The Brookings County Board of County Commissioners met in regular session on Tuesday, April 16, 2002, with the following members present: Emil Klavetter, Sara Kneip, Ray Santema, Don Larson and Barb Telkamp. Also present: Stephanie Vogel.
Chairperson Emil Klavetter called the meeting to order.
APPROVAL OF AGENDA / MINUTES
Chairperson Klavetter declared the agenda for the April 16, 2002
meeting approved as amended.
Motion by Kneip, seconded by Telkamp, to approve the minutes for the April 2, 2002 meeting approved as mailed. All voting Aye.
Motion by Santema, seconded by Telkamp, rescind the motion made on April 2, 2002, to reimburse Vision Developers (Craig Kreyger) $12,514.96 for the costs associated with the development of the plans for the proposed Government Center, reimbursement contingent on the final logistic approval by the State Auditor. All voting Aye.
Chairperson Klavetter declared the minutes for the April 9, 2002 meeting approved as amended.
DEPARTMENT HEAD REPORTS
Highway Superintendent, Ted Eggebraaten met with the board to discuss
County purchase agreements and bridge construction matters. Sheriff,
Marty Stanwick met with the board to discuss the Juvenile Accountability
Grant, and Detention Center matters. County Nurse, Lori Nelson met
with the board to distribute the Quarterly Report and to discuss the WIC
program. Treasurer, Vicki Hanna met with the board to discuss office
matters. Weed & Pest Supervisor, Gary Heldt met with the board
to discuss DME weed concerns, and departmental matters. Director
of Equalization, C. Beryle Sessions met with the board to give a County
board update.
OTHER MATTERS
Motion by Telkamp, seconded by Kneip, to approve the recommendations
of the Brookings County Welfare Director for the following applications
for county assistance. All voting Aye. Case #02-044 for rent
was approved; Case # 02-021A for utilities was approved.
Motion by Kneip, seconded by Telkamp to approve the following travel/education requests. All voting Aye. Highway Superintendent, Ted Eggebraaten to go to Highmore SD on April 11, 2002 to attend a Highway Meeting. Highway Employees, Cliff Friedrich, Randy Ribstein, Gary Norgaard, Sylvester Billet, & Brad Barron to go to Sioux Falls SD on May 1, 2002 to attend the Traffic Signing & Work Zone Traffic Control Course.
Deputy Auditor, Kelly Bakken reported on the following Applications for Abatement. Motion by Larson, seconded by Telkamp, to approve Abatement #12-02, Curtis Karpinski, 1996 Highland Mobile Home located at Sunny Meadows #219 in Brookings City. Title #10790606, 2000R taxes in the amount of $652.72. Reason: Treasurer office error. Motion by Telkamp, seconded by Kneip, to approve Abatement #13-02, Sherrill Schroeder, 1976 Medallion Home located at Western Estates #304 in Trenton Township. Serial # 2782N, 2002 taxes in the amount of $81.84. Reason: Trenton Township Board acting as an Equalization Board lowered the MH value.
Be it noted, Register of Deeds statement of fees was filed in the County Auditors Office collected for the month of March 2002 in the amount of $17,306.50.
Be it noted, The Board reviewed the Auditors account with the Treasurer for the month of March 2002.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.
Donna Ramsay, Mary Negstad, Nancy Flynn, Doris Roden, Don Kjellsen, and Pat Fishback met with the Board to discuss the County space needs.
State Representative, Carol Pitts met with the board to discuss space needs and 1921 building.
Lyle Johnson, Chairman Brookings-Hamlin Sioux Water Project District
met with the board to discuss County drainage matters. Also present: Jay
Gilbertson. Motion by Telkamp, seconded by Santema, to support 1/3
of the Brookings-Hamlin Sioux Water Project up to $8,000.00. Motion
by Kneip, seconded by Telkamp, to table the motion until Tuesday, April
30, 2002. All voting Aye.
Court Appointed Special Advocate, Mark Proctor met with the board to
discuss funding the CASA Program. Motion by Kneip, seconded by Telkamp,
to support the CASA Program with a 2002 contribution in the amount of $500.00.
Role call vote: Santema Nay; Larson Nay; Telkamp Aye;
Kneip Aye; Klavetter Nay. Motion failed.
UNFINISHED BUSINESS
Commissioner Larson updated the board on the Economic and Rural Development project.
Chair Klavetter discussed the Parliamentary Procedures, Roberts Rules of Order, and Public Comments at the Commission meetings.
Motion by Telkamp, seconded by Kneip, to go into executive session at 11:17am. All voting Aye. Chair Klavetter declared executive session over at 11:59am. Reason Personnel Matters. No action at this time.

The Brookings County Board of County Commissioners met in special session on Tuesday, April 18, 2002, for a work session to discuss County space needs. The following members were present: Emil Klavetter, Sara Kneip, Don Larson, and Barb Telkamp. Also present: Stephanie Vogel, Larry Klingbile, Marty Stanwick, Dennis Falken, Nancy Flynn, Eugene Miller, John Ramsay, Donna Ramsay, Doris Roden, Shane Roth, Jay Gilbertson, Kelly Bakken, C. Beryle Sessions, Carol Pitts, and Arne Brown.
The Board reviewed and held discussion on short-term space needs, long-term space needs, and ended by allowing time for public comment.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am on Tuesday, April 23, 2002.
