The Brookings County Board of County Commissioners met in regular session on Tuesday, July 1, 2003, with the following members present: Emil Klavetter, Dennis Falken, Donald Larson, and Mary Negstad. Deanna Santema was gone for personal reasons. Also present: Stephanie Vogel, Kelly Bakken, Fred Weekes, Todd Struwe, and Joyce Dragseth.
Chairperson Emil Klavetter called the meeting to order.
CONSENT AGENDA
Chairperson Emil Klavetter declared the Consent Agenda approved
as amended with no objection from the board. The Consent Agenda consisted
of the agenda for the July 1, 2003 Commission Meeting, the minutes from
the June 24, 2003 Commission Meeting, the Welfare Matters, and the Travel/Education
Requests. Welfare Matters: Case # 03-041AB for utilities was approved
and Case # 03-079 for rent was denied. Travel/Education Requests:
Rose Marie Stee to go to Huron, SD on July 26-27, 2003 and August 3, 30,
& 31, 2003 to attend the South Dakota State Fair and the South Dakota
4-H Horse Show. Laurie Tangen to go to Mitchell, SD on July 16, 2003
to attend the University Week for Women Meeting; to go to Huron, SD on
July 26 – August 3, 2003 to attend the South Dakota State Fair and the
South Dakota 4-H Horse Show.
COMMISSION REPORTS
Commissioner Falken reported on the City/County/School Joint Meeting,
and the E911 Budget Meeting. Commissioner Larson reported on the
Brookings City Council Meeting, the City/County/School Joint Meeting, and
updated the board on zoning matters. Commissioner Negstad reported on the
Terrorism Meeting, the City/County/School Joint Meeting, and updated the
board on a meeting with the Director of Equalization. Commissioner
Klavetter reported on the Terrorism Meeting, City/County/School Joint Meeting,
the E911 Budget Meeting, and updated the board on zoning matters.
OTHER MATTERS
Deputy Auditor, Kelly Bakken presented the board with the Auditors
Report. Be it noted, the Chair signed the Malt Beverage Beer Licenses
within the County of Brookings, outside of the municipality for the 2003-2004
licensing period.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report. Be it noted, chair Klavetter signed the Personnel Action Notice for Part-time Correctional Officer, Julie Schmuge. Vogel distributed documents regarding Electronic Monitoring, and the States Attorney Quarterly Report. Be it noted, the board scheduled dates for discussing the 2004 Budget.
Commissioner Falken updated the board on the City of Aurora Railroad crossing repairs. Motion by Falken, seconded by Negstad, for Brookings County to pay up to $5,000.00 for the repair of the main Railroad crossing. Be it noted, Brookings County will use contract prices on the asphalt for the siding Railroad crossing. Be it noted, the bills will be paid from the County Road 23 project funds. Role Call Vote: Falken “Aye,” Larson “Aye,” Negstad “Aye,” Klavetter “Aye.” Motion passes.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with a Request to Fill Vacancy form. Motion by Falken, seconded by Negstad, to approve and authorize the chair to sign the Request to Fill Vacancy for a Full-time Female Correctional Officer. Role Call Vote: Larson “Aye,” Negstad “Aye,” Falken “Aye,” Klavetter “Aye.” Motion passes.
Emergency Management Director, Todd Struwe met with the board to discuss and distribute the Department of Justice FY 2003 Part 1 Equipment Grant Award. Through the combined efforts of the Brookings County Emergency Management Director and the South Dakota Department of Public Safety’s Division of Emergency Management, Brookings County has been awarded $25,768.51 through the U.S. Department of Justice (DOJ) FY 2003 Part 1 equipment grant program to purchase personal protective equipment and supplies for first responders. This is a 100% grant; therefore, there are no matching requirements.
COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed the Joint Board of Equalization,
the Operating Liquor License, and Annexation into Brookings City Limits.
OTHER MATTERS
Director of Equalization, Joyce Dragseth met with the board to discuss
and present a Request to Fill Vacancy form. Motion by Negstad, seconded
by Falken, to approve and authorize the chair to sign Request to Fill Vacancy
for a Full-time Computer Technician ~ Appraiser 1. Motion by Falken,
seconded by Negstad, to postpone action on the original motion indefinitely.
Role Call Vote: Negstad “Aye,” Falken “Aye,” Klavetter “Aye.” Motion
to postpone passes.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday,
July 8, 2003.
