BOOKINGS COUNTY COMMISSION MEETING
Tuesday, May 21, 2002

The Brookings County Board of County Commissioners met in regular session on Tuesday, May 21, 2002, with the following members present: Emil Klavetter, Sara Kneip, Don Larson, and Barb Telkamp. Ray Santema was absent for medical reasons.  Also present: Stephanie Vogel, Mary Negstad, Eugene Miller, Don Kjellsen, Pat Fishback, Donna Ramsey, Doris Roden, Nancy Flynn, and Betty Franklin.

Chairperson Emil Klavetter called the meeting to order.

APPROVAL OF AGENDA / MINUTES
Chairperson Klavetter declared the agenda for the May 21, 2002 meeting as amended approved. Motion by Telkamp, seconded by Kneip, to approve the minutes for the May 14, 2002 meeting approved as amended.  All voting “Aye.”

COMMISSION REPORTS
Commissioner Larson reported on the Economic Development Meetings, and the work session.
Commissioner Telkamp reported on the Domestic Abuse Shelter Honor Your Office Lunch, Multi Plex Meeting, Economic Development Meeting, Personnel Subcommittee Meeting, Brookings Area Transit Meeting, Hazardous Materials Conference, Work Session, Sioux Valley District Meeting, Bruce Fire Department Supper, and updated the board on a Health Needs Survey request from Ed Nelson. Commissioner Kneip reported on the Economic Development Meeting, Personnel Subcommittee Meeting, and the Work Session.  Commissioner Klavetter reported on the Planning and Zoning, Economic Development Meeting, the Mayors Adhoc Meetings, Senior Center Tour, Work Session, Economic Development Meeting, E911 Meeting, Emergency Management Meeting, and the Sioux Valley District Meeting.  Klavetter also updated the board on the SDSU Sun Grant and discussed space needs.

OTHER MATTERS
Motion by Kneip, seconded by Larson, to approve the recommendations of the Brookings County Welfare Director for the following applications for county assistance.  All voting “Aye.”  Case #02-064A for hospital was denied; Case # 02-067 for lot rent and utilities was approved; Case # 02-065 for utilities was approved; Case # 02-068 for medication was approved; Case # 02-010A for utilities was approved; Case # 02-069 for house payment and utilities was approved; Case # 02-054A for rent was denied.

Motion by Larson, seconded by Kneip, to approve the following travel/education requests.  All voting “Aye.”  Office Assistant, Robert Hill to go to Sioux Falls, SD on June 10-14, 2002 to attend the Weapons of Mass Destruction Incident Management/Unified Command Seminar.  Sheriff, Martin Stanwick to go to Mitchell, SD on May 29-311, 2002 to attend the Sheriff/Police Chiefs’ Spring Conference.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.

Donna Ramsay met with the board to discuss County space needs and inquired about rental space.

Veteran Service/Welfare Director, Lionel Torgrude and Deputy States Attorney,
Wm. Mark Kratochvil met with the board to discuss a hospital appeal.  Case # 02-020.

Highway Superintendent, Ted Eggebraaten and Deputy States Attorney, Wm. Mark Kratochvil met with the Board to discuss Brookings County Bridges and Highway Matters.  Motion by Telkamp, for Brookings County to enforce the Right-of-Way restrictions and that all trees, fences, and gardens be removed.  Motion had no second.  Motion by Telkamp, seconded by Kneip to authorize the chair to draft and sign a letter to landowners by Lake Poinsette, adjacent to County Road 2, informing them that the County plans to enforce the Right-of-Way restrictions.  All trees, gardens, fences, and structures must be removed by June 15, 2002 or the County will remove them.  Motion by Kneip, seconded by Larson, to amend the motion, that the gardens in existence can stay in place for this 2002 season only.  Role call vote on amendment.  Larson – “Aye”; Telkamp – “Nye”; Kneip – “Aye”; Klavetter – “Aye.” Role call vote on motion.  Larson – “Aye”; Telkamp – “Aye”; Kneip – “Aye”; Klavetter – “Aye.”  Motion and amendment passed.

As scheduled, a public hearing was held at 10:00am for the renewal applications for Malt Beverage Beer License within the County of Brookings, outside of the municipality for the 2002-2003 licensing period.  Motion by Larson, seconded by Kneip, to renew the Malt Beverage Beer License applications as follows.  All voting “Aye.”
Also present: Sheriff, Martin Stanwick.

States Attorney, Clyde Calhoon met with the board to discuss Personnel Matters.  Motion by Telkamp, seconded by Kneip, to go into executive session at 11:25am.  All voting “Aye.”  Chair Klavetter declared executive session over at 11:55am.  Reason – Personnel  Matters.  No action at this time.

ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am on Tuesday, May 28, 2002.
