The Brookings County Board of County Commissioners met in regular session on Tuesday, July 8, 2003, with the following members present: Emil Klavetter, Deanna Santema, Dennis Falken, Donald Larson, and Mary Negstad. Also present: Stephanie Vogel, Kelly Bakken, Todd Struwe, Trish Sterud, Robert Hill, Martin Stanwick, Vicki Hanna, Kristen Bumpous, Wm. Mark Kratochvil, Lionel Torgrude, Mike Zuiderhof, Louise Zuiderhof, Ted Eggebraaten, Brad Wermers, and Patty Solsaa.
Chairperson Emil Klavetter called the meeting to order.
CONSENT AGENDA
Chairperson Emil Klavetter declared the Consent Agenda approved with
no objection from the board. The Consent Agenda consisted of the Agenda
for the July 8, 2003 Commission meeting, the minutes from the July 1, 2003
Commission Meeting, the Welfare Matters, and the Travel/Education Requests.
Welfare Matters: Case # 03-081 for rent was approved; Case # 03-080 for
rent was denied; Case # 03-049AB for rent was denied. Travel/Education
Requests: Robert Hill to go to Pierre, SD on August 27–29, 2003 to
attend the FEMA HAZUS-MH Course; to go to Emmitsburg, MD on September 14–19,
2003 to attend the FEMA E273 Managing Floodplain Development through the
National Flood Insurance Program Course.

DEPARTMENT HEAD REPORTS
Emergency Management Director, Todd Struwe met with the board to present
the 3rd Quarterly Activity Report for the Brookings County Emergency Management
Performance Grant and the Daily Time and Work Records. Struwe also
distributed the Local Emergency Operation and Pre-Disaster Mitigation Plans.
County Health Nurse, Trish Sterud met with the board to distribute the 2nd Quarterly Report for 2003.
Zoning & Drainage Director, Robert Hill met with the board to discuss Zoning and Drainage matters and to submit the June 2003 Building Permit List and the following plat for approval.
Motion by Falken, seconded by Negstad, to approve Resolution 03-27. A Resolution for the Replat of Lots 1, 2, and 3 of Wiersma Second Addition in the SW1/4 in Section 11-110-51 in the County of Brookings, South Dakota. Role Call Vote: Falken “Aye,” Larson “Aye,” Negstad “Aye,” Santema “Aye,” Klavetter “Aye.” Motion passes.
Treasurer, Vicki Hanna met with the board to discuss departmental matters and to introduce the Treasurers Office new employee, Kristen Bumpous.
Sheriff, Martin Stanwick met with the board to discuss departmental matters. Stanwick updated the board on the 4th of July activity, computer maintenance, Investigators school, and the summer program with a Harley Davidson patrol motorcycle.
OTHER MATTERS
Veterans and Welfare Director, Lionel Torgrude and Deputy States Attorney,
Wm. Mark Kratochvil met with the board to discuss a Compromise and Settlement
of a County Lien. Also Present: Mike Zuiderhof and Louise Zuiderhof.
Zoning & Drainage Director, Robert Hill and Deputy States Attorney, Wm. Mark Kratochvil met with the board to discuss legal matters. Motion by Santema, seconded by Negstad, to go into executive session at 9:30am. Role Call Vote: Negstad “Aye,” Santema “Aye,” Falken “Aye,” Larson “Aye,” Klavetter “Aye.” Motion passes. Chair Klavetter declared executive session over at 10:05am. Reason – Legal Matters. No action at this time.
Highway Superintendent, Ted Eggebraaten and Brad Wermers with Banner Associates, Inc. met with the board to discuss the County Road 23 Project and Highway matters.
Motion by Larson, seconded by Santema, to approve and authorize the chair to sign Change Order # 3 for the Brookings County Highway 23 Improvement Project P6317(00) PCEMS 6734; Brookings County, South Dakota; BAI No. 20205.00.02. The Contract Price due to this change order will increase by $44,115.80. The Contract Time will not change in calendar days. Role Call Vote: Falken “Aye,” Larson “Aye,” Negstad “Aye,” Santema “Aye,” Klavetter “Aye.” Motion passes.
Be it noted, Highway Superintendent, Ted Eggebraaten submitted a proposal from Irving F. Jensen Co., Inc. of Sioux City, Iowa for extra work regarding paving on the County Road 23 project.
Auditor, Janet Willmott and Elections Officer, Stacy Steffensen met with the board to discuss the Brookings Township precinct voting location.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report. Vogel distributed correspondence, salary study and budget information. Be it noted, chair Klavetter signed the Personnel Action Notices for Doris Knutson and Cindy Steffen.
COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed the 2004 Budget, the Fire Department
Emergency Response Transportation Truck, the idea of a consolidated Board
of Equalization, the operating liquor agreements, the NACO Conference,
the 1921 Building project, Weed Board matters and West Nile.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, July
22, 2003.
