The Brookings County Board of County Commissioners met in regular session on Tuesday, January 6, 2004, with the following members present: Emil Klavetter, Deanna Santema, Dennis Falken, Donald Larson, and Mary Negstad. Also present: Stephanie Vogel, Kelly Bakken, Jan Willmott, Robert Hill, Vicki Hanna, Martin Stanwick, Dave Jones, Joe Portz, Alan Rogers, and Kent Leibel.
Having completed the old business for 2003, Brookings County Auditor, Janet Willmott entertained a motion to elect a Chairperson for the Brookings County Board of County Commissioners for the year 2004.
Motion by Larson, seconded by Negstad, to nominate Deanna Santema as Chairperson, and Dennis Falken as Vice-Chairperson. Hearing no other nominations, Commissioner Negstad called for nominations to cease. Role Call Vote: Falken, “Aye,” Larson “Aye,” Negstad “Aye,” Klavetter “Aye.” Santema “Aye.” Motion passes.

CONSENT AGENDA
Chairperson Santema declared the Consent Agenda approved as amended
with no objection from the board. The Consent Agenda consisted of the agenda
for the January 6, 2004 Commission Meeting. Welfare Matters: Case
# 03-009 for Human Services Admission Charge was approved; Case # 03-158
for rent was approved; Case # 03-159 for emergency medical was denied;
Case # 03-124 for emergency medical was denied; Case # 03-122 for medical
was denied. Travel/Education: Rose Marie Stee to go to Sioux
Falls, SD on January 5, 2004 to attend a 4-H Judging Meeting. Laurie
Tangen to go to Sioux Falls, SD on January 5, 2004 to attend a 4-H Judging
Meeting; to go to Clear Lake, SD on January 8, 2004 to attend a Health
Fair; to go to Madison, SD on January 9, 2004 to attend a Camp Lakodia
Meeting.

County Auditor, Janet Willmott and Commission Assistant/Personnel Director,
Stephanie Vogel presented the board with an amendment for the minutes of
the December 30, 2003 County Commission Meeting. Motion by Klavetter,
seconded by Negstad, to approve the amendment to be inserted in the minutes
of the December 30, 2003 County Commission Meeting. Role Call Vote:

County Interest Earned Policy. Motion by Klavetter, seconded by Negstad,
to approve and authorize the Chair to sign the Brookings County Interest

Be it noted, the Highway transfers for the month of December 2003 in the amount $5,040.10, was transferred for expenditures to increase the Highway budget due to work performed and supplies furnished for various non-highway departments.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report. Vogel updated the board on Personnel matters, the Volunteer Board Appointments, and the upcoming Electronic Monitoring presentation. Be it noted, the Board approved the Personnel Action Notices for Susan Rufer, Mike Sackmann, Nicole Chapman, Zac Linton, and Mark Halvorson.
Be it noted, Vogel presented the 1st Quarterly Activity Report – FY 2004 for the Brookings County Emergency Management Performance Grant and the Daily Time and Work Records.
REGULAR BUSINESS
Motion by Klavetter, seconded by Negstad, to appoint Randy Jensen to
the Planning and Zoning Board (District 2.) Role Call Vote: Falken, “Aye,”
Larson “Aye,” Negstad “Aye,” Klavetter “Aye.” Santema “Aye.” Motion
passes.
Motion by Larson, seconded by Falken, to nominate Glenn Kuschel to the Event Center Board. Motion by Klavetter, seconded by Negstad, to nominate Barbara Telkamp to the Event Center Board. Hearing no other nominations, Commissioner Negstad called for nominations to cease. Chair Santema asked for a show of hands: for Glenn Kuschel, two shown; for Barbara Telkamp three shown. WHEREAS, it will be necessary to appoint election officials in 2004, and
WHEREAS, pursuant to SDCL 12-15-11, the fee paid to election officials shall be established annually by the Board of County Commissioners at its first meeting of the year.
NOW THEREFORE BE IT RESOLVED by the Brookings County Board of County Commissioners, that for the year 2004, election officials shall be paid as follows:
Precinct Deputy $8.00 per hour
Precinct Superintendent $8.50 per hour
Election School Attendance $15.00

Treasurer, Vicki Hanna met with the board to distribute the Unpaid Mobile Home Tax List According to SDCL 10-22-31. Be it noted, the board discussed the Distress Warrant Procedure and directed Hanna to proceed with the Distress Warrant process.

Commission Assistant/Personnel Director, Stephanie Vogel presented the
board with a proposed addition to the Sick Leave Policy. Motion by
Klavetter, seconded by Negstad, to approve and adopt the following addition
to the Brookings County Sick Leave Policy. Administrative Guideline:
(10) Outside Employment: Employees who are on an approved leave of
absence of sick leave may not perform work for any other employer during
that leave, except as allowed for military or public service leaves of

Be it noted, the board discussed the Brookings County Sick Leave Policy
Administrative Guideline: (6) Certification: Employees claiming sick
leave for over two (2) working days may be required by the department head
or supervisor to provide a signed certificate from a medical doctor which
states the nature and extent of the illness or injury and which verifies
that the employee was incapacitated for work during the period of absence.
Be it noted, that it was the consensus of the board to have the department
heads or supervisors enforce the Certification Guideline in the Brookings
County Sick Leave Policy.

Dave Jones and Joe Portz with Integrated Business SOLUTIONS met with
the board to discuss the Brookings County Assessment and to present the
Brookings County Service Agreement.
