BROOKINGS COUNTY COMMISSION MEETING
Tuesday, October 8, 2002

The Brookings County Board of County Commissioners met in regular session on Tuesday, October 8, 2002, with the following members present: Emil Klavetter, Sara Kneip, Don Larson, and Barb Telkamp.  Also present: Stephanie Vogel, Kelly Bakken, Mary Negstad, Dennis Falken, David Hicks, Doris Roden, Pat Fishback, Donna Ramsay, Vicki DeJong, C. Beryle Sessions, Cheryl Anderson, Vicki Hanna, Lori Schultz, and Janet Willmott.
 
Chairperson Emil Klavetter called the meeting to order.

State Auditor, with the Department of Legislative Audit, Russell Olson met with the board to present the closing statements for the 2001 Audit.  Master Lead Schedule read as follows:  We have completed the audit of Brookings County.  It has been determined, based on our audit, that we will be issuing an unqualified opinion on the county’s financial statements taken as a whole.  We have also determined that there will be no written audit comments.  Motion by Kneip, seconded by Telkamp, authorizing the chair to sign the letter of representation from the Brookings County Commissioners to Russell Olson, Department of Legislative Audit.  All voting “Aye.”

APPROVAL OF AGENDA / MINUTES
Motion by Kneip, seconded by Larson, to approve the agenda for October 8, 2002 meeting as mailed.  All voting “Aye.”

Motion by Telkamp, seconded by Kneip, to approve the minutes for the October 1, 2002 meeting approved as amended.  All voting “Aye.”

COMMISSION REPORTS
Commissioner Larson reported on the Opening of Highway 14 by Volga, Chamber Government Affairs Meeting, and the State Convention.  Be it noted, Commissioner Larson requested the board send a letter of support to the South Dakota State University band, “The Pride of the Dakotas.”

Commissioner Telkamp reported on the ICAP Meeting, Auditors Office Meetings on election and polling matters, and the State Convention.

Commissioner Klavetter reported on the Planning & Zoning Meeting, the Opening of Highway 14 by Volga, Hobo Day Activities, and the State Convention.

 Motion by Kneip, seconded by Telkamp, to approve the recommendations of the Brookings County Welfare Director for the following applications for County assistance.  All voting “Aye.”  Case # 02-009HSC for admission fee was approved; Case # 02-008HSC for admission fee was approved; Case # 02-082A for cat scan/hospital was approved; Case # 02-109 for rent was approved; Case # 02-070AB for emergency hospital was approved; Case # 02-132 for rent was approved.

 Motion by Larson, seconded by Telkamp to approve the following travel and education requests.  All voting “Aye.”  Zoning and Drainage Supervisor, David Rusten to go to Huron, SD on October 16-17, 2002 to attend the Planning and Zoning Conference.

 Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.

 Be it noted, the Chair signed the Quarterly Activity Report for the Emergency Management Performance Grant and their Daily Time and Work Records.

 Motion by Kneip, seconded by Telkamp, to approve and authorize the chair to sign the Probationary Leave Request Form; authorizing probationary employee, Candace Stamp to use 8 hours of sick leave in the month of August, 2002 noted on September, 2002 time sheet.  All voting “Aye.”

Motion by Telkamp, seconded by Kneip, to approve and authorize the chair to sign Resolution # 02-53.  The plat of Block 1 of Peaceful Prairie Addition in S1/2, of SW ¼, of  Section 24-111-50, Brookings County, South Dakota.  All voting “Aye.”

Motion by Larson, seconded by Telkamp, to approve and authorize the chair to sign Resolution # 02-54.  The plat of Block 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, and 14 of DeBoer’s Lake Tetonkaha Subdivision in Government Lots 5 & 6 in Section 7,111-51, Brookings County, South Dakota.  All voting “Aye.”

Be it noted, The Board reviewed the Auditor’s account with the Treasurer for the month of September 2002.

Chair Klavetter updated the board on an inquiry received on drought relief for Brookings County.

Extension Educators, Mel Kloster and Rose Stee met with the board to deliver their monthly report.

Festival of Lights Representative, Cheryl Anderson met with the board to discuss the Festival of Lights Parade and Reception.  Motion by Larson, seconded by Kneip, to authorize the purchase of cider for 1000 cups, funding from the Commission budget.  All voting “Aye.”  Be it noted, the Festival of Lights Parade and Reception is scheduled for Saturday, December 7, 2002.
 
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.  Be it noted, the board discussed the letter received from Brookings Hospital pertaining to health needs of the citizens of Brookings County.
Director of Equalization, C. Beryle Sessions met with the board to give a departmental update on the office move.

Be it noted, the board discussed the replacement procedure for Commissioner, Ray Santema.  The board will accept names of interested candidates for the remaining two years (2003 & 2004) of Commissioner Santemas’ term.  The applicant deadline is Monday, October 14, 2002.  The board will review the list of candidates and their letters of interest on Tuesday, October 15, 2002.

Chair Klavetter updated the board on a letter received pertaining to Commissioner, Ray Santemas’ appointment to the Board of Health.

 Motion by Telkamp, seconded by Larson, to go into executive session at 10:00am.  All voting “Aye.”  Chair Klavetter declared executive session over at 12:30pm.  Reason – Personnel Matters.  No action at this time.
 
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, October 15, 2002.
