BOOKINGS COUNTY COMMISSION MEETING
Tuesday, July 2, 2002

The Brookings County Board of County Commissioners met in regular session on Tuesday, July 2, 2002, with the following members present: Emil Klavetter, Sara Kneip, Ray Santema, Don Larson and Barb Telkamp.  Also present: Stephanie Vogel, Don Kjellsen, Donna Ramsey, Doris Roden, and Charlie Maricle.

Chairperson Emil Klavetter called the meeting to order.

APPROVAL OF AGENDA / MINUTES
Motion by Santema, seconded by Kneip, to approve the agenda for the July 2, 2002 meeting as amended.  All voting “Aye.”  Motion by Larson, seconded by Telkamp, to approve the minutes for the June 25, 2002 meeting approved as mailed.  All voting “Aye.”

SALARIES

COMMISSION REPORTS
Commissioner Larson reported on the Departmental Budget Meetings, Strategic Planning update, and Legislative Support on the Ethanol plant.  Commissioner Telkamp reported on the Technology Meeting, East Central Mental Health Meeting, and the Multi-Plex Board Meeting.  Commissioner Kneip reported on Departmental Budget Meetings.  Commissioner Klavetter reported on the Economic Development Meeting,  Shelter Board Meeting, Honorable Judge Gienapps’ Investiture, and the Adhoc Meeting on the Senior Center.

OTHER MATTERS
Motion by Telkamp, seconded by Kneip, to approve the recommendations of the Brookings County Welfare Director for the following applications for county assistance.  All voting “Aye.”  Case #02-072A for rent was denied; Case # 02-073A for rent was denied; Case # 02-049 for rent was denied; Case 01-178 for hospital bill was approved; Case  02-084 for hospital bill was denied; Case  02-066 for hospital bill was denied.

Motion by Santema, seconded by Telkamp, to approve the following travel/education requests.  All voting “Aye.”  Veterans/Welfare Director, Lionel Torgrude to go to Hot Springs, SD on July 10-11, 2002 to attend the Veterans Commission Meeting.  Extension Educator, Rose Marie Stee to go to Lake Herman, SD on June 17-21, 2002 to attend the 4-H Camp and Teen Camp; to go to Sioux Falls, SD on June 29, 2002 to attend the Citizenship Teen Conference; to go to DeSmet, SD on July 15, 2002 to attend the Kingsbury County Achievement Days; to go to Huron, SD on July 27, 2002 - August 4, 2002 to attend the South Dakota State Fair.  Extension Educator, Mel Kloster to go to DeSmet, SD on July 116, 2002 to attend Kingsbury County Achievement Days; to go to Huron, SD on July 28, 2002 – August 4, 2002 to attend the South Dakota State Fair.  Extension Educator, Laurie Tangen to go to DeSmet, SD on July 15, 2002 to attend the Kingsbury County Achievement Days; to go to Hamlin County on July 15, 2002 to attend the Hamiln County Achievement Days; to go to Huron, SD on July 27, 2002 - August 4, 2002 to attend the South Dakota State Fair; to go to Huron, SD on August 1, 2002 to attend the State 4-H Horse Show.

Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.  Updating the board on the renewal report for health insurance from current provider Wellmark Blue Cross Blue Shield.  Bakken submitted the following quotes for the Brookings County Highway Department for Ethanol Gasoline: Ag First Coop, Volga $1.043; Cenex, Elkton $1.053; Martin Oil, Brookings $1.058.  Ag First Coop, Volga was awarded the quote at $1.043.  Diesel Fuel # 2: Ag First Coop, Volga $.80; Cenex, Elkton $.7835; Martin Oil, Brookings $.792.  Cenex, Elkton was awarded the quote at $.7835.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant Report.

Be it noted, the Board will support and submit a letter to the South Dakota Department of Health in the efforts to secure grant funds to purchase Automated External Defibrillators.

Be it noted, the Brookings Board of County Commissioners will be using the “Harvest Church” located directly across from the Sheriff’s Office on 7th Avenue as their regular meeting location beginning Tuesday, July 23, 2002.

Extension Educators, Mel Kloster, Rose Stee, and Laurie Tangen met with the board to deliver their monthly report.

Deputy Director of Equalization, Joyce Dragseth met with the board to discuss Equalization matters.  Motion by Kneip, seconded by Larson, to authorize the Chair to sign the Annual Contract between Brookings County and the ProMap Corporation.  All voting “Aye.”  Also present:  Wm. Mark Kratochvil.

Motion by Larson, seconded by Santema, to approve the Application for Abatement # 16-02 from the City of Volga for the property described as Lot 1, Block 1, to incl. S1/2 vacated First Street, Hall’s Addition in the City of Volga, 2001 taxes in the amount of $3,465.44.  Reason:  Tax Exempt.  All voting “Aye.”

Russ Bjerke and Ricky Sween met with the board to discuss a Burn Ban for Brookings County.  Motion by Telkamp, seconded by Santema, to approve and authorize the Chair to sign Resolution # 02-35.  A Resolution Declaring A Fire Danger Emergency in Brookings County and Prohibiting Open Burning.  All voting “Aye.”  Also present:  Marty Stanwick, Robert Hill, and Karen Stoltenburg.

BROOKINGS COUNTY RESOLUTION # 02-35

A RESOLUTION DECLARING A FIRE DANGER EMERGENCY IN BROOKINGS COUNTY AND PROHIBITING OPEN BURNING.

 WHEREAS, due to extreme drought conditions prevalent in Brookings County and due to recent high temperatures,
a fire danger emergency now exists within Brookings County, South Dakota, now

 THEREFORE BE IT RESOLVED BY THE BROOKINGS COUNTY
BOARD OF COMMISSIONERS that a Fire Danger Emergency is hereby declared and until this resolution be otherwise rescinded by the Brookings County Board of Commissioners, all Open Burning as defined in Ordinance 2001-02, without a Prior Written Permit, is hereby prohibited within the boundaries of Brookings County, South Dakota, exclusive of any incorporated municipality within the county.

 BE IT FURTHER RESOLVED, that this Resolution is declared to
be necessary for the immediate preservation of the public safety in accordance with the provisions of SDCL 7-18A-8 and is effective immediately and shall continue in force and affect until rescinded by the Brookings County Board of Commissioners.

Motion by Telkamp, seconded by Larson, to go into executive session at 9:45am.  All voting “Aye.”  Chair Klavetter declared executive session over at 10:22am.  Reason – Personnel  Matters.  No action at this time.  Also present: Jan Willmott.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Personnel Director Report.

Auditor, Jan Willmott and Deputy, Kelly Bakken met with the board to discuss 2003 Budget.

Recess for lunch.

ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am on Tuesday, July 9, 2002.
