BROOKINGS COUNTY COMMISSION MEETING
Tuesday, November 26, 2002

The Brookings County Board of County Commissioners met in regular session on Tuesday, November 26, 2002, with the following members present: Emil Klavetter, Sara Kneip, Don Larson, Barb Telkamp, and Deanna Santema.  Also present: Stephanie Vogel, Kelly Bakken, Donna Ramsay, and Lionel Torgrude.

Chairperson Emil Klavetter called the meeting to order.

APPROVAL OF AGENDA / MINUTES
Motion by Kneip, seconded by Santema, to approve the agenda for November 26, 2002 meeting as amended.  All voting “Aye.”  Motion by Telkamp, seconded by Santema, to approve the minutes for the November 19, 2002 meeting approved as mailed.  All voting “Aye.”

COMMISSION REPORTS
Commissioner Santema reported on the Sioux Valley District 8 County Meeting, East Central Mental Health Meeting, Special Work Session, and the Legislators Wind Energy Meeting.

Commissioner Telkamp reported on the Sioux Valley District 8 County Meeting, ICAP Meeting, Special Work Session, Utility Board Breakfast, and the ICAP Community County Meeting.

Commissioner Klavetter reported on the Sioux Valley District 8 County Meeting, Brookings Economic Development Meeting, Emergency Management Meeting, Special Work Session, and the Legislators Wind Energy Meeting.

OTHER MATTERS
Motion by Telkamp, seconded by Kneip to approve the following travel and education requests.  All voting “Aye.”  Highway Department Employees, Larry Jensen, Cliff Friedrich, Randy Jensen, Curt Sterud, and Jeff Anderson to go to Mitchell, SD on December 6, 2002 to attend the Road Maintenance Seminar.  All Department Head to go to Sioux Falls, SD on December 11, 2002 to attend the Southeast District Association of County Commissioners & Officials Meeting.  All voting “Aye.”

Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.

Motion by Telkamp, seconded by Kneip, to approve and authorize the Chair to sign the Probationary Leave Request Form for Candace Stamp; for the use of 8 hours of vacation and 4 hours of sick leave in the month of November 2002.  All voting “Aye.”

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.  Updating the board on matters with Banner Associates, Inc., Brookings County TIF #1, Group II Architects, and Harassment Training with Risk Services.

Be it noted, the Chair signed a letter for the Community Development Block Grant # 9902-127.

Motion by Santema, seconded by Telkamp, to declare Mandatory Attendance by all Brookings County Employees to the Harassment Training to be held on December 3, 2002.  All voting “Aye.”

Chair Klavetter read a letter of invitation to the board from the SDSU Cooperative Extension Service.

Veterans & Welfare Director, Lionel Torgrude met with the board to discuss Welfare matters.  Motion by Telkamp, seconded by Larson, to adopt the new Federal Poverty Income Guidelines.  All voting “Aye.”

Motion by Larson, seconded by Kneip, to approve the recommendations of the Brookings County Welfare Director for the following applications for County assistance.  All voting “Aye.”  Case # 02-150 for bus ticket was approved; Case # 02-109AB for utilities was denied; Case # 02-151 for rent was denied.

Motion by Kneip, seconded by Larson, to approve and authorize the chair to sign the Johnson Controls Change Order Form to Contract # 1105-0057, dated October 30, 2002.  Change Order to provide a hard wired door release button and associated keyed switch for the 2nd Floor Court Services Electronic Door Lock System.  All voting “Aye.”

Motion by Santema, seconded by Kneip, to go into executive session at 9:24am.  All voting “Aye.”  Chair Klavetter declared executive session over at 9:59am.  Reason – Personnel Matters.  No action at this time.

As scheduled, a public hearing was held at 10:00am for renewal applications for Alcoholic Liquor License within the County of  Brookings, outside of the municipality for the 2003 licensing period. The Chair opened the discussion by calling for comments from both proponents and opponents.  Motion by Larson, seconded by Telkamp, to approve and authorize the chair to sign the 2003 Uniform Alcoholic Beverage License Applications for the following applicants listed below.  All voting “Aye.”
