BOOKINGS COUNTY COMMISSION MEETING
Tuesday, May 7, 2002

The Brookings County Board of County Commissioners met in regular session on Tuesday, May 7, 2002, with the following members present: Emil Klavetter, Sara Kneip, and Ray Santema. Barb Telkamp was absent, while attending the Hazardous Materials Conference.  Also present: Stephanie Vogel, Mary Negstad, Eugene Miller, Don Kjellsen, Nancy Anderson, Pat Fishback, Donna Ramsey, Beverly Bergman, C. Beryle Sessions, and Vicki Hanna.

Chairperson Emil Klavetter called the meeting to order.

APPROVAL OF AGENDA / MINUTES
Motion by Santema, seconded by Kneip, to approve the agenda for the May 7, 2002 meeting as amended.  All voting “Aye.”  Motion by Larson, seconded by Santema, to approve the minutes for the April 30, 2002 meeting approved as amended.  All voting “Aye.”

SALARIES
 Salaries and personnel changes for the month of April 2002 are as follows: Longevity Increase— Sylvester Billet $150.00; Kris Bothwell $30.00; Carol Glantz $150.00; Gary Heldt $35.00; Jim Johnson $45.00; Larry Klingbile $25.00; Kent Krogh $30.00; Anne Hovey $25.00; Jean Stoebner $30.00. COMMISSION REPORTS
Commissioner Larson reported on the Economic Development Meetings, and the Chamber Breakfast.  Commissioner Kneip reported on the Economic Development Meetings and the Personnel Subcommittee Meeting.  Commissioner Klavetter reported on the Economic Development Meeting, the Mayors Adhoc Meeting, and the Domestic Abuse Shelter Honor Your Office Lunch.

OTHER MATTERS
First District Representative, Marlene Knutson met with the board to discuss the CDBG Grant for the State Radio & Tower Equipment.

Motion by Larson, seconded by Kneip, to approve the recommendations of the Brookings County Welfare Director for the following applications for county assistance.  All voting “Aye.”  Case #02-045 for MRI was approved; Case # 02-056 for utilities was approved; Case # 02-055 for rent & utilities was approved; Case # 02-057 for burial was approved; Case # 02-054 for rent & utilities was approved; Case # 01-160 for emergency medical was denied; Case # 02-058 for utilities was approved; Case # 02-060 for utilities was approved.

Nancy Anderson met with the board to discuss the reuse of a wheelchair.

Motion by Santema, seconded by Kneip, to approve the following travel/education requests.  All voting “Aye.”  All County Employees to go to Watertown, SD and Pierre, SD on May 20, 29, 30, 2002 to attend the Sioux Valley Commissioners Association Meeting and the Spring Workshop. Commission Assistant/Personnel Director, Stephanie Vogel to attend the HIPAA Compliance Update on May 22, 2002 in Brookings, SD.  Extension Educator, Mel Kloster to go to Pierre, SD on May 15-17, 2002 to attend SDCAA Spring Meeting. Extension Educator, Laurie Tangen to go to Rapid City & Spearfish, SD on May 7-9, 2002 to attend NEA FCS Advance Training and Annual Meeting.  County Treasurer Employees, Vicki Hanna, Lori Schultz, Cheryl Anderson, Deb Gulbranson, and Anne Hovey to go to Sioux Falls, SD on May 8-9, 2002 to attend a Motor Vehicle Workshop.

Be it noted, the Highway transfers for the month of April 2002, $3,346.42 was transferred for expenditures to increase the Highway budget due to work performed and supplies furnished for various non-highway departments.

Motion by Larson, seconded by Santema, to go into executive session at 9:03am.  All voting “Aye.”  Chair Klavetter declared executive session over at 9:23am.  Reason – Contractual Matters.  No action at this time.  Also present: Wm. Mark Kratochvil.

Motion by Kneip, seconded by Santema, authorize the Chair to sign the Memorandum of Understanding Regarding Annexation for the proposed Economic Development Project in Brookings County.  All voting “Aye.”

Motion by Larson, seconded by Kneip, authorizing the Chair to sign Agreement with VERASUN ENERGY, L.L.C. and Brookings County for the proposed Economic Development Project in Brookings County.  All voting “Aye.”

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.  Motion by Larson, seconded by Santema, authorizing the Chair to sign the letter of support for the Brookings Area Transit Authority.  All voting “Aye.”

 Motion by Larson, seconded by Kneip, to go into executive session at 9:26am.  All voting “Aye.”  Chair Klavetter declared executive session over at 9:47am.  Reason – Legal Matters.  No action at this time.  Also present: Wm. Mark Kratochvil.

Highway Superintendent, Ted Eggebraaten met with the Board to discuss Highway Matters.

Motion by Larson, seconded by Santema, to authorize Highway Superintendent, Ted Eggebraaten to sell the 1998 Caterpillar 140H Motorgrader MA-0860 Serial # 2ZK03025 to the highest bidder Bowes Construction, Inc. of Brookings, SD for the highest sealed bid received April 30, 2002 for $123,601.00.  All voting “Aye.”

Motion by Larson, seconded by Santema, to authorize Highway Superintendent, Ted Eggebraaten to sell the 1998 Caterpillar 140H Motorgrader MA-0840 Serial # 2ZK03020 to Butler Machinery Company of Sioux Falls, SD for the bid or contract price of $118,500.00.  All voting “Aye.”

Motion by Larson, seconded by Santema, to authorize Highway Superintendent, Ted Eggebraaten to sell the 1998 Caterpillar 140H Motorgrader MA-0830 Serial # 2ZK03019 to Butler Machinery Company of Sioux Falls, SD for the bid or contract price of $118,500.00.  All voting “Aye.”

Motion by Kneip, seconded by Santema, to authorize Highway Superintendent, Ted Eggebraaten to sell the 1969 Caterpillar 14E Motorgrader Serial # 12K997 to the highest bidder Harold Rinehart of Bridgewater, SD for $13,780.00.  All voting “Aye.”

Donna Ramsay met with the board to discuss the 1921 building, and to request the board to rescind the motion to proceed with the demolition of the 1921 building.

Honorable Judge Rodney Steele, and Pat Garcia met with the board to discuss immediate space needs of the Court.

 East Dakota Water Development District Manager, Jay Gilbertson met with the board to discuss the Big Sioux River Assessment Project.

ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am on Tuesday, May 14, 2002.
