The Brookings County Board of County Commissioners met in regular session on Tuesday, June 24, 2003, with the following members present: Emil Klavetter, Deanna Santema, Donald Larson, Dennis Falken, and Mary Negstad. Also present: Stephanie Vogel, Kelly Bakken, Stacy Steffensen, Ted Eggebraaten, Robert Hill, Joyce Dragseth, Vicki Hanna, Craig Moser, Rose Stee, Mel Kloster, Chris Caugherty, Wm. Mark Kratochvil, Russell Olson, Mary Berge, Jan Willmott, Larry Jensen, VaDonna Julian, Steve Rames, Deb Gulbranson, and Todd Gulbranson.
Chairperson Emil Klavetter called the meeting to order.
CONSENT AGENDA
Chairperson Emil Klavetter declared the Consent Agenda approved with
no objection from the board. The Consent Agenda consisted of the Agenda
for the June 24, 2003 Commission meeting, the minutes from the June 17,
2003 Commission Meeting, the Welfare Matters, and the Travel/Education
Requests. Welfare Matters: Case # 03-075 for rent was approved; Case
# 03-076 for rent was denied. Travel/Education Requests: Denise Brown
to go to Pierre, SD on July 7, 2003 to attend the State NIBR’S Training,
and to go to Aberdeen, SD on July 15, 2003 to attend the Law Enforcement
Software Demonstration. Robert Hill to go to Sioux Falls, SD on August
12, 2003 to attend the How to Handle People with Tact and Skill Seminar.

DEPARTMENT HEAD REPORTS
Highway Superintendent, Ted Eggebraaten met with the board to discuss
Highway matters. Eggebraaten updated the board on County Road and
Rail Road projects, and distributed the Abstract of Bids for the following
Structure and approach Grading. Motion by Falken, seconded by Negstad,
to approve and award the project to Nolz Dragline and Construction, of
Sioux Falls, SD. The low bidder of five (5) with a proposal of $232,717.76.
The project is described as Item 5 of the June 17, 2003 Letting, BRO 8006(30)
PCEMS 5312 Brookings County Structure and Approach Grading. Role Call Vote:
Negstad “Aye,” Santema “Aye,” Falken “Aye, ”Klavetter “Aye.” Motion
passes.
Director of Equalization, Joyce Dragseth met with the board to discuss
departmental matters. Dragseth updated the board on the Arial Photography
project, Ergonomics concerns, small town reviews, and inquired about the
upcoming joint City/County/School meeting.
Commissioner Larson joined the meeting.
Zoning & Drainage Director, Robert Hill met with the board to discuss
zoning and drainage concerns and to submit the following plats for approval.
Motion by Negstad, seconded by Santema, to approve and authorize
the chair to sign Resolution # 03-25. A Resolution for the Plat of
Lots 1 through 38 of DeBoer’s Lake Tetonkaha West Subdivision in Government
Lots 1, 4, 5, & 6 in Section 7-111-51, of Brookings County. Role Call
Vote: Negstad “Aye,” Santema “Aye,” Falken “Aye,” Larson “Aye,” Klavetter
“Aye.” Motion passes.
Motion by Santema, seconded by Falken, to approve and authorize the chair to sign Resolution # 03-26. A Resolution for the Plat of Lots 39 through 60 of DeBoer’s Lake Tetonkaha West Subdivision in Government Lots 1, 4, 5, & 6 in Section 7-111-51, of Brookings County. OTHER MATTERS
Craig Moser representing Senator Tim Johnson met with the board
to discuss concerns with Brookings County.
Deputy Auditor, Kelly Bakken presented the board with the Auditors Report. Bakken updated the board on insurance matters with Blue Cross and Blue Shield and with the South Dakota Public Assurance Alliance.
Extension Educators, Mel Kloster and Rose Stee met with the board to deliver their monthly report.
As scheduled, a Public Hearing was held for a Zoning Change. Zoning & Drainage Director, Robert Hill presented the background information. Chair Klavetter opened the meeting to public comments and entertained for a motion. Motion by Falken, seconded by Santema, to approve Lots 13, 19, 20, and 23 of Ramlo Shores Subdivision in Government Lots 3 & 4 in Section 21-112-47 be rezoned from Agricultural to Lake Park. Role Call Vote: Falken “Aye,” Larson “Aye,” Negstad “Aye,” Santema “Aye,” Klavetter “Aye.” Motion passes.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report. Vogel updated the board on Personnel matters. Be it noted, chair Klavetter signed Personnel Action Notices for Kelly Bakken, Kathy Hanson, and Scott Sitts. Motion by Larson, seconded by Falken, to approve and authorize the chair to sign the Request To Fill Vacancy for a part-time Correctional Officer in the Detention Center, Sheriff’s Department. Role Call Vote: Larson “Aye,” Negstad “Aye,” Santema “Aye,” Falken “Aye,” Klavetter “Aye.” Motion passes.
Deputy States Attorney, Wm. Mark Kratochvil and Russell Olson with the State of South Dakota Department of Legislative Audit met with the board to discuss the Dissolutionment of the Lake Hendricks School District 5-4. Also present: Chris Caugherty, Mary Berge, and Jan Willmott. Be it noted, the board requested the Lake Hendricks School District 5-4 submit all school and bank records to the Brookings County Auditor.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Welfare report. Motion by Larson, seconded by Negstad, to adopt the 2003 Income Guidelines for Brookings County Welfare. Role Call Vote: Negstad “Aye,” Santema “Aye,” Falken “Aye,” Larson “Aye,” Klavetter “Aye.” Motion passes.
Motion by Santema, seconded by Negstad, to appoint Stephanie Vogel as the program maintenance person for Brookings County Wells Fargo credit card. Also to authorize Vogel to sign and submit the application. Role Call Vote: Santema “Aye,” Falken “Aye,” Larson “Aye,” Negstad “Aye,” Klavetter “Aye.” Motion passes.
Be it noted, the board discussed the Brookings County Enhanced 911 Budget to be acted on at the upcoming City/County/School Meeting.
Commissioner’s Falken and Santema were excused for a DM&E Meeting via conference call.
VaDonna Julian and Steve Rames with the Brookings Area Transit Authority met with the board to discuss the bus barn location. Also present: Larry Jensen.
Treasurer, Vicki Hanna met with the board to discuss the credit card usage in the Treasurers Office. Be it noted, the board requested Hanna proceed with the program, and to consult with Deputy States Attorney, Wm. Mark Kratochvil for his approval of the Merchant Agreement and Operating Procedures Guide.
As scheduled the board discussed setting guidelines for the Lake Poinsett
Right-of-Way on Brookings County Highway # 2. Motion by Larson, seconded
by Negstad, to authorize the chair to draft, sign and mail letters to land
and property owners on Brookings County Highway # 2. The letter shall inform
the land and property owners that the gardens planted in the Right-of-Way
shall be removed by September 1, 2003, that the trees planted in the Right-of-Way
shall be removed by November 1, 2003, and that all other items in the Right-of-Way
shall be removed by July 15, 2003. The items stated above would be
removed by the dates required or the items will be removed by Brookings
County at the expense of the land and property owners. Role Call Vote:

Be it noted, Commissioner Larson requested Brookings County implement a
Brookings County Policy Manual. Also present: Larry Jensen.
Russell Olson with the State of South Dakota Department of Legislative
Audit met with the board to inform them that the State of South Dakota
Department of Legislative Audit will conduct the Final Closing Audit of
the Lake Hendricks School District 5-4.
Deb Gulbranson met with the board to discuss personnel matters. Motion by Larson, seconded by Negstad, to go into executive session at 11:00am. Role Call Vote: Larson “Aye,” Negstad “Aye,” Klavetter “Aye.” Motion passes. Chair Klavetter declared executive session over at 11:10am. Reason – Personnel Matters. No action at this time. Also present: Todd Gulbranson, Vicki Hanna, and Stephanie Vogel.
Commissioner’s Falken and Santema joined the meeting.
Highway Superintendent, Ted Eggebraaten and Commissioner Falken updated the board on the DM&E Rail Road meeting information.
COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed matters with the Pioneer Cemetery,
and Commissioner Santema updated the board on the Minnehaha County Jail
VIP Overnight.
RECESS
Be it noted, the board recessed to the City/County/School Meeting held
at the Elks Lodge 1490. Brookings City Mayor, Chad Munsterman called
the question to adopt the 2004 E911 budget. Motion by Doris Roden,
seconded by Mary Negstad, to adopt the 2004 E911 budget. All voting
“Aye.”
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday,
July 1, 2003.
