The Brookings County Board of County Commissioners met in regular session on Tuesday, June 4, 2002, with the following members present: Emil Klavetter, Sara Kneip, Don Larson and Barb Telkamp. Ray Santema was absent for medical reason. Also present: Stephanie Vogel, Mary Negstad, Eugene Miller, Don Kjellsen, Pat Fishback, Donna Ramsey, Doris Roden, Doug Miller, Phyllis Lakeman, MK Hugghins, Elizabeth Williams, C. Beryle Sessions, Vicki Hanna, and Wm. Mark Kratochvil.
Chairperson Emil Klavetter called the meeting to order.
APPROVAL OF AGENDA / MINUTES
Motion by Kneip, seconded by Telkamp, to approve the agenda for the
June 4, 2002 meeting as amended. All voting “Aye.”
Motion by Telkamp, seconded by Larson, to approve the minutes for the
May 28, 2002 meeting approved as mailed. All voting “Aye.”
SALARIES
Salaries and personnel changes for the month of May 2002 are as follows:
Longevity Increase: Denise Brown $25.00; Joan Kreitlow $85.00.

Commissioner Larson reported on the Economic Development Meetings,

Spring Work Shop. Commissioner Telkamp reported on the Personnel
Subcommittee Meeting, the Work Session, the joint County/City/School Meeting
and the Commission Spring Work Shop. Commissioner Kneip reported
on the Economic Development Meeting, the Personnel Subcommittee Meeting,
the Work Session, the Fund Raising Subcommittee Meeting. Commissioner
Klavetter reported on the Work Session, the Commission Spring Work Shop,
the joint County/City/School Meeting, and the Adhoc Meeting.
OTHER MATTERS
Veterans and Welfare Director, Lionel Torgrude and Deputy States Attorney,
Wm. Mark Kratochvil met with the board to discuss Welfare Matters.
Motion by Telkamp, seconded by Kneip, to go into executive session at 8:51am.
All voting “Aye.” Chair Klavetter declared executive session over
at 9:22am. Reason – Legal and Contractual Matters. No action
at this time. Also present: Wm. Mark Kratochvil.
Motion by Larson, seconded by Kneip, to approve the recommendations of the Brookings County Welfare Director for the following applications for county assistance. All voting “Aye.” Case #02-013AB for utilities was denied; Case # 02-071 for utilities was denied; Case # 02-072 & 02-073 for rent was denied.
Motion by Larson, seconded by Kneip, to approve the following travel/education requests. All voting “Aye.” Veterans/Welfare Director, Lionel Torgrude to go to Rapid City, SD on June 12-14, 2002 to attend the State American Legion Conference. Director of Equalization Employees, Kurt Schmidt and Kris Bothwell to go to Pierre, SD on September 30 – October 4, 2002 to attend the Annual Assessor School; Beryle Sessions and Joyce Dragseth to go to Pierre, SD on October 28 – November 1, 2002 to attend Continuing Education for Certification.
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.
Bob Rysavy and Cindy Herding with Banner Associates, Inc. met with the board to discuss the remodel of the former Law Library and the evaluation of the feasibility for the interior remodeling of the other County Offices. Motion by Telkamp, seconded by Kneip, to approve and authorize the Chair to sign the Agreement between Brookings County and Banner Associates, Inc. for Architectural Services for the Law Library Remodel and to Evaluate Feasibility of other Interior Remodeling, in the existing Courthouse at 314 6th Avenue, Brookings SD. All voting “Aye.” Also present: Honorable Judge Rodney Steele.
Highway Superintendent, Ted Eggebraaten met with the Board to discuss Highway Matters and to discuss the purchase of a new computer system.
Motion by Kneip, seconded by Telkamp, to go into executive session at 10:36am. All voting “Aye.” Chair Klavetter declared executive session over at 10:50am. Reason – Legal and Contractual Matters. No action at this time. Also present: C. Beryle Sessions.
ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am on Tuesday, June
11, 2002.
