The Brookings County Board of County Commissioners met in regular session on Tuesday, May 28, 2002, with the following members present: Emil Klavetter, Sara Kneip, Ray Santema, Don Larson and Barb Telkamp. DEPARTMENT HEAD REPORTS
Register of Deeds, Ida Slocum met with the board to discuss networking
matters.
Deputy Director of Equalization, Joyce Dragseth met with the board to discuss OHE Matters and to present an Application For Abatement. Motion by Larson, seconded by Kneip, to approve and to authorize the Chair to sign Abatement Application # 14-02; in the name of Robert Fishback and the City of Brookings. Parcel # 12000-10950-012-10, W1600’ of N1/2, NW1/4 1-109-50, 2001 taxes in the amount of $292.62; and Parcel # 40623-00100-001-00, W1600’ of S1/2 NW1/4 1-109-50, 2001 taxes in the amount of $241.76. Reason: City of Brookings is tax exempt. All voting “Aye.”
Zoning and Drainage Supervisor, David Rusten met with the board to discuss the proposed ethanol plant and to report on the following plat.
Motion by Telkamp, seconded by Kneip, to approve and to authorize the Chair to sign Resolution # 02-27. The Plat of Buchholz Addition in the SW1/4 of Section 18-112-47 in Brookings County, South Dakota. All voting “Aye.”
OTHER MATTERS
Motion by Telkamp, seconded by Kneip, to approve the recommendations
of the Brookings County Welfare Director for the following applications
for County assistance. All voting “Aye.” Case #02-004HSC for
admission fee was approved.
Motion by Kneip, seconded by Santema to approve the following travel/education requests. All voting “Aye.” Director of Equalization Employees, C. Beryle Sessions, Joyce Dragseth, Cyndi Ault, and Doris Knutson to go to St. Louis, MO on September 28, 2002 through October 3, 2002 to attend the 2002 ProVal International User Conference.
Deputy Auditor, Kelly Bakken updated the board on insurance matters.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report. Motion by Telkamp, seconded by Kneip, to submit application # 157-05 in the amount of $21,194.00, and application # 5 in the amount of $127,005.00, and invoice dated 5-02-02 in the amount of $9,184.17 for payment and reimbursement as part of the Johnson Controls Project. Be it noted, payment will be through the sale-lease financing with First National Bank. All voting “Aye.”
Cindy Herding and John Mendering with Banner Associates, Inc. met with the board to discuss the remodel of the former Law Library and the evaluation of the feasibility for the interior remodeling of the other County Offices.
Brian Miller with Johnson Controls, Inc. met with the board to discuss the Court House interior remodeling to update the board on the progress of the Johnson Controls, Inc. project.
As scheduled, Marlene Knutson with First District met with the board to discuss the Community Development Block Grant. Also present: Emergency Management Director, Todd Struwe. Chair Klavetter opened the Public Hearing for the Community Development Block Grant for the State Radio Project. Motion by Kneip, seconded by Telkamp, approving the following Community Development and Housing Needs Assessment Plan established by the Brookings County Commission.
COMMUNITY DEVELOPMENT AND HOUSING NEEDS ASSESSMENT PLAN FOR BROOKINGS COUNTY
In Order of Priority by Group Consensus:
Community Development and Housing Needs for Low & Moderate Income Persons
1. Enhance the emergency radio communications services in Brookings County—assist in the purchase and installation of emergency radio communications equipment for the state radio system.
2. Provide additional/other space for existing offices located within the courthouse, as the judicial system offices need to expand within the courthouse.
3. Continue upgrading the county highway system to meet current and future traffic demands, especially county road 23.
Other Community Development and Housing Needs
4. Provide additional space at the county jail.
5. Upgrade communications technology within the courthouse in order to network within the courthouse and with off-site county offices, plus with state agencies.
6. Promote economic development and tourism in order to provide new job opportunities.
7. Upgrade railroad crossings throughout the county for safety reasons due to increasing rail traffic.
8. There is a need for affordable housing throughout the county. Existing housing stock also needs to be refurbished/upgraded.
9. Expand local health services within the county, especially kidney dialysis services.
10. Undertake an aerial photography project of the entire county to assist with land use, zoning, taxation, and economic development efforts.
Planned or Potential Activities to Address Housing and Community Needs
1. Utilize CDBG funds to purchase communications equipment.
2. Utilize local funds, and any federal and/or state loan grants available, to provide additional space for courthouse offices.
3. Utilize local, state, and federal funds as they become available to upgrade the county highway system.
4. Utilize local funds, along with any state and/or federal grant dollars that may become available, to construct an addition/purchase building for additional jail space.
5. Work with private and state officials to determine technology needs for courthouse in order to upgrade communications capabilities. Encourage the establishment of remote computer centers within all Brookings County communities in order that county residents may have more convenient/faster access to governmental and private information/services. Utilize local dollars, as well as state and/or federal grants which may become available, to implement technology upgrades.
6. Work with the local economic development and community groups, state officials, and the tourism association in promoting tourism events and to promote local business expansion and to attract new industries and businesses to the county. In order to provide new job opportunities, work with and encourage SDSU officials to continue in their research and development efforts; businesses counseling and manufacturing development assistance activities to the private sector; and educational efforts. Work with private developers/individuals in the promotion/development of value-added ag ventures, wind energy development, and the like.
7. Utilize local funds, and any state/federal grants which may be available, to install safety measures at railroad crossings throughout the county.
8. Encourage local developers to construct individual family and rental housings units, plus encourage individual homeowners to utilize RD, SD Housing Authority, ICAP, Self-Help Housing Programs and private financing to construct new or repair/upgrade existing housing stock.
9. Work with county health care provides to undertake survey of county residents to determine new services that may be needed/desired. Then work with local providers and county residents to help establish identified services needed.
10. Utilize local funds, and any state/federal/private grants which may be available, to take aerial photography images of the entire county.
This assessment was prepared and adopted by the Brookings County Commission at their May 28, 2002, meeting, following a public hearing on that date. Thirteen local residents were in attendance.
Motion by Telkamp, seconded by Santema, to approve Resolution #02-25. All voting “Aye.”
RESOLUTION #02-25
WHEREAS, Brookings County has identified the need for improved
emergency communications, and
WHEREAS, Brookings County proposes to purchase emergency radio communication equipment, and
WHEREAS, Brookings County is eligible for Federal assistance for the proposed project, and
WHEREAS, Brookings County has held the required public hearing on Tuesday, May 28, 2002, at 10:00 a.m., and
WHEREAS, with the submission of the CDBG (Community Development Block Grant) application Brookings County assures and certifies that all CDBG program requirements will be fulfilled, and
THEREFORE, BE IT RESOLVED that Brookings County Board of County Commissioners duly authorizes the Chairperson of the Brookings County Commissioners to sign and submit the CDBG application requesting up to $287,500 of funds.
This resolution is effective immediately upon passage.

RESOLUTION #02-26
WHEREAS, Brookings County expects to be
the recipient of a Community Development Block Grant from the US
Department of Housing and Urban Development as administered by the State
of South Dakota to assist with an emergency radio communications project;
and
WHEREAS, Brookings County is required to designate a certifying officer for the purpose of signing required documents pertaining to this grant;
NOW, THEREFORE BE IT RESOLVED, that the Chairperson of the Brookings County Commissioners, be hereby designated as the county's official for the purpose of signing the CDBG grant agreements, contracts, correspondence, pay requests, and other required documents; and
WHEREAS, Brookings County is required to designate an environmental certifying officer for the purpose of signing required environmental documents pertaining to this grant;
NOW, THEREFORE, BE IT RESOLVED, that the Chairperson of the Brookings County Commissioners, be hereby designated as the county's environmental certifying officer for the purpose of signing environmental correspondence and other required documents and forms.
This resolution is effective upon passage.

Motion by Telkamp, seconded by Santema, to adopt and authorize the Chair to sign the Relocation, Displacement, and Acquisition Plan. Be it noted, a copy of this plan is available for viewing in the Brookings County Auditors Office. All voting “Aye.”
RELOCATION, DISPLACEMENT, AND ACQUISITION PLAN
Brookings County by adopting this Relocation, Displacement and Acquisition Plan for its CDBG project will replace all occupied and vacant occupiable low/moderate income dwelling units demolished or converted to a use other than as low/moderate income housing as a direct result of this project, assisted with funds provided under the Housing and Community Development Act of l974, as amended, as described in 24 CFR 570.606 (b)(1).
The project-emergency radio communications equipment-will neither involve demolition nor conversion of low/moderate income housing units as described above. Therefore, prior to obligating or expending funds for this project, it will not be necessary for the municipality to make public or to submit to the HUD Field Office the following written information.
1. A description of the proposed assisted activity;
2. The general location on a map and approximate number of dwelling units by size (number of bedrooms) that will be demolished or converted to a use other than as low/moderate income dwelling units as a direct result of the assisted activity;
3. A time schedule for the commencement and completion of the demolition or conversion;
4. The general location on a map and approximate number of dwelling units by size (number of bedrooms) that will be provided as replacement units;
5. The source of funding and a time schedule for the provision of replacement dwelling units; and
6. The basis for concluding that each replacement dwelling unit will remain a low/moderate income dwelling unit for at least 10 years from the date of initial occupancy.
Brookings County will not need to provide relocation assistance, as described in 570.606 (b)(2), as no activity under this project will affect low/moderate income housing.
Consistent with the goals and objectives of activities assisted under the Act, Brookings County will take the following steps to minimize the displacement of persons from their homes;
1. To the extent practical and possible, refrain from participating in any assisted activity that will involve the displacement of persons from their homes.

Motion by Telkamp, seconded by Santema, to go into executive session at 11:32am. All voting “Aye.” Chair Klavetter declared executive session over at 11:59am. Reason – Personnel Matters. No action at this time.
Motion by Larson, seconded by Kneip, to approve the States Attorneys Office positions of Office Assistant currently at 50% to increase to 100%; and the Legal Secretary currently at 80% to increase to 100%. Both positions to increase to 100% with full benefits; effective July 1, 2002. All voting “Aye.”
Motion Kneip, seconded by Santema, to adopt the placement of the Part Time Non Graded Series in the new pay plan; effective July 1, 2002. Be it noted, any employee below the minimum, will be upgraded to the minimum rate. All voting “Aye.”
Motion by Telkamp, seconded by Kneip, to move that all existing Personnel Policies and Procedures Manuals are hereby declared null and void, and that the Personnel Policy dated May 28, 2002 be adopted. Policies 1, 2, 3, 4, 5, 7, 8, 9, 10, 11, 12, and 13 are adopted and policy 6 will be adopted at a later date. All voting “Aye.”
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, June 4, 2002.
