The Brookings County Board of County Commissioners met in regular session on Tuesday, February 24th, 2004, with the following members present: Deanna Santema, Dennis Falken, Donald Larson, Mary Negstad, and Emil Klavetter. Also present: Stephanie Vogel, Kelly Bakken, Robert Hill, Ted Eggebraaten, Vicki Hanna, Todd Struwe, Teresa Anderson, Kathy Hanson, Martin Stanwick, Wm. Mark Kratochvil, Stephanie Bultje, and Larry Hult.
Chairperson Deanna Santema called the meeting to order.
CONSENT AGENDA
Chairperson Deanna Santema declared the Consent Agenda approved as
amended with no objection from the board. The Consent Agenda consisted
of the agenda for the February 24, 2004 Commission Meeting, and the minutes

Zoning & Drainage Director, Robert Hill met with the board to discuss
Zoning matters and to distribute the following plat for approval.
Motion by Negstad, seconded by Falken, to approve for recording purposes Resolution 04-10. A Resolution for the plat of Lots 16A, 17A, and 18A of DeBoer’s Lake Tetonkaha West Subdivision in Government Lots 1, 4, 5, & 6 in Section 7-111-51 in the County of Brookings, South Dakota. Highway Superintendent, Ted Eggebraaten met with the board to discuss Highway matters, education and training for employees, a truck purchase, and summer projects including Brookings County Str. No. 06-320-143 and Str. No. 06-100-078. Motion by Klavetter, seconded by Negstad, to authorize Eggebraaten to purchase a 2004 truck chassis from Boyer Trucks in Sioux Falls, SD using the previous Brookings County Bid dated September 15, 2003. Treasurer, Vicki Hanna met with the board to distribute the 2003 Recap
on Taxes, Back Taxes, and Motor Vehicle Totals, and to discuss the Treasurers
Office remodeling project concerns.
Emergency Management Director, Todd Struwe met with the board to discuss
departmental matters including the Emergency Management vehicle, outdoor
warning sirens, and office reconstruction.
Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.
Be it noted, Register of Deeds statement of fees was filed in the County Auditor’s Office collected for the month of January 2004 in the amount of $15,905.00.

Bakken submitted the following quotes for the Brookings County Highway Department for 50/50 Blend # 1 & # 2 Premium Diesel Fuel: Ag First Coop, Volga $1.07475; Cenex, Elkton $1.068; Martins Inc., Brookings $1.063. Martins Inc, Brookings was awarded the quote at $1.063.
Commission Assistant/Personnel Director, Stephanie Vogel met with the board to discuss Personnel Matters, Legislative Updates, 1921 Building Rental Space, Commission Room Furniture, Notebook Computers, Correspondence Received, and to distribute the Departmental Report from the Director of Equalization. Be it noted, the board approved the Routine Personnel Action Notice: resignation from Joe Carlson.
Kathy Hanson met with the board to discuss and to request authorization
to have a fireworks display on June 11th, 2004 for Volga’s Old Timer’s
Day. Motion by Larson, seconded by Falken, to approve the request
to have a fireworks display on June 11th, 2004 for Volga’s Old Timer’s
Day; the permission is contingent upon the approval from the State of South

Sheriff, Martin Stanwick met with the board to discuss the RSVP
Program and how the Brookings County Sheriffs Department would benefit
from this program.
EXECUTIVE SESSION
Motion by Klavetter, seconded by Falken, to go into executive session
at 9:46am. Role Call Vote: Larson “Aye,” Negstad “Aye,” Falken “Aye,” Klavetter
“Aye,” Santema “Aye.” Motion passes. Chair Klavetter declared
executive session over at 10:05am. Commission Assistant/Personnel Director,
Stephanie Vogel, Sheriff, Martin Stanwick, and Deputy States Attorney,
Wm. Mark Kratochvil were present during the Executive Session. Reason
– Legal Matters. No action at this time.
COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed the NACO Annual Convention, Legislative
Alerts, Emergency Management Office Space, Director of Equalization Web
Fees, and the Harvest Church Property.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, March
2, 2004.
