and the Special County
Commission meeting. Commissioner Santema reported on the New County
Officials Workshop, the NACE Conference, the Special County Commission
meeting, and the Retirement Reception for C. Beryle Sessions. Commissioner
Klavetter reported on the 1st District meeting, the Planning and Zoning
Meeting, and the Special County Commission meeting.

of the Brookings County Welfare Director for the following applications

Motion by Falken, seconded by Santema to approve the following travel and education requests. Office Manager, Irene Pierce to go to Pierre, SD on May 7-8, 2003 to attend the Spring Workshop; Deputy States Attorney, Wm. Deputy Auditor, Kelly Bakken presented the board with the Auditors Report. Bakken updated the board on carpet proposals for the Auditors Office and the Commission Chambers, and distributed the 2003 SDACO Scholarship Applications and the 2003 County Board of Equalization appointment schedules.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report. Vogel updated the board on the budget figures, HIPPA proposal, and distributed Roberts Rules of Order manuals.
Be it noted, Vogel presented the 2nd Quarterly Activity Report for the Brookings County Emergency Management Performance Grant and the Daily Time and Work Records.
Chair Klavetter updated the board on remodeling and carpet requests from Departments.
Highway Superintendent, Ted Eggebraaten met with the board to discuss Departmental matters. Be it noted, Eggebraaten requested the Brookings County Highway Department start 10-hour workdays on Monday, May 5, 2003. Be it noted, Chair Klavetter signed the Brookings County Highway Department Agreement for the Use and Restoration of Detour and/or Wet Weather Detour Agreements with Aurora and Trenton Townships.
Director of Equalization, Joyce Dragseth and Steven Carr met with the board to discuss the Abatement Applications # 09-03 and # 10-03. Motion by Negstad, seconded by Santema, to take off the table the request for Abatement Applications # 09-03 and # 10-03. All voting “Aye.” Motion by Falken, seconded by Negstad, to approve and authorize the chair to sign the Abatement Applications # 09-03 and # 10-03. Chair Klavetter gave the report of information from the Attorney Generals Office on the laws regarding this Abatement Application. Role call vote: Falken ~ “Nye;” Larson ~ “Nye;” ~ Negstad ~ “Nye;” Santema ~ “Nye;” Klavetter ~ “Nye.” Motion fails.
Sheriff, Martin Stanwick and General Maintenance Worker, Kent Krogh met with the board to discuss the Johnson Controls Proposal. Motion by Negstad, seconded by Falken, to approve and authorize the Chair to sign the Johnson Controls Proposal for the Brookings County Sheriffs Department. For the project of: Add additional A/C unit to the control room, and using the existing unit for multi-purpose and juvenile holding rooms. The Proposal price: $8125.00. Role call vote: Falken ~ “Aye;” Larson ~ “Nye;” ~ Negstad ~ “Aye;” Santema ~ “Aye;” Klavetter ~ “Aye.” Motion passes. Be it noted, Commissioner Larson wanted Sheriff Stanwick to look further into the projected HVAC needs of the Sheriffs Department, and implement these needs in the budget.
Zoning and Drainage Department Head, Robert Hill met with the board to discuss the Zoning Board Appointment. Motion by Larson, seconded by Santema, to appoint Layne Saathoff of Bruce, SD to the Zoning Board. All voting “Aye.”
As scheduled, the board discussed the possible adoption of the Roberts Rules of Order as the procedure for conducting meetings. Motion by Santema, seconded by Negstad, to approve and authorize the chair to sign Resolution # 03-15. All voting “Aye.”

ADOPTING ROBERTS RULES OF ORDER AS THE PROCEDURE FOR CONDUCTING
MEETINGS
WHEREAS, the Brookings County Board of Commissioners has identified the need to adopt a formal procedure for conducting meetings,
WHEREAS, the Brookings County Board of Commissioners has been informally following Roberts Rules of Order as the procedure for conducting meetings,
NOW THEREFORE BE IT RESOLVED, that the Brookings County Board of Commissioners will conduct all meetings under the provisions of Robert’s Rules of Order in all cases to which they are applicable and in which they are not inconsistent with any County Ordinance, State or Federal Statute, or any special rules of order the board may adopt.

As scheduled, the board discussed the HIPAA proposal agreement from Terri Phelps, HIPAA Coordinator of Pennington County. Motion by Falken, seconded by Larson, to approve and authorize the chair to sign the Health Insurance Portability and Accountability Act Agreement between Brookings County and Pennington County. Motion contingent on the review and approval from the Brookings County States Attorney. All voting “Aye.”
