BROOKINGS COUNTY COMMISSION MEETING

Tuesday, April 2, 2002

 The Brookings County Board of County Commissioners met in regular session on Tuesday, April 2, 2002, with the following members present: Emil Klavetter, Sara Kneip, Ray Santema, Don Larson and Barb Telkamp.  Also present: Stephanie Vogel.

 Chairperson Emil Klavetter called the meeting to order.

APPROVAL OF AGENDA / MINUTES
 Chairperson Klavetter declared the agenda for the April 2, 2002 meeting approved as amended.  Motion by Larson, seconded by Kneip, to approve the minutes for the March 26, 2002 meeting approved as mailed.  All voting “Aye.”

DEPARTMENT HEAD REPORTS

 Emergency Management Director, Todd Struwe met with the board to discuss departmental matters and to distribute the time line for the State Radio Program.  Be it noted, the Director presented the Quarterly Activity Report for the Emergency Management Performance Grant and the Daily Time and Work Records.

Sheriff, Marty Stanwick met with the board to discuss the Juvenile Accountability Grant, and to give a report on the Drug Dog.

Highway Superintendent, Ted Eggebraaten met with the board to discuss the NACE Convention and bridge construction matters.

Zoning & Drainage Supervisor, David Rusten met with the board to discuss Spruce up South Dakota program

Director of Equalization, C. Beryle Sessions met with the board to give a County board update.

OTHER MATTERS

Motion by Larson, seconded by Telkamp, to approve the recommendations of the Brookings County Welfare Director for the following applications for county assistance.  All voting “Aye.”  Case #02-011A for lot rent was approved; Case # 02-038 for rent deposit was approved.

Motion by Telkamp, seconded by Kneip to approve the following travel/education requests.  All voting “Aye.”  Extension Educator, Laurie Tangen to go to Madison, SD on April 9, 2002 to demonstrate the DermaScan at DSU Health Fair.  Zoning & Drainage Supervisor, David Rusten to go to Sioux Falls, SD on April 5, 2002 to go to the SD Planners Association Legislative Committee Meeting.

Deputy Auditor, Kelly Bakken reported on the following submitted Highway Department diesel fuel quotes: 7500 Gallons of #2 Premium Diesel Fuel – Martin Oil of Brookings $.8150/gallon; Ag First of Brookings $.822/gallon; Cenex of Elkton $.830/gallon.  Martin Oil of Brookings was awarded the bid at $.8150/gallon.

Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.  Motion by Kneip, seconded by Santema, to submit application #1577-03 in the amount of $12,249.00 for payment and reimbursement as part of the Johnson Controls Project.  Be it noted, payment will be through the sales-lease financing with First National Bank.

Motion by Telkamp, seconded by Santema, to declare the following list as surplus property for year-end 2002, which was disposed of as per SDCL 6-13.  All voting “Aye.”  Pionex Computer (61113), Pionex Computer (61114), Dakota Home PC (61117), Dakota Home PC (61118).  The four computers were donated to the Moody County Extension Office.

Motion by Santema, seconded by Telkamp, to approve the Job Description & Title Change from Jail Administrator to Assistant Chief Deputy Sheriff.  All voting “Aye.”  Be in noted, the title change will not effect the salary.

Be it noted, the Board discussed the concerns and conditions of the voting location of Precinct 13, Brookings Township at Brookings Township Hall.

Motion by Telkamp, seconded by Kneip, to approve the proposal and bid from Scott Petersen for inspecting the remainder 107 Courthouse windows.  Amount not to exceed the bid $1,250.00.  All voting “Aye.”

Donna Ramsay, Mary Negstad, Nancy Flynn, Patricia Garcia, Honorable Judge Rodney Steele, Doris Roden, Don Kjellsen, Pat Fishback, and Scott Hill met with the Board to discuss the County space needs.

Paul Boerboom and Gerald Lindberg, with Group II Architects, from Sioux Falls ,SD met with the Board to present the proposal for Architectural Services for the Minimum Security Work Release Facility.

Robert Rysavy, with Banner & Associates, from Brookings ,SD met with the Board to present the proposal for Architectural Services for the Minimum Security Work Release Facility.

Deputy States Attorney, Wm. Mark Kratochvil met with the Board to discuss contractual matters.  Motion by Santema, seconded by Kneip, to go into executive session at 11:30am.  All voting “Aye.”  Chair declared executive session over at 12:05am.  No action at taken.  Reason – contractual matters.

Motion by Telkamp, seconded by Santema, to authorize Chair Klavetter to send a letter to Prairie Partners to terminate the contract.  All voting “Aye.”

Motion by Larson, seconded by Santema, to reimburse Vision Developers (Craig Kreyger) $12,514.96 for the costs associated with the development of the plans for the proposed Government Center, reimbursement contingent on the final logistic approval by the State Auditor.  Roll call vote:  Santema – “Aye”; Larson – “Aye”; Telkamp – “Aye”; Kneip “Aye”; Klavetter “Aye.”

ADJOURNMENT

The Chair declared the meeting adjourned until 8:30am on Tuesday, April 9, 2002.
