BROOKINGS COUNTY COMMISSION MEETING
Tuesday, April 9, 2002

 The Brookings County Board of County Commissioners met in regular session on Tuesday, April 9, 2002, with the following members present: Emil Klavetter, Sara Kneip, Don Larson, Barb Telkamp, and Ray Santema.  Chairperson Emil Klavetter called the meeting to order.

COMMISSION REPORTS
Commissioner Santema discussed the East Central Mental Health Board.  Commissioner Larson reported on the Economic Development Meeting and the vote canvas.  Commissioner Kneip reported on the Economic Development Meeting and the vote canvas.  Commissioner Telkamp reported on the Multi Plex Board Meeting, Juvenile Justice Meeting, vote canvas, Brookings Township polling place location, generating the fund raising reimbursement letter.  Commissioner Klavetter reported on the First District Meeting, Shelter Board Meeting, Planning & Zoning Board Meeting, and vote canvas.

OTHER MATTERS
Motion by Larson, seconded by Kneip, to approve the recommendations of the Brookings County Welfare Director for the following applications for county assistance.  All voting “Aye.”  Case #01-178 for hospital was approved; Case # 02-039 for rent was approved; Case #02-043 for medication was approved; Case #02-015 for hospital was denied.

 Motion by Santema, seconded by Telkamp, to approve the following travel/education requests.  All voting “Aye.”  Extension Educator, Rose Marie Stee to go to Flandreau, SD  April 6, 2002 for a Babysitting Clinic; to go to Norfolk, Virginia on Oct 26, 2002 – Nov 1, 2002 for the National 4-H Educators Meeting.

Be it noted, the Highway transfers for the month of March 2002, $3,238.68 was transferred for expenditures to increase the Highway budget due to work performed and supplies furnished for various non-highway departments.

Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.  Motion by Santema, seconded by Kneip, to submit application #952901 in the amount of $7,500.00 for payment and reimbursement as part of the Johnson Controls Project.  Be it noted, payment will be through the sales-lease financing with First National Bank.

Lyle Johnson, Chairman Brookings-Hamlin Sioux Water Project District met with the board to discuss County drainage matters. Also present Zoning/Drainage Supervisor, Dave Rusten.

 Extension Educators, Mel Kloster and Rose Stee met with the board to deliver their monthly report.

 Motion by Telkamp, seconded by Santema, to award the Group II Architects, from Sioux Falls, SD the bid for the proposal for Architectural Services for the Minimum Security Work Release Facility.  Role call vote:  Santema – “Aye”; Larson – “Aye”; Telkamp – “Aye”; Kneip – “Aye”; Klavetter – “Aye.”  Motion passed.

  Highway Superintendent, Ted Eggebraaten met with the Board to discuss bridges that need to be put into the County Federal Aid Bridge Replacement of Rehabilitation Program.

Motion by Kneip, seconded by Telkamp, to approve Resolution # 02-13.  All voting “Aye.”

RESOLUTION #02-13
County Federal Aid Bridge Replacement or Rehabilitation Program

 WHEREAS, the Brookings County Board of County Commissioners desire the replacement of the bridge hereinafter described as: #06-130-202, located 4 miles West and 4.2 miles South of Brookings, between Sections 17 & 18 of Medary Township and,

 WHEREAS, Brookings County is obligated and hereby agrees to provide proper maintenance as required by the Federal Highway act as amended and supplemented thereto for project after construction is completed and to regulate or cause to be regulated the installation of utility facilities with the limits of the right-of-way of the proposed project is accordance with State and Federal Requirements, and

 WHEREAS, Brookings County is obligated and hereby agrees to reimburse the State for all costs not reimbursable with Special Bridge Replacement Funds, and

 WHEREAS, the bridge is in need of replacement for the following reasons: the sufficiency rating is 53.9; the bridge is located on a County or Township designated Minimum Maintenance Road; the bridge is located on a Federal Aid Route, a school bus route, a mail route, and a field to farm to market route; and the load carrying capacity of the existing bridge cannot be improved to carry legal loads by rehabilitation of the existing bridge.

 NOW THEREFORE BE IT RESOLVED that the South Dakota Department of Transportation be and hereby is authorized and requested to program for construction, in accordance with the approved Secondary and Off-System Road Plan Agreement and the State’s “Standard Specifications for Roads and Bridges” the bridge replacement or rehabilitation project at the above described location.  Consultant services are to be with Federal Participation.  Preliminary Engineering Services by State Forces with Federal Participation are the Hydraulic Study and the Foundations Investigation (if necessary).  Construction administration is to be handled by States forces with Federal Participation.

 Brookings County will have $35,000.00 available during calendar year 2005 to match available Special Bridge Replacement Funds.

WHEREAS, Brookings County is obligated and hereby agrees to provide proper maintenance as required by the Federal Highway act as amended and supplemented thereto for project after construction is completed and to regulate or cause to be regulated the installation of utility facilities with the limits of the right-of-way of the proposed project is accordance with State and Federal Requirements, and

 WHEREAS, Brookings County is obligated and hereby agrees to reimburse the State for all costs not reimbursable with Special Bridge Replacement Funds, and

 WHEREAS, the bridge is in need of replacement for the following reasons: the sufficiency rating is 25.8; the bridge is located on a County or Township designated Minimum Maintenance Road; the bridge is located on a school bus route, a mail route, and a field to farm to market route; and the load carrying capacity of the existing bridge cannot be improved to carry legal loads by rehabilitation of the existing bridge.

 NOW THEREFORE BE IT RESOLVED that the South Dakota Department of Transportation be and hereby is authorized and requested to program for construction, in accordance with the approved Secondary and Off-System Road Plan Agreement and the State’s “Standard Specifications for Roads and Bridges” the bridge replacement or rehabilitation project at the above described location.  Consultant services are to be with Federal Participation.  Preliminary Engineering Services by State Forces with Federal Participation are the Hydraulic Study and the Foundations Investigation (if necessary).  Construction administration is to be handled by States forces with Federal Participation.

 WHEREAS, Brookings County is obligated and hereby agrees to provide proper maintenance as required by the Federal Highway act as amended and supplemented thereto for project after construction is completed and to regulate or cause to be regulated the installation of utility facilities with the limits of the right-of-way of the proposed project is accordance with State and Federal Requirements, and

 WHEREAS, Brookings County is obligated and hereby agrees to reimburse the State for all costs not reimbursable with Special Bridge Replacement Funds, and

 WHEREAS, the bridge is in need of replacement for the following reasons: the sufficiency rating is 21.4; the bridge is located on a County or Township designated Minimum Maintenance Road; the bridge is located on a school bus route, a mail route, and a field to farm to market route; and the load carrying capacity of the existing bridge cannot be improved to carry legal loads by rehabilitation of the existing bridge.

 NOW THEREFORE BE IT RESOLVED that the South Dakota Department of Transportation be and hereby is authorized and requested to program for construction, in accordance with the approved Secondary and Off-System Road Plan Agreement and the State’s “Standard Specifications for Roads and Bridges” the bridge replacement or rehabilitation project at the above described location.  Consultant services are to be with Federal Participation.  Preliminary Engineering Services by State Forces with Federal Participation are the Hydraulic Study and the Foundations Investigation (if necessary).  Construction administration is to be handled by States forces with Federal Participation.

 Brookings County will have $30,000.00 available during calendar year 2005 to match available Special Bridge Replacement Funds.

WHEREAS, Brookings County is obligated and hereby agrees to provide proper maintenance as required by the Federal Highway act as amended and supplemented thereto for project after construction is completed and to regulate or cause to be regulated the installation of utility facilities with the limits of the right-of-way of the proposed project is accordance with State and Federal Requirements, and

 WHEREAS, Brookings County is obligated and hereby agrees to reimburse the State for all costs not reimbursable with Special Bridge Replacement Funds, and

 WHEREAS, the bridge is in need of replacement for the following reasons: the sufficiency rating is 29.3; the bridge is located on a County or Township designated Minimum Maintenance Road; the bridge is located on a school bus route, a mail route, and a field to farm to market route; and the load carrying capacity of the existing bridge cannot be improved to carry legal loads by rehabilitation of the existing bridge.

 NOW THEREFORE BE IT RESOLVED that the South Dakota Department of Transportation be and hereby is authorized and requested to program for construction, in accordance with the approved Secondary and Off-System Road Plan Agreement and the State’s “Standard Specifications for Roads and Bridges” the bridge replacement or rehabilitation project at the above described location.  Consultant services are to be with Federal Participation.  Preliminary Engineering Services by State Forces with Federal Participation are the Hydraulic Study and the Foundations Investigation (if necessary).  Construction administration is to be handled by States forces with Federal Participation.

 Brookings County will have $35,000.00 available during calendar year 2006 to match available Special Bridge Replacement Funds.

 WHEREAS, Brookings County is obligated and hereby agrees to reimburse the State for all costs not reimbursable with Special Bridge Replacement Funds, and

 WHEREAS, the bridge is in need of replacement for the following reasons: the sufficiency rating is 43.4; the bridge is located on a County or Township designated Minimum Maintenance Road; the bridge is located on a Federal Aid Route, school bus route, a mail route, and a field to farm to market route; and the load carrying capacity of the existing bridge cannot be improved to carry legal loads by rehabilitation of the existing bridge.

 NOW THEREFORE BE IT RESOLVED that the South Dakota Department of Transportation be and hereby is authorized and requested to program for construction, in accordance with the approved Secondary and Off-System Road Plan Agreement and the State’s “Standard Specifications for Roads and Bridges” the bridge replacement or rehabilitation project at the above described location.  Consultant services are to be with Federal Participation.  Preliminary Engineering Services by State Forces with Federal Participation are the Hydraulic Study and the Foundations Investigation (if necessary).  Construction administration is to be handled by States forces with Federal Participation.

 WHEREAS, Brookings County is obligated and hereby agrees to reimburse the State for all costs not reimbursable with Special Bridge Replacement Funds, and

 WHEREAS, the bridge is in need of replacement for the following reasons: the sufficiency rating is 53.9; the bridge is located on a County or Township designated Minimum Maintenance Road; the bridge is located on a Federal Aid Route, school bus route, a mail route, and a field to farm to market route; and the load carrying capacity of the existing bridge cannot be improved to carry legal loads by rehabilitation of the existing bridge.

 Motion by Santema, seconded by Telkamp, to approve to the sale of the Motor Graders and advertise for sealed bids.  All voting “Aye.”

 Jesse Rounds met with the board to discuss a proposal for the use of the 1921 Building.

 Deputy States Attorney, Wm. Mark Kratochvil met with the board to discuss a County Lien Release.  Motion by Kneip, seconded by Santema, to authorize the chair to sign County Lien Release for Case # 00-025 & 00-025A.  All voting “Aye.”

 The Board discussed short and long term space needs.

 The Chair declared the meeting adjourned.
