The Brookings County Board of County Commissioners met in regular session on Tuesday, June 11, 2002, with the following members present: Emil Klavetter, Sara Kneip, Ray Santema, and Don Larson. Barb Telkamp was absent for personal reasons. DEPARTMENT HEAD REPORTS
Veterans/Welfare Director, Lionel Torgrude met with the board to discuss
Welfare matters. Director of Equalization, C. Beryle Sessions met
with the board to Departmental matters. Treasurer, Vicki Hanna met
with the board to discuss the Investment Policy. Zoning and Drainage
Supervisor, David Rusten met with the board to discuss the upcoming Zoning
and Planning Meeting and to report on the following plats.
Motion by Kneip, seconded by Larson, to approve and to authorize the Chair to sign Resolution # 02-28. The Plat of Lots 9 and 10 of Dakota Shores Subdivision in the County of Brookings, located in Government Lot 5 in 15-112-47, in Brookings County, South Dakota. All voting “Aye.”
Motion by Larson, seconded by Santema, to approve and to authorize the Chair to sign Resolution # 02-29. The Plat of Diedrich Addition in the NE1/4 of 25-109-49, Brookings County, South Dakota. All voting “Aye.”
Motion by Santema, seconded by Larson, to approve and to authorize the Chair to sign Resolution # 02-30. The Plat of Lot 1, Block 1 in East Goldsmith Subdivision in Government Lot 3 of 9-110-51, Brookings County, South Dakota. All voting “Aye.”
Motion by Larson, seconded by Kneip, to approve and to authorize the Chair to sign Resolution # 02-31. The Plat of Block One Bothe Addition in the SW1/4 of 15-110-50, Brookings County, South Dakota. All voting “Aye.”
OTHER MATTERS
Motion by Larson, seconded by Kneip, to approve the recommendations
of the Brookings County Welfare Director for the following applications
for County assistance. All voting “Aye.” Case #02-076 for rent
was approved; Case # 02-006A for trailer payment and lot rent was denied;
Case #02-074 for rent was approved; Case # 02-075 for rent was approved;
Case # 02-009A for rent was denied; Case # 02-077 for utilities was denied;
Case # 02-078 for rent was approved; Case #02-072A for rent was approved;
Case #02-073A for rent was approved.
Motion by Santema, seconded by Kneip to approve the following travel/education requests. All voting “Aye.” Deputy States Attorney, Wm. Mark Kratochvil to go to Rapid City, SD on June 19-21, 2002 to attend the NonVerbal Communication & Jury Selection State Bar Convention. Jail Staff to go to Sioux Falls, SD on June 11-12, 2002 to attend the South Dakota Department of Corrections Training. Extension Educator, Laurie Tangen to go to Madison, SD on June 17-21, 2002 to attend Camp Lakodia at Lake Madison; to go to Madison, SD on June 27, 2002 to Judge at the Lake County Fashion Revue.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.
Chair Klavetter read and reported on letters written to the Brookings County Commission.
Mike Gillmartin, of Teen Challenge met with the board to discuss medical and insurance matters with his Missionary Outreach Program. Also present: Lionel Torgrude and Wm. Mark Kratochvil.
Motion by Kneip, seconded by Larson, to go into executive session at 9:43am. All voting “Aye.” Chair Klavetter declared executive session over at 10:47am. Reason – Personnel and Legal Matters. No action at this time. Also present: Clyde Calhoon and Ted Eggebraaten.
Motion by Kneip, seconded by Larson to acknowledge receipt of petitions filed on June 3, 2002; and to set the Special Election date for Tuesday, July 30, 2002. All voting “Aye.”
The board discussed space needs including the jail work session and rental space subcommittee report.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, June
18, 2002.
