The Brookings County Board of County Commissioners met in regular
session on Tuesday, September 23, 2003, with the following members present:
Emil Klavetter, Deanna Santema, Mary Negstad, Don Larson and Dennis Falken.
Also present: Stephanie Vogel, Stacy Steffensen, Todd Struwe, Robert Hill,
Vicki Hanna, Ted Eggebraaten, Joyce Dragseth, Lionel Torgrude, Cyndi Ault,
and Mark Kratochvil.
Chairperson Emil Klavetter called the meeting to order.
CONSENT AGENDA
Chairperson Klavetter declared the Consent Agenda approved without
objection from the board. The Consent Agenda consisted of the agenda
for the September 23, 2003 Commission Meeting, and the minutes from the
September 16, 2003 Commission Meeting, Welfare Matters, and Travel/Education
Requests. Welfare Matters: Case #03-114 for utilities was approved;
Case #03-110 for rent was denied; Case #03-096 for hospital expenses was
denied; Case #03-099 for hospital expenses was denied; and Case #03-093A
for hospital expenses was denied. A travel request for Lionel Torgrude
to attend the Veteran’s Commission Meeting at Fort Meade, October 1-2,
2003 was approved. A travel request for Irene Pierce to attend the
SDACO Conference in Sioux Falls, SD, October 6-8, 2003 was approved.
An education request for Teresa Anderson to attend Leadership Brookings
one day a month from October 2003 through May 2004 was approved.

DEPARTMENT HEAD REPORTS
Emergency Management Director Todd Struwe presented the board with
a draft letter of response to Secretary of Public Safety Tom Dravland.
Be it noted, the board directed Commission Assistant Stephanie Vogel to
send the letter on the board’s behalf.
Zoning and Drainage Supervisor Robert Hill announced that Emergency Management Director Todd Struwe was named Emergency Manager of the Year at the recent Emergency Mangers Association meeting in Pierre, SD. Hill also reported that he had attended a flood information seminar in Maryland.
Treasurer Vicki Hanna informed the board of the potential conflicts of taking motor vehicle registrations on the day after Thanksgiving due to the state office being closed that day.
Highway Superintendent Ted Eggebraaten informed the board that the confinement area at the highway shop is finished. Eggebraaten also updated the board on his plans to attend a Spill Protection Plan meeting, the concerns about a county resident who had widened several field approaches, the upkeep of a road by Lake Poinsett, and he gave an update on the County Road 23 project.
Director of Equalization Joyce Dragseth asked the board if she and Deputy Director of Equalization Cyndi Ault could attend courses through East Central Multi District. Motion by Larson, seconded by Negstad, to allow all county employees, with approval from their department head, to attend 2003 East Central Multi District courses that directly relate to their job. Roll call vote: Larson “Aye,” Negstad “Aye,” Santema “Aye,” Falken “Aye,” Klavetter “Aye.” Motion passes. Dragseth informed the board that several of her employees would be attending assessor’s school in Pierre, SD, and that the office would be utilizing the intern from Lake Area Technical Institute during that time. She also updated the board on the tax-exempt meeting in Sioux Falls, SD, her meeting with Deputy State’s Attorney Mark Kratochvil regarding the White Care Center and the appraisal of the VeraSun ethanol plant.
Veterans/Welfare Director Lionel Torgrude informed the board that both
he and Office Manager Irene Pierce passed their tests at their annual training
in Pierre, SD. He also updated the board on collections and annual
expenditures. Torgrude also said that his office would be utilizing
the Lake Area Technical Institute intern.
OTHER MATTERS
Commission Assistant/Personnel Director, Stephanie Vogel, presented
the board with the Commission Assistant/Personnel Director Report.
Be it noted, the board approved Personnel Action Notices for part-time
correctional officer/part-time deputy Shawn Hostler and for Elections Officer
Stacy Steffensen. Vogel updated the board on the Lake Area Technical
Institute intern and the $100,000 contribution from VeraSun Energy toward
the County Road 23 project. Vogel also asked for direction from the
board as to the format for the VeraSun drainage discussion scheduled for
next week’s board meeting. By consensus, the board agreed to have
Vogel send a clarification letter to county residents along County Road
2 at Lake Poinsett regarding the use of the county’s right-of-way and the
board will be taking a driving tour of the area on September 30, 2003.
REGULAR BUSINESS
Emergency Management Director Todd Struwe discussed the Local Emergency
Operation Plan for the county. Motion by Larson, seconded by Negstad,
to approve the Local Emergency Operation Plan of the Brookings County
Emergency Management Office as the official document for emergency operations.
Roll call vote: Santema “Aye,” Falken “Aye,” Larson “Aye,” Negstad “Aye,”
Klavetter “Aye.” Motion passes.
Struwe also discussed the Pre-Disaster Mitigation Plan but will wait for board approval of the plan for at least one week.
Struwe discussed the annual State/Local Agreement for Emergency Management. Motion by Falken, seconded by Santema, to approve the annual State/Local Agreement for Emergency Management. Roll call vote: Negstad “Aye,” Santema “Aye,” Falken “Aye,” Larson “Aye,” Klavetter “Aye.” Motion passes.
EXECUTIVE SESSION
Motion by Falken, seconded by Santema, to enter into executive session
at 9:35 a.m. Roll call vote: Falken “Aye,” Larson “Aye,” Negstad
“Aye,” Santema “Aye,” Klavetter “Aye.” Motion passes. Deputy
State’s Attorney Mark Kratochvil, Director of Equalization Joyce Dragseth
and Deputy Director of Equalization Cyndi Ault were present during the
executive session. Chairman Klavetter declared the executive session
over at 9:57 a.m. Reason: legal matters. No action at this
time.
UNFINISHED BUSINESS
The board discussed the VeraSun drainage issue with Deputy State’s
Attorney Mark Kratochvil.
Commission Assistant/Personnel Director Stephanie Vogel updated the board on the interest from local computer vendors regarding technical support for the county. Be it noted, the board directed Vogel to set up a sub-committee to acquire more information on the topic. Commissioners Klavetter and Falken will be on that committee.
Negstad updated the board on the letter of support for Inter-Lakes Community Action regarding housing rehabilitation services. Be it noted, the board directed Commission Assistant/Personnel Director Stephanie Vogel to send that letter.
Larson updated the board on the South Dakota State University Growth Partnership. Larson also discussed the county’s support of the Brookings Area Chamber of Commerce and discussed writing a letter of thanks to out-going Brookings City Manager Michael Williams.
The board discussed the HUD grant for the 1921 building, the proposed
resolution for the SDACC convention in October 2003 and funding for the
Soil Conservation District.
COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed the attendance of the Soil Conservation
District’s meetings, County Road 2 right-of-way concerns, concerns about
a township road near Lake Poinsett, and the First District meeting in Brookings
on Thursday, September 25, 2003.

Chairperson Klavetter declared the meeting adjourned until 8:30 a.m.
