The Brookings County Board of County Commissioners met in regular
session on Tuesday, February 3, 2004, with the following members present:
Deanna Santema, Dennis Falken, Donald Larson, Mary Negstad, and Emil Klavetter.
Also present: Stephanie Vogel, Kelly Bakken, Lionel Torgrude, Ted Eggebraaten,
Wm. Mark Kratochvil, Ida Slocum, Dave Jones, Joe Portz, and Robert Hill.
Chairperson Deanna Santema called the meeting to order.
CONSENT AGENDA
Chairperson Santema declared the Consent Agenda approved as amended
with no objection from the board. The Consent Agenda consisted of the agenda
for the February 3, 2004 meeting and the minutes from the January 27, 2004
Commission Meeting. Travel/Education: Rose Marie Stee to go
to Sioux Falls, SD on January 31, 2004 to attend a 4-H Farm Show.
Kurt Schmidt, Cyndi Ault, and Joyce Dragseth to go to Ames, IA to attend
training for Arc View 8.3 Software. All Department Heads to go to
Pierre, SD on February 4-5, 2004 to attend County Day.
ROUTINE BUSINESS
Veterans/Welfare Director, Lionel Torgrude met with the board
to discuss Welfare matters. Commissioner Negstad reported on the ICAP meeting,
Domestic Abuse Shelter meeting, and represented Brookings County Elected
Officials at a SDSU meeting. Commissioner Falken reported on testifying
at a committee hearing in Pierre, SD. Commissioner Klavetter reported
on the BEDC meeting, and on testifying at a committee hearing in Pierre,
SD. Commissioner Santema reported on a meeting with the Sheriff Department,
Housing Development meeting, and on testifying at a committee hearing in
Pierre, SD.
Deputy Auditor, Kelly Bakken presented the board with the Auditors
Report. Salaries and personnel changes for the month of January 2004 are
as follows: Longevity Increase: Clyde Calhoon $155.00; Beverly Chapman
$35.00; Ardis Johnson $50.00; Jon Pike $40.00; Carolyn Brandt $25.00; Susan
Rufer $35.00; Ida Slocum $50.00; Martin Stanwick $30.00; and Brian Franklin
$25.00. Salary Changes: Mark Halvorson from $10.51 to $10.71 (retroactive
from December 2003;) Nicole Chapman from $10.81 to $11.35 (retroactive
from July 2003;) Zachary Linton from $10.81 to $11.35 (retroactive from
August 2003;) Michael Sackmann from $10.81 to 11.35 (retroactive from May
2003;) Lori Schultz from $14.11 to $14.63; Carolyn Brandt from $10.33 to
$10.54; Jean Stoebner from $11.30 to $11.58; Kurt Schmidt from $14.93
to $15.46. Promotion: Susan Rufer from Correctional Officer
to Senior Correctional Officer @ $13.88. Commission $8,295.45; Auditor

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report. Vogel updated the board on upcoming meetings and events, Volunteer Board Appointments, distributed County Law Enforcement & Court-Related Expenditures, and updated the board on upcoming Legislation.
REGULAR BUSINESS
Deputy States Attorney, Wm. Mark Kratochvil met with the board to discuss
and present the Agreement For Construction Of Bus Barn. Motion by
Klavetter, seconded by Negstad, to approve and authorize the chair to sign
the Agreement For Construction Of Bus Barn. The Agreement is between
Brookings Area Transit Authority, the State of South Dakota, and Brookings
County. Role Call Vote: Larson “Nye,” Negstad “Aye,” Falken, “Aye,”
Klavetter “Aye.” Santema “Aye.” Motion passes.
Deputy States Attorney, Wm. Mark Kratochvil and Highway Superintendent, Ted Eggebraaten met with the board to discuss snow removal on the gravel lot located on the 1921 Building property.
Dave Jones and Joe Portz with Integrated Business SOLUTIONS met with the board to discuss Technology matters to distribute and discuss the Feature Comparisons of Imaging Software Companies.
COMMISSIONER’S OPEN DISCUSSION
Be it noted, the board discussed Dust Control on Township Roads, and
a CASA request for office space.
Zoning and Drainage Director, Robert Hill met with the board to discuss upcoming Legislation.
Be it noted, the board reviewed testimony of Legislation at Committee
Hearings in Pierre, SD via the internet.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, February
10, 2004.
