The Brookings County Board of County Commissioners met in regular session on Tuesday, August 26, 2003, with the following members present: Emil Klavetter, Deanna Santema, Dennis Falken, Donald Larson and Mary Negstad. Chairperson Emil Klavetter called the meeting to order.
CONSENT AGENDA
Chairperson Klavetter declared the Consent Agenda approved as amended
with no objection from the board. The Consent Agenda consisted of
the agenda for the August 26, 2003 Commission Meeting, and the minutes
from the August 19, 2003 Commission Meeting, Welfare Matters, and Travel/Education
Requests. Welfare Matters: Case # 03-068 for hospital expenses was
denied; Case # 03-088 for hospital expenses was approved; Case # 03-097
for hospital expenses was approved. Travel/Education Requests: Ted
Eggebraaten to go to Pierre, SD on August 28, 2003 to attend the South
Dakota Local Transportation Assistance Program Advisory Board Meeting.
Mel Kloster to go to Salem, SD on August 25, 2003 to attend a Hail Drought
Crops Meeting and to go to Huron, SD on August 30, 2003 to attend the State
4-H Horse Show. Rose Stee to go to Sioux Falls, SD on August 6, 2003

Commission Assistant/Personnel Director Stephanie Vogel submitted a

DEPARTMENT HEAD REPORTS
Zoning and Drainage Supervisor Robert Hill reported on general departmental
information and advised the board that he would be attending a GIS meeting
in Pierre, SD.
Highway Superintendent Ted Eggebraaten updated the board on the County Road 35 and County Road 23 projects.
Weed and Pest Supervisor Gary Heldt spoke to the board about a potential bounty program on pocket gophers
Emergency Management Director Todd Struwe visited with the board about an automatic supplement to his budget, and he updated the board on the Fire Department Rescue Truck.
Sheriff Martin Stanwick told the board about recent accidents and the finding of a meth lab in the county over the past week, and that contract law towns would be needing increased patrols. Stanwick also attended a neighborhood watch at Lake Hendricks.
OTHER MATTERS
Commission Assistant/Personnel Director Stephanie Vogel presented the
board with the Commission Assistant/Personnel Director Report. Items
discussed included county technology needs, moving the 1921 building shed,
State Convention, county policy on CDLs, and the Veteran’s Day board meeting.

Motion by Negstad, seconded by Falken to approve and authorize chair to sign Probationary Leave Requests for Zoning and Drainage Supervisor Robert Hill. REGULAR BUSINESS
A public hearing was held on the progress made on the Community Development
Block Grant to upgrade the existing emergency communication system.
Marlene Knutson with First District met with the board to discuss that
progress. She also updated the board on the HUD grant.
Auditor IV with the State of South Dakota Department of Legislative
Audit, Russell Olson met with the board to discuss Resolution #03-38.
Motion by Larson, seconded by Negstad, to approve and authorize the chair
to sign Resolution #03-38. A Resolution authorizing the County Auditor
to transfer and assign the assets of the Hendricks School District to the
Deubrook Area School District. Roll call vote: Larson “Aye,” Negstad
“Aye,” Santema “Aye,” Falken “Aye,” Klavetter “Aye.” Olson also presented
the board with the Master Lead Schedule of the Hendricks School District
Audit.
RESOLUTION NO. 03-38
WHEREAS, by Order of the South Dakota Department of Education the Lake Hendricks School District No. 5-4 was dissolved and its land area attached to Deubrook Area School District No. 5-6 effective July 1, 2003; and
WHEREAS, the Brookings County Board of County Commissioners pursuant to SDCL 13-6-77 has the power and duty to determine the value and amount of all school owned property, cash assets, and all bonded and other indebtedness of the Lake Hendricks School District No. 5-4; and
WHEREAS, on June 17, 2003 pursuant to Resolution
No. 03-23 the Brookings County Commissioners requested and obtained the
services of the South Dakota Department of Legislative Audit to perform
an audit of the records of the Lake Hendricks School District No.
5-4; and
WHEREAS, the South Dakota Department of Legislative
Audit has completed the audit of the Lake Hendricks School District No.
5-4, on a liquidation basis of accounting, and has issued a report dated
August 20, 2003;
THEREFORE, BE IT RESOLVED that the Brookings County Board of County Commissioners pursuant to SDCL 13-6-77 have determined the value and amount of all school owned property, cash assets, and all bonded and other indebtedness of the Lake Hendricks School District No. 5-4 and directs the Brookings County Auditor to transfer and assign the following assets, supported by the liquidation basis audit performed by the South Dakota Department of Legislative Audit, to the Deubrook Area School District No. 5-6:
1. General Fund – Cash Assets Totaling $129,742.38
2. General Fund – Taxes Levied But Outstanding $ 55,856.60
3. Special Education Fund – Cash Assets Totaling $ 18,834.72
4. Special Education Fund – Taxes Levied But Outstanding $ 12,364.72
5. All computer, printer and related peripherals
6. All office supplies and materials; and
7. All accounting records.

Auditor Janet Willmott met with the board to discuss Resolution #03-39. Motion by Santema, seconded by Falken, to approve and authorize the chair to sign Resolution #03-39. A Resolution setting the minimum dollar amount at $5,000 for reporting fixed assets. Roll call vote: Negstad “Aye,” Santema “Aye,” Falken “Aye,” Larson “Aye,” Klavetter “Aye.” Motion passes.
RESOLUTION # 03- 39
WHEREAS, Brookings County has a policy set to establish a dollar threshold for when to call an item a capital asset.
WHEREAS, “capital asset” is defined as an asset that is tangible in nature, a life longer than one year and of significant value, and;
WHEREAS, GASB34 is a new accounting principle that will require all capital assets (except land) be depreciated and require the tracking of infrastructure capital assets, and;
WHEREAS, these changes are significant, Brookings County feels it would be wise to set up capital assets listings in a manner to allow them to be depreciated.
NOW THEREFORE BE IT RESOLVED, for purposes of depreciation
the following capitalization policy be hereby adopted:
Land ALL
Equipment $ 5,000
Buildings $15,000
Improvements Other Than Buildings $15,000

Kathy Leiferman and her attorney, Gary W. Schumacher, along with several other residents met with the board to discuss their concerns about possible drainage issues with the VeraSun Ethanol Plant at Aurora.
Soil Conservation District Office Manager Joan Kreitlow and members of the Brookings County Conservation District Board of Supervisors met with the board to discuss 2004 funding for the Soil Conservation District.
EXECUTIVE SESSION
Motion by Negstad, seconded by Santema, to go into executive session
at 11:11 a.m. Roll call vote: Falken “Aye,” Larson “Nay,” Negstad
“Aye,” Santema “Aye,” Klavetter “Nay.” Motion passes. Deputy
State’s Attorney Mark Kratochvil was present during the executive session.
Chairperson Klavetter declared executive session over at 11:26 a.m.

COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed the 1921 parking lot and, by consensus,
the board decided to not meet on Tuesday, November 11, 2003 due to the
Veteran’s Day holiday unless the need arises.
