The Brookings County Board of County Commissioners met in regular session on Tuesday, January 13th, 2004, with the following members present: Deanna Santema, Dennis Falken, Donald Larson, Mary Negstad, and Emil Klavetter. Also present: Stephanie Vogel, Kelly Bakken, Charles Cecil, Ted Eggebraaten, Martin Stanwick, Robert Hill, Joyce Dragseth, Todd Struwe, Trish Sterud, and Robb Loomis.
Charles Cecil met with the board to discuss the possibility of the board donating the Historic County Commission Table in the Brookings County Commission Chambers to the Brookings County Historical Museum.

Chairperson Deanna Santema declared the Consent Agenda approved as

Director of Equalization, Joyce Dragseth met with the board to discuss the following departmental matters: The ruling and resolution from the Department of Revenue handed down to Kingsbury County; the results from the internal audit with the Department of Revenue; and the progress with the 2004 neighborhood and valuation process.
Highway Superintendent, Ted Eggebraaten met with the board to discuss the following departmental matters: Brookings County Highway Employees have received the Gold Award for Safety from Risk Services of South Dakota; and the Joint Work Agreement between Brookings County, SD and Moody County, SD. Eggebraaten updated the board on the DM&E plan, County Road 23, and County Line Road Maintenance.
Motion by Larson, seconded by Falken, to approve and authorize the chair to sign the Joint Work Agreement between Brookings County, South Dakota and Moody County, South Dakota. Zoning & Drainage Director, Robert Hill met with the board to discuss the CERT Training and Zoning matters. Hill was directed by the board to discuss the Zoning matters with the Brookings County States Attorney.
Commissioner Larson exited the meeting.
Sheriff, Martin Stanwick met with the board to discuss the possibility of increasing the pool of part-time Male and Female Correctional Officers for the Brookings County Detention Center.
Emergency Management Director, Todd Struwe met with the board to discuss the Emergency Management State and Local Agreement, the USDA Secretarial Natural Disaster Determination, and Red Cross matters.
Commission Assistant/Personnel Director, Stephanie Vogel met with the board to submit the updated Brookings County Senior Correctional Officer Job Description. Motion by Negstad, seconded by Falken, to approve and authorize the Chair to sign the updated job description for the Brookings County Senior Correctional Officer. Vogel updated the board on the progress of the quote for the Commission Chambers furniture, Technology matters, NACO memberships, and presented SDACC & SDACO Legislation information. Be it noted, Vogel presented a receipt, in the amount of $121,925.00 repaying the short-term loan; payable to the General Fund from the Civil Defense for the Homeland Security Grant.
Community Health Nurse, Trish Sterud met with the board to present the 4th Quarterly Report for 2003. Sterud updated the board on Staff Development, WIC Caseload, Flu Shot Report, and School Programs.
COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed the Historic County Commission table,
Courthouse basement organization, Historical property guidelines, NACE
Conference, Travel request forms, and the SDACC & SDACO Legislation.
PUBLIC HEARING
As scheduled, a public hearing was held at 10:00am for a One-Day Special
Malt Beverage Retailers’ License for the Poinsett Pounders Snowmobile Club
for their event, the Governor’s Winter Games at Lake Poinsett, on Sunday,
January 25, 2004. Chair Santema opened the discussion by calling
for comments from both proponents and opponents. Robb Loomis, President
of Poinsett Pounders Snowmobile Club discussed with the board the general
plans of the fundraising for charity event. Motion by Klavetter,
seconded by Negstad, to approve and authorize the Chair to sign the One-Day
Special Malt Beverage Retailers’ License. Role Call Vote: Negstad

ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, January
