COUNTY COMMISSION MEETING
Tuesday,
April 30, 2002
The Brookings
County Board of County Commissioners met in regular session on Tuesday,
April 30, 2002, with the following members present: Emil Klavetter, Sara
Kneip, Ray Santema, Don Larson and Barb Telkamp. Also present: Stephanie
Vogel, Eugene Miller, Mary Negstad, Don Kjellsen, L.E. Bartling, Nancy
Flynn, Donna Ramsay, Gloria Kloster, Diana Zwieg, Amy Dunkle, Carl Kline,
and Michael McCann.
Chairperson
Emil Klavetter called the meeting to order.
APPROVAL OF AGENDA / MINUTES
Motion by Telkamp, seconded by
Kneip, to approve the agenda for the April 30, 2002 meeting as amended.All
voting “Aye.” Motion by Santema, seconded by Kneip, to approve the
minutes for the April 23, 2002 meeting approved as amended.All voting “Aye.”
DEPARTMENT HEAD REPORTS
Director of
Equalization, C. Beryle Sessions met with the board to distribute the 2002
Assessment of Real Property in Brookings County and to give the Departmental
Employee Annual Report. Motion by Santema, seconded by Larson to
approve the Appraiser Assistant/Driver Job Description & Duties Statement.All
voting “Aye.”
OTHER MATTERS
Motion by Santema,
seconded by Telkamp, to approve the recommendations of the Brookings County
Welfare Director for the following applications for county assistance.
All voting “Aye.” Case #02-053 for rent was approved; Case # 02-013A
for medication was approved; Case #02-052 for hospital bills was denied;
Case # 02-040 for medical was denied.

Motion by Telkamp,
seconded by Kneip to approve the following travel/education requests.
All voting “Aye.”Deputy, Scott Sitts to go to Big Stone City, SD on May
10-12, 2002 to attend Dive Rescue Training; Deputy, Adam Chase to go to
Pierre, SD on May 6 – July 26, 2002 to attend the 12 week Certification
Course; Deputy, Jon Pike to go to Pierre, SD on April 22 – May 3, 2002
to attend D.A.R.E. School.

Commission Assistant/Personnel
Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel
Director Report.Motion by Telkamp, seconded by Kneip, to submit application
# 1577-04 in the amount of $20,523.00 for payment and reimbursement as
part of the Johnson Controls Project.Be it noted, payment will be through
the sale-lease financing with First National Bank.All voting “Aye.”

Motion by Telkamp,
seconded by Kneip, to go into executive session at 9:02am. All voting
“Aye.”Chair Klavetter declared executive session over at 9:24am.
Reason – Contractual Matters.No action at this time.

Lyle Johnson,
Chairman Brookings-Hamlin Sioux Water Project District met with the board
to discuss County drainage matters. Motion by Kneip, seconded by
Santema, to take the following motion made April 16, 200 off the table
to support 1/3 of the Brookings-Hamlin Sioux Water Project up to $8,000.00.
All voting “Aye.”

Ted Eggebraaten,
Larry Jensen, Gary Heldt, David Rusten, Mel Kloster, Todd Struwe, Marty
Stanwick, C. Beryle Sessions, Steve Groon, Ida Slocum, Lionel Torgrude,
and Wm. Mark Kratochvil met with the board to discuss the compensation
plan.

Russell Arendsee,
Frank Felix, Vince Thill, Rae Thill, Elizabeth Baun, Gary Cooper, Bob Meyer,
Bev Thue, Jody Lemme, and Kenneth Baun met with the board to discuss their
concerns with the use of the Right of Way on South Lake Drive by Lake Poinsette.
Be it noted, a committee of Russell Arendsee, Frank Felix, Ted Eggebraaten,
and Larry Jensen was formed to work on the Right of Way matters.
Also present: Wm. Mark Kratochvil, Ted Eggebraaten, Larry Jensen, David
Rusten, Steve Groon, Mel Kloster, Ted Eggebraaten, Larry Jensen, Gary Heldt,
David Rusten, Todd Struwe, C. Beryle Sessions, Steve Groon, Ida Slocum,
Vicki Hanna, and Jan Willmott met with the board to discuss the compensation
plan. Motion by Telkamp, seconded by Kneip, to approve the proposed
compensation plan for nonexempt employees.All voting “Aye.”

UNFINISHED BUSINESS
Be it noted,
the board discussed a public nuisance notification letter received.

Be it noted,
the board discussed the 1921 structure. Motion by Telkamp, seconded
by Santema, for Brookings County to proceed with demolition of the 1921
structure. During discussion, motion by Kneip, seconded by Larson, to table
motion, to allow time to conduct a survey. Role call vote: Santema
– “Nye;” Larson – “Aye;” Telkamp – “Nye;” Kneip – “Aye;” Klavetter
– “Nye.” Motion failed to table original motion. Role call
vote on original motion: Santema – “Aye;” Larson – “Nye;” Telkamp
– “Aye;” Kneip – “Nye;” Klavetter – “Aye.” Motion passed.
ADJOURNMENT
The Chair declared
the meeting adjourned until 8:30am Tuesday, May 7, 2002.
