The Brookings County Board of County Commissioners met in regular session on Tuesday, October 29, 2002, with the following members present: Emil Klavetter, Sara Kneip, Don Larson, Barb Telkamp, and Deanna Santema. Also present: Stephanie Vogel, Kelly Bakken, Mary Negstad, Dennis Falken, David Hicks, Donna Ramsay, Lance Bothe, Lyle Bothe, Pat Garcia Duggan, Gary Heldt, and Marty Stanwick.
Chairperson Emil Klavetter called the meeting to order.
APPROVAL OF AGENDA / MINUTES
Motion by Kneip, seconded by Telkamp, to approve the agenda for October
29, 2002 meeting as mailed. All voting “Aye.”
Motion by Telkamp, seconded by Larson, to approve the minutes for the October 22, 2002 meeting approved as amended. All voting “Aye.”
DEPARTMENT HEAD REPORTS
Weed and Pest Supervisor, Gary Heldt met with the board to discuss
departmental matters and to give a year end update.
Sheriff, Marty Stanwick met with the board to discuss the alarm system
at the new Director of Equalization office.
OTHER MATTERS
Motion by Telkamp, seconded by Larson, to approve the recommendations
of the Brookings County Welfare Director for the following applications
for County assistance. All voting “Aye.” Case # 02-143 for
rent was approved; Case # 02-144 for motel was approved; Case # 02-140
for rent was approved.
Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.
Motion by Kneip, seconded by Telkamp, to approve and authorize the chair to sign the Probationary Leave Request Form; authorizing probationary employee, Candace Stamp to use 4 hours of sick leave in the month of September, 2002 and authorizing probationary employee, Stacy Steffensen to use 4 hours of sick leave in the month of November 2002. All voting “Aye.”
Motion by Telkamp, seconded by Kneip, to approve the following transfers as per budget appropriations for the third quarter of 2002. All voting “Aye.” From General Fund 10100X4290911 to Emergency Management Fund 22600R3710000 for$8,787.50; from General Fund 10100X4260911 to Law Library Fund 70400R3710000 for$5,000.00; and from General Fund 10100X4294911 to Highway Road & Bridge 20100R3710000 for $374,407.75.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.
Motion by Larson, seconded by Kneip, to submit application # 1577-09 in the amount of $11,389.00 for payment and reimbursement as part of the Johnson Controls Project. Be it noted, payment will be through the sale-lease financing with First National Bank. All voting “Aye.”
Be it noted, the board discussed the upcoming vacancies on various boards, committees and commissions. Be it noted, for the remainder of 2002 Commissioner, Deanna Santema will replace all board appointments held by Commissioner, Ray Santema.
Be it noted, Lance Bothe and Lyle Bothe delivered their letter of complaint to Chair Klavetter of the Brookings County Commission.
Commissioner Telkamp updated the board on Juvenile Justice matters.
Motion by Kneip, seconded by Telkamp, to approved and authorize the chair to sign Resolution 02-55. All voting “Aye.”

RESOLUTION TO CONTINUE SUPPORT FOR THE FIRST DISTRICT ASSOCIATION OF LOCAL GOVERNMENTS DURING FISCAL YEAR 2003
(October 1, 2002 – September 30, 2003)
The Brookings County Board of County Commissioners, having adopted and
signed a Joint Cooperative Agreement on the 6th day of April, 1972, creating
the First Planning and Development District, Model Rural Development Program,
do hereby agree to renew their participation in the Joint Cooperative Agreement
for Fiscal Year 2003 (October 1, 2002 – September 30, 2003). To support
the Joint Cooperative Agreement and the activities of the District staff,
the Brookings County Board of County Commissioners will provide
$23,254.00 to the First District Association of Local Governments during
the aforementioned Fiscal Year 2003 period.

Motion by Kneip, seconded by Larson, approving and authorizing the chair to sign the State of South Dakota Consultant Contract/Letter of Agreement For Provision of Community Health Services agreement #03SC09 between Brookings County and South Dakota Department of Health, Health and Medical Services, Community Health Services. All voting “Aye.”
Robert Rysavy, Vice President with Banner Associates, Inc. met with the board to discuss the Court House Remodeling. Motion by Larson, seconded by Telkamp, authorizing and agreeing to Request For Proposals for the Law Library Renovation. RFP # 7 ~ Subject: Carpet ~ changing only the contract time to a 5 day extension. All voting “Aye.” Motion by Larson, seconded by Kneip, authorizing and agreeing to Request For Proposals for the Law Library Renovation. RFP # 9 ~ Subject: Magnetic Lock. All voting “Aye.” Motion by Larson, seconded by Telkamp, authorizing and agreeing to Request For Proposals for the Law Library Renovation. RFP # 10 ~ Subject: Asbestos Removal. All voting “Aye.” Be it noted, the board requested that Banner Associates, Inc. keep the Court Officials and the State Historical Commission updated on the specifications and all Request For Proposals on the Construction Project. Also present: Pat Garcia Duggan.
Court Administrator, Pat Garcia Duggan met with the board to discuss the remodel progress and moving matters.
Motion by Kneip, seconded by Santema, to go into executive session at 9:52am. All voting “Aye.” Chair Klavetter declared executive session over at 12:59pm. Reason – Contractual and Personnel Matters. No action at this time. Also present: Janice Price.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, November
12, 2002.
