The Brookings County Board of County Commissioners met in regular session on Tuesday, September 9, 2003, with the following members present: Emil Klavetter, Deanna Santema, Donald Larson, and Dennis Falken. Also present: Stephanie Vogel, Robert Hill, Ted Eggebraaten, Joyce Dragseth, Vicki Hanna, Janet Willmott, and Ida Slocum. Commissioner Negstad was absent for personal reasons.
Chairperson Emil Klavetter called the meeting to order.
CONSENT AGENDA
Chairperson Emil Klavetter declared the Consent Agenda approved with
no objection from the board. The Consent Agenda consisted of the Agenda
for the September 9, 2003 Commission meeting, the minutes from the September
2, 2003 Commission Meeting, the Welfare Matters, and the Travel/Education
Requests. Welfare Matters: Case # 03-106 for rent was approved; Case
# 03-107 for utilities was approved; Case #03-108 for utilities was approved;
Case # 03-109 for clinic bills was denied. Travel/Education Requests:
Laurie Tangen to travel to Pierre September 24th- 25th for Child Development
Training. Lori Schultz to attend the Leadership Brookings Program
October through May of 2004 (one day a month).

County Auditor, Janet Willmott, met with the board to discuss a claim
for the Aurora TIF district. Motion by Falken, seconded by Santema
to approve the claim to pay the TIF bonds once the proper documentation
is received from Todd Meierhenry. Role Call Vote: Larson “Aye”.

DEPARTMENT HEAD REPORTS
Highway Superintendent, Ted Eggebraaten updated the board on the County
Road 23 project noting the expected completion date of October 6th; and
the costs experienced for County Road 23 due to the Topeka Shiner; and
presented information on the tour coming to Brookings County to examine
the ramifications of the Topeka Shiner. Register of Deeds, Ida Slocum
presented the board with a letter from the DCI to be attached to a warranty
deed due to a Meth Lab. Treasurer, Vicki Hanna presented the August
monthly report on taxes, back taxes, and motor vehicle collections.
Director of Planning, Zoning, & Drainage, Bob Hill presented the building
permit report for August. Director of Equalization, Joyce Dragseth
updated the board on the staffing in her office; removed her previous “request
to fill vacancy’ for the Appraiser I position; and updated the board on
upcoming schools and meetings.
Commission Assistant Stephanie Vogel presented the Auditor’s report and distributed the county budgets as of August, 2003.
Commission Assistant/Personnel Director Stephanie Vogel updated the board on interviews for the equipment operator position, payment that was received from the 1921 building fundraising committee, SDACC state convention resolutions, correspondence from the SD Department of Public Safety, responses from the technology service letter, and county drought declaration information.
OTHER MATTERS
The Soil Conservation Board met with the board to discuss their
2004 funding request, and the elimination of the county employee position
in their office. Also present were Soil Conservation District Supervisors
Tim Gutormson, Jerry Oines, Peg James, Mark Stime, and Robert Rochel; and
Office Manager, Joan Krietlow.
Director of Planning, Zoning & Drainage, Robert Hill met with the board to discuss an irrigation request that his office received. Also present was Jay Gilbertson, East Dakota Rural Water System.
As scheduled, the board held a public hearing at 9:45 am for the second reading on County Wheel Tax Ordinance #03-02. Motion by Falken, seconded by Santema, to approve Ordinance #2003-02. Roll Call Vote: Santema “Aye”, Falken “Aye”, Larson “Aye”, Klavetter “Aye”. Motion carried.
ORDINANCE #2003-02
AN ORDINANCE PROVIDING FOR THE AMENDMENT OF THE 1986 COUNTY WHEEL TAX ORDINANCE (#86-02) REVISING THE EXEMPTION FOR TRAILERS.
WHEREAS, Brookings County enacted Ordinance #86-02 on August 12, 1986 imposing a Wheel Tax on motorized vehicles only;
WHEREAS, SDCL 32-5A-3 states that the only exemption from the wheel tax law is dealers;
WHEREAS, Brookings County has been allowing trailers to be exempt from the wheel tax law;
WHEREAS, the SD Department of Revenue informed Brookings County that the current method of exempting trailers from the wheel tax is not permitted by law;
THEREFORE BE IT ORDAINED BY BROOKINGS COUNTY, SOUTH DAKOTA that the 1986 County Wheel Tax Ordinance be amended by revising the ordinance to include all trailers. The total vehicle tax on trailers shall be two (2) dollars per wheel, and shall not exceed eight (8) dollars per trailer.
In all other respects the 1986 County Wheel Tax Ordinance (#86-02) shall remain unchanged and is hereby re-ordained.

COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed matters with the 2004 Budget and a
travel request for the Sheriff’s department.

BUDGET WORKSESSION
Stephanie Vogel, and Janet Willmott met with the board to discuss changes
to the 2004 provisional budget.

The Chair declared the meeting adjourned until 8:30am Tuesday, September
