BROOKINGS COUNTY COMMISSION MEETING
Tuesday, October 22, 2002

The Brookings County Board of County Commissioners met in regular session on Tuesday, October 22, 2002, with the following members present: Emil Klavetter, Sara Kneip, Don Larson, Barb Telkamp, and Deanna Santema.  Also present: Stephanie Vogel, Kelly Bakken, Mary Negstad, Dennis Falken, David Hicks, Eugene Miller, Lori Eilers, Vicki Albers, Tara Cosby, Honorable Rodney J. The Presiding Judge of the Circuit Court, Honorable Rodney J. Steele read the Oath of Office appointing Deanna L. Santema to the office of County Commissioner At-Large for the County of Brookings, State of South Dakota.

Chairperson Emil Klavetter called the meeting to order.

APPROVAL OF AGENDA / MINUTES
Motion by Kneip, seconded by Telkamp, to approve the agenda for October 22, 2002 meeting as amended.  All voting “Aye.”  Motion by Larson, seconded by Telkamp, to approve the minutes for the October 15, 2002 meeting approved as mailed.  All voting “Aye.”

COMMISSION REPORTS
Commissioner Larson reported on the Chamber Government Affairs Meeting.  Commissioner Telkamp reported on the Juvenile Justice Special Board Meeting, and the Fall Employee Pot Luck. Commissioner Kneip reported on the Director of Equalization moving progress and the Fall Employee Pot Luck. Commissioner Klavetter reported on the Brookings Economic Development Meeting, Fall Employee Pot Luck, and the Housing Meeting.

OTHER MATTERS
Motion by Larson, seconded by Kneip, to approve the recommendations of the Brookings County Welfare Director for the following applications for County assistance.  All voting “Aye.”  Case # 02-136 for funeral was approved; Case # 02-139 for rent was approved; Case # 02-141 for funeral was approved.

Motion by Larson, seconded by Kneip to approve the following travel and education requests.  All voting “Aye.”  Sheriff Office Employees, Steve Tietjen and Lisa Sik to go to Pierre, SD on October 29, 2002 to attend the South Dakota Correctional Officers Association Meeting.

Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.  Be it noted, the board accepted the resignation of the Senior Maintenance Worker, James Johnson.

Larry Bothe, Lance Bothe, and Lyle Bothe met with the board to discuss a zoning complaint regarding trees planting by the fence line in the section 25 of Trenton Township.  Be it noted, the board advised the Bothes’ to submit a letter of complaint to the Zoning Department and to the Chair of the Brookings County Commission.

Highway Superintendent, Ted Eggebraaten and Banner Associates, Inc. Representatives, Daryl Englund and Brad Wermers met with the board to discuss the County Road 23 Project.  Be it noted, the board reviewed the Opinion of Probable Project Cost Report.

Motion by Telkamp, seconded by Kneip, to go into executive session at 9:48am.  All voting “Aye.”  Chair Klavetter declared executive session over at 9:55am.  Reason – Personnel Matters.  No action at this time.  Also present: Treasurer, Vicki Hanna.

Robert Rysavy, Vice President with Banner Associates, Inc. met with the board to discuss the Court House Remodeling. Motion by Larson, seconded by Kneip, authorizing and agreeing to Request For Proposals for the Law Library Renovation. RFP # 7 ~ Subject: Carpet; and RFP # 8 ~ Subject: Repair Rooms.  “Aye” Votes ~ Santema, Larson, Kneip, Klavetter.  “Nye” Votes ~ Telkamp.  Motion passes.  Be it noted, the board discussed and deliberated extensively about the expense of the Request For Proposals for this project and stated many concerns of nearing the Change Order Limitations of $25,000.00.  Be it noted, the board requested that Banner Associates, Inc. keep the Court Officials and the State Historical Commission updated on the specifications and all Request For Proposals on the Construction Project.  Also present:  Pat Garcia Duggan.

Motion by Kneip, seconded by Telkamp, to go into executive session at 10:39am.  All voting “Aye.”  Chair Klavetter declared executive session over at 11:03am.  Reason – Personnel Matters.  No action at this time.

Randy Brown, Paul Brown, and Alfred G. Thomsen of Quantum Quality Real Estate of Omaha, NE met with board to hold a Discovery Meeting on the 1921 Building.

Recess for lunch.

Motion by Kneip, seconded by Telkamp, to go into executive session at 1:00pm.  All voting “Aye.”  Chair Klavetter declared executive session over at 2:50pm.  Reason – Personnel Matters.  No action at this time.

ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, October 29, 2002.
