The Brookings County Board of County Commissioners met in regular session on Tuesday, July 23, 2002, with the following members present: Emil Klavetter, Sara Kneip, Ray Santema (via telephone), Don Larson, and Barb Telkamp. Also present: Stephanie Vogel, Mary Negstad, David Hicks, Eugene Miller, Doris Roden, Pat Fishback, Ed Looker, Jim Talbert, Thomas Bare, J.D. Colburn, Gerald Christianson, Don Hoffman, Ken Swedlund, and Randy Hanson.

COMMISSION REPORTS
Commissioner Larson reported on the NACO Convention and Legislative
Meeting on the Ethanol plant roads.
Commissioner Telkamp reported on the Homeland Security Conference,
ICAP Retreat, Personnel/Salary Subcommittee Meeting, Auditor Personnel
Meeting, and the Bid Opening. Commissioner Kneip reported on the
Personnel/Salary Subcommittee Meeting, Insurance Subcommittee Meeting,
and the Bid Opening. Commissioner Klavetter reported on the NACO
Convention.
OTHER MATTERS
Motion by Kneip, seconded by Telkamp, to approve the recommendations
of the Brookings County Welfare Director for the following applications
for County assistance. All voting Aye. Case # 02-005HSC for
admission fee was approved; Case # 02-091 for medical bills was denied;
Case # 02-097 for emergency medical was denied; Case # 02-050A for utilities
was denied; Case # 02-088 for hospital bill was denied; Case # 02-090 for
emergency medical and hospital was denied.
Motion by Kneip, seconded by Telkamp to approve the following travel/education requests. All voting Aye. Veterans/Welfare Director, Lionel Torgrude and Office Manager, Irene Pierce to go to Pierre, SD on August 2629, 2002 to attend the Annual CVSO Training Program.
Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.
Be it noted, Register of Deeds statement of fees was filed in the County Auditors Office collected for the month of June 2002 in the amount of $18,236.50.
Be it noted, the Highway transfers for the month of May 2002, $3,352.80 and for the month of June 2002, $2,605.64 was transferred for expenditures to increase the Highway budget due to work performed and supplies furnished for various non-highway departments.
Be it noted, the Board will canvas the votes from the July 30, 2002 Special Election on Thursday, August 1, 2002 at 8:00am at 310 7th Avenue, Brookings SD.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report. Motion by Larson, seconded by Telkamp, to adopt and authorize the chair to sign the States Attorney Office Assistant Job Description. All voting Aye.
Don Hoffman met with the board to read a letter of concerns, and to submit a petition to the Brookings County Commission for consideration of budgeting funds for blacktopping County Road 35 also known as 487th Avenue. Also present: Larry Jensen.
Robert Rysavy, Vice President with Banner Associates, Inc. met with the board to discuss the Court House Remodeling. Motion by Larson, seconded by Telkamp, authorizing Banner Associates, Inc. to prepare a contract to draw up bid specifications for option 3 of the 2nd floor remodeling project. All voting Aye. Be it noted, the board requested that Banner Associates, Inc. keep the Court Officials and the State Historical Commission updated on the specifications and the general project.
Motion by Kneip, seconded by Telkamp, authorizing the chair to sign the contract between Brookings County and Mills Construction, Inc.; contingent on the approval of Deputy States Attorney, Wm. Mark Kratochvil and Hagan Benefits Insurance. All voting Aye.
Commission Assistant/Personnel Director, Stephanie Vogel and Weed/Pest Supervisor met with the board to discuss Personnel matters.
Motion by Larson, seconded by Kneip, to adopt and authorize the chair to sign the updated Correctional Officer Job Description. All voting Aye.
Motion by Telkamp, seconded by Kneip, to adopt and authorize the chair to sign the updated Accounts Payable Officer, Deputy Auditor, and Elections Officer Job Descriptions. All voting Aye.
Jan Willmott, Kelly Bakken, and Stephanie Vogel met with the board to discuss the 2003 Budget.

ADJOURNMENT
The Chair declared the meeting adjourned until 8:00am Thursday, August
1, 2002.
