The Brookings County Board of County Commissioners met in regular session on Thursday, November 7, 2002, with the following members present: Emil Klavetter, Sara Kneip, Don Larson, Barb Telkamp, and Deanna Santema. Also present: Stephanie Vogel, Janet Willmott, Kelly Bakken, Stacy Steffensen, Mary Negstad, and Wm. Mark Kratochvil.
Chairperson Emil Klavetter called the meeting to order.
The board canvassed the votes from the General Election held on Tuesday, November 5, 2002.
APPROVAL OF AGENDA / MINUTES
Motion by Larson, seconded by Kneip, to approve the agenda for November
7, 2002 meeting as amended. All voting “Aye.” Motion by Larson,
seconded by Telkamp, to approve the minutes for the October 29, 2002 meeting
approved as amended. All voting “Aye.”
OTHER MATTERS
Motion by Larson, seconded by Santema, to approve the recommendations
of the Brookings County Welfare Director for the following applications
for County assistance. All voting “Aye.” Case # 02-144 for
utilities was denied; Case # 02-147 for funeral was approved; Case # 02-094A
for emergency hospital was denied; Case # 02-145 for insurance deductible
was approved; Case # 02-129 for emergency medical was approved; Case #
02-135 for emergency medical was denied.
Motion by Telkamp, seconded by Larson to approve the following travel and education requests. All voting “Aye.” Sheriff Employees, Steve Tietjen and Lisa Sik, and Commissioner, Deanna Santema to go to Worthington, MN on November 5, 2002 to tour their Detention Center. Veteran Service Director, Lionel Torgrude and Office Manager, Irene Pierce to go to Aberdeen on November 14, 2002 to attend a Veterans Mini-Conference. Commission Assistant & Personnel Director, Stephanie Vogel and Deputy Auditor, Kelly Bakken to attend the ‘Ethics in the Workplace’ Seminar on November 20, 2002 in Brookings, SD.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.
Be it noted, the board accepted the promotion of Cliff Friedrich from Highway Heavy Equipment Operator to Highway Road Foreman, effective November 1, 2002.
Motion by Kneip, seconded by Telkamp, to approve the revised Job Descriptions and Job Titles as follows: Highway/Weed & Pest Truck Driver, Highway Equipment Operator, Highway Heavy Equipment Operator, Highway Road Foreman. All voting “Aye.”
Motion by Larson, seconded by Santema, to approve the revised Job Description of Senior Maintenance Worker. All voting “Aye.”
Motion by Kneip, seconded by Santema, to go into executive session at 9:15am. All voting “Aye.” Chair Klavetter declared executive session over at 11:15am. Reason – Legal and Personnel Matters. No action at this time. Also present: Deputy States Attorney, Wm. Mark Kratochvil.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, November
12, 2002.
