The Brookings County Board of County Commissioners met in regular session on Tuesday, June 25, 2002, with the following members present: Emil Klavetter, Sara Kneip, Ray Santema, Don Larson, and Barb Telkamp. Also present: Stephanie Vogel, David Hicks, Nancy Flynn, Donna Ramsay, Doris Roden, Pat Fishback.

DEPARTMENT HEAD REPORTS
Highway Superintendent, Ted Eggebraaten met with the board to discuss
Highway matters and to distribute the Brookings County Driveway Application
and Construction Permit. Veterans/Welfare Director, Lionel Torgrude met
with the board to discuss Welfare matters. Sheriff, Marty Stanwick
met with the board to discuss Jail and prisoner transport matters.
Zoning and Drainage Supervisor, David Rusten met with the board to discuss
Zoning matters. Director of Equalization, C. Beryle Sessions met
with the board to discuss the moving of the Director of Equalization Department.
Weed and Pest Supervisor, Gary Heldt met with the board to discuss Weed
matters. Extension Educator, Mel Kloster met with the board to discuss
grasshoppers and to update the board on Brookings County 4-H Achievement
Days. Emergency Management Director, Todd Struwe met with the board
to discuss Emergency Management matters.
OTHER MATTERS
Motion by Kneip, seconded by Telkamp, to approve the recommendations
of the Brookings County Welfare Director for the following applications
for County assistance. All voting “Aye.” Case #02-014A for
rent was approved; Case # 02-070 for hospital bill was approved.
Motion by Larson, seconded by Telkamp to approve the following travel/education requests. All voting “Aye.” Highway Superintendent, Ted Eggebraaten to go to Pierre and Rapid City, SD on July 10 –11, 2002 to attend the Summer Meeting, Executive Board Meeting, and the SDPAA Board Meeting.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report. Motion by Larson, seconded by Kneip, to submit application # 6 in the amount of $50,406.00 for payment and reimbursement as part of the Johnson Controls Project. Be it noted, payment will be through the sale-lease financing with First National Bank. All voting “Aye.”
Motion by Kneip, seconded by Telkamp, to authorize the Chair to sign the agreement between Brookings County and the East Central Mental Health for the Family Crisis Intervention Program. All voting “Aye.”
Treasurer, Vicki Hanna and Highway Superintendent, Ted Eggebraaten met with the board to discuss Personnel matters. Motion by Telkamp, seconded by Kneip, to go into executive session at 9:42am. All voting “Aye.” Chair Klavetter declared executive session over at 11:00am. Reason – Personnel Matters. No action at this time.
Motion by Kneip, seconded by Telkamp, effective July 1, 2002 to reclassify Highway employee, Ryan Ness from Truck Driver 2 to Light Equipment Operator, Grade 5 @ Step 5. Be it noted, Ryan Ness will be treated similar to any new hire and is eligible to progress to Step 7 of the existing pay scale. Be it noted, the Truck Driver 2 position will not be filled at this time. All voting “Aye.”
Motion by Kneip, seconded by Telkamp, effective July 1, 2002, the part time position currently working 20 hours weekly in the Treasurers Office and 10 hours weekly in the Highway Department; will no longer split between the Treasurers Office and the Highway Department. The position will change to working 25 hours weekly in the Treasurers Office. Be it noted, the vacancy in the Highway Department will not be filled. All voting “Aye.”
South Dakota Department of Revenue Representative, Paul Kinsman met with the board to discuss the Tax Incremental Financing (TIF). Also present: C. Beryle Sessions, Joyce Dragseth, Jan Willmott, David Rusten, and Wm. Mark Kratochvil.
Deputy States Attorney, Wm. Mark Kratochvil met with the board to discuss Contractual and Personnel matters. Motion by Larson, seconded by Santema, to authorize the Chair to sign the Secretarial Staff Employment Agreement, between Brookings County and the Office of States Attorney of Brookings County. All voting “Aye.”
Recess for lunch.
Jerry Lindberg and Diane deKoeyer with Group II Architects met with the board to discuss the proposed Work Release Facility for the Brookings County Detention.
Deputy Auditor, Kelly Bakken met with the board to review the Non Mandated 2003 Budget Requests.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, July
2, 2002.
