The Brookings County Board of County Commissioners met in regular session
on Tuesday, August 19, 2003, with the following members present: Emil Klavetter,
Deanna Santema, Dennis Falken, Donald Larson, and Mary Negstad. Also present:
Stephanie Vogel, Kelly Bakken, Stacy Steffensen, Todd Struwe, Dick Edenstrum,
Mel Kloster, Rose Stee, Ted Eggebraaten, Martin Stanwick, Janet Willmott,
Russell Olson, and Vicki Hanna.
Chairperson Emil Klavetter called the meeting to order.
CONSENT AGENDA
Chairperson Emil Klavetter declared the Consent Agenda approved as
amended with no objection from the board. The Consent Agenda consisted
of the agenda for the August 19, 2003 Commission Meeting, and the minutes
from the August 12, 2003 Commission Meeting, Welfare Matters, and Travel/Education
Requests. Welfare Matters: Case # 03-098 for rent was denied;
Case # 03-092A for utilities was denied; Case # 03-102 for utilities was
approved; Case # 03-041AB for utilities and telephone was approved.
Travel/Education Requests: Mel Kloster to go to Huron, SD on July
27 – August 3, 2003 to attend the South Dakota State Fair. Lionel
Torgrude and Irene Pierce to go to Pierre, SD on August 25 – 28, 2003 to
attend the Annual CVSO Training.
COMMISSION REPORTS
Commissioner Falken reported on the Tim Johnson Luncheon, the Sioux
Valley Commissioners Association Meeting, and updated the board on Soil
Conservation District matters. Commissioner Larson reported on the
Tim Johnson Luncheon and updated the board on Soil Conservation District
matters. Commissioner Negstad reported on the Tim Johnson Luncheon,
Brookings Area Transit Authority meeting, and updated the board on Soil
Conservation District matters. Commissioner Santema reported on the
Tim Johnson Luncheon, the Weed Board meeting, the Sioux Valley Commissioners
Association meeting, and the East Central Mental Health board meeting,
and updated the board on HIPAA information. Commissioner Klavetter
reported on the Tim Johnson Luncheon, the Planning and Zoning meeting,
the Brookings Economic Development Corporation meeting, the 1921 Building
Project Development meeting, the Sioux Valley Commissioners Association
meeting, and updated the board on Drainage matters.
OTHER MATTERS
Deputy Auditor, Kelly Bakken presented the board with the Auditors
Report. Bakken updated the board on Insurance premium information
for the Brookings County Policies with Delta Dental Plan of South Dakota
and with Fort Dearborn Life Insurance.
Be it noted, the Register of Deeds statement of fees was filed in the County Auditor’s Office collected for the month of July 2003 in the amount of $29,641.00.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report. Motion by Negstad, seconded by Santema, to approve and authorize the chair to sign the Personnel Action Notice for Equalization Clerk II, Doris Knutson authorizing the Retroactive 2002 Step increase from June 2002 to June 2003 in the amount of $232.80 and Retroactive 2003 Step increase from June 2003 to July 2003 in the amount of $64.80. The Retroactive Increases are due to a clerical error, the Annual review was submitted and was satisfactory, but the previous Department Head did not submit the Step Increase form. Role Call Vote: Falken “Aye,” Larson “Aye,” Negstad “Aye,” Santema “Aye,” Klavetter “Aye.” Motion passes.
Be it noted, Chair Klavetter signed the Personnel Action Notices for New Employee: PT Correctional Officer, Lindsey Viersen. Annual Step Increase: Heavy Equipment Operator, Jeff Anderson; Equipment Operator, Gary Norgaard; and Shop Foreman, Dan Hougland. Promotion: Dale Kneebone from Equipment Operator to Heavy Equipment Operator.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with Resolution # 03-37. Motion by Falken, seconded by Negstad, to approve and authorize the chair to sign Resolution # 03-37. A Resolution designating a contact person to request assistance from the South Dakota Wildland Fire Coordinator pursuant to SDCL 41-20-8.1. Role Call Vote: Larson “Aye,” Negstad “Aye,” Santema “Aye,” Falken “Aye,” Klavetter “Aye.” Motion passes.
RESOLUTION #03-37
A RESOLUTION DESIGNATING CONTACT PERSON TO REQUEST ASSISTANCE FROM THE SOUTH DAKOTA WILDLAND FIRE COORDINATOR PURSUANT TO SDCL 41-20-8.1
WHEREAS, the South Dakota Wildland Fire Coordinator is authorized
to assist in fighting range fires throughout the State, but only if a county
formally requests the assistance;
WHEREAS, there may not be sufficient time to hold a meeting and adopt
a resolution during a fire;
WHEREAS, Brookings County wishes to designate a person with authority to request assistance under SDCL 41-20-8.1;
THEREFORE BE IT RESOLVED, by the Brookings County Board of Commissioners
that the following person be designated to request assistance under SDCL
41-20-8.1:

Dick Edenstrum with First District met with the board to discuss the 2004 Budget, the CEDS Report, and to update the board on a Leadership Program.
Extension Educators, Mel Kloster and Rose Stee met with the board to deliver the monthly Extension Report.
Highway Superintendent, Ted Eggebraaten met with the board to discuss Highway matters. Motion by Falken, seconded by Santema, to approve and authorize the Chair to sign the Snow and Ice Removal Salt Contract. This contract is between Brookings County, Brookings City, and Mills & Mills, Inc., of Brandon, SD. The contract is for the period of ten months from September 1, 2003 through June 30, 2004. Role Call Vote: Negstad “Aye,” Santema “Aye,” Falken “Aye,” Larson “Nye,” Klavetter “Aye.” Motion passes. Eggebraaten updated the board on the Highway 23 Project, and the 2004 Bridge Program.
Auditor IV with the State of South Dakota Department of Legislative Audit, Russell Olson met with the board to present the bill for the audit of the fiscal affairs of the Lake Hendricks School District 5-4 Audit Services. Motion by Santema, seconded by Falken, to approve the payment and authorize the chair to sign the bill for the audit services. Role Call Vote: Falken “Aye,” Larson “Aye,” Negstad “Aye,” Santema “Aye,” Klavetter “Aye.” Motion passes.
Auditor, Janet Willmott met with the board to present the Provisional Budget for Brookings County, South Dakota, for the year of January 1, 2004 through December 31, 2004. Motion by Negstad, seconded by Santema, to approve and authorize the chair to sign Resolution # 03-36. A Resolution for the Adoption of Provisional Budget for Brookings County, South Dakota. Role Call Vote: Larson “Aye,” Negstad “Aye,” Santema “Aye,” Falken “Aye,” Klavetter “Aye.” Motion passes.
Treasurer, Vicki Hanna met with the board to discuss the laws governing wheel tax.
UNFINISHED BUSINESS
Commission Assistant/Personnel Director, Stephanie Vogel updated the
board on hours used by part-time employees, comp-time, the potluck, and
the Festival of Lights reception at the Brookings County Court House.
COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed the applications for County Achievement
Awards, the 2004 Budget for the Brookings City Fire Department, the 1921
Building Project and parking lot, the Harvest Church building, the Soil
Conservation District, the Minnehaha County Juvenile Detention Center,
and the Resolutions from the Sioux Valley Commissioners Association Meeting.
EXECUTIVE SESSION
Motion by Negstad, seconded by Santema, to go into executive session
at 11:00am. Role Call Vote: Negstad “Aye,” Santema “Aye,” Falken “Aye,”
Larson “Aye,” Klavetter “Aye.” Motion passes. Chair Klavetter
declared executive session over at 11:06am. Reason – Personnel Matters.
No action at this time.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, August
26, 2003.
