The Brookings County Board of County Commissioners met in regular session on Tuesday, May 27, 2003, with the following members present: Emil Klavetter, Deanna Santema, Dennis Falken, Donald Larson, and Mary Negstad. Also present: Kelly Bakken, Stacy Steffensen, Robert Hill, Terri Bortnem, Ted Eggebraaten, and Wm. Mark Kratochvil.
Chairperson Emil Klavetter called the meeting to order.
CONSENT AGENDA
Chairperson Emil Klavetter declared the Consent Agenda approved with
no objection from the board. The Consent Agenda consisted of the Agenda
for the May 27, 2003 Commission meeting, the minutes from the May 20, 2003
Commission Meeting, the Welfare Matters, and the Travel/Education Requests.
Welfare Matters: Case # 03-041A for utilities was approved; Case # 03-061
for utilities was approved; Case # 03-055 for hospital was denied; Case
# 003HSC for medical care was approved. Travel/Education Requests:

DEPARTMENT HEAD REPORTS
Zoning and Drainage Department Head, Robert Hill met with the board
to discuss 911 addressing information, zoning concerns, and to introduce
Terri Bortnem. Director of Equalization, Joyce Dragseth met
with the board to discuss travel/education requests, the small town review,
and to give an update on the appeals.
OTHER MATTERS
Deputy Auditor, Kelly Bakken presented the board with the Auditors
Report. Bakken updated the board on the Resolution 03-19 amending
Resolution 02-63.
Be it noted, Register of Deeds statement of fees was filed in the County Auditor’s Office collected for the month of April 2003 in the amount of $21,403.50.
Elections Officer, Stacy Steffensen presented the board with the Commission Assistant/Personnel Director Report. Steffensen updated the board on the NACO Conference, the window graphics for the 2nd and 3rd floor windows, the news release on the burn ban. Letters from McCarthy Properties, L.L.C., the South Dakota Department of Agriculture, and Barbara Telkamp were presented. Be it noted, the letter from Barbara Telkamp requested public recognition to the citizen who lowered the flag at the Brookings County Courthouse to half-staff on the morning of Memorial Day.
Highway Superintendent, Ted Eggebraaten met with the board to discuss the Department of Transportation bid letting, County Road 23 Project, the upcoming Rail Road meeting, quotes for new doors for the Highway Shop, and traffic count checks on County Road 35. Motion by Larson, seconded by Negstad, to award the bid to Grangaard Construction Inc., of Watertown, SD for Structure and Approach Grading of Item 4 May 15, 2003 Bid Letting, BRO 8006(23) PCEMS 6299, Brookings County. As scheduled, a public hearing was held for the renewal applications
for Malt Beverage Beer License within the County of Brookings, outside
of the municipality for the 2003-2004 licensing period. Motion by

A RESOLUTION AMENDING RESOLULTION NUMBER 02-63
WHEREAS, on December 10, 2002, the County Commission approved
Resolution No. 02-63, a Resolution Authorizing the Execution of a Memorandum
of Agreement by and Between Brookings County, South Dakota and VeraSun
Ethanol Corporation Providing for the Issuance of Revenue Bonds;
and
WHEREAS, it now appears that such resolution erroneously identified such corporation as “VERASUN ETHANOL CORPORATION”, when the correct name for such corporation is “VERASUN ENERGY CORPORATION, A SOUTH DAKOTA CORPORATION.”
THEREFORE, BE IT RESOLVED, that Resolution No. 02-63 be and the same
is hereby
amended and changed so as to change the name “VERASUN ETHANOL CORPORATION”
to “VERASUN ENERGY CORPORATION, A SOUTH DAKOTA CORPORATION” in each instance
in such Resolution and in the attached Memorandum of Agreement.

COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed the invitation of County involvement
in the steering committee of the Research Park, HIPAA training, the correspondence
with the South Dakota Department of Agriculture, the upcoming DM&E
Rail Road meeting, and planning session.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, June
3, 2003.
