The Brookings County Board of County Commissioners met in regular session on Tuesday, July 9, 2002, with the following members present: Emil Klavetter, Sara Kneip, Ray Santema, Don Larson, and Barb Telkamp. DEPARTMENT HEAD REPORTS
Director of Equalization, C. Beryle Sessions met with the board to
discuss departmental matters in conjunction with moving the department.
Register of Deeds, Ida Slocum met with the board to discuss the new State
regulation changes for documents. Emergency Management Director,
Todd Struwe met with the board to discuss departmental matters. Be
it noted, the Director presented the Quarterly Activity Report for the
Emergency Management Performance Grant and the Daily Time and Work Records.
Community Health Nurses, Trish Sterud and Lori Nelson met with the board
to discuss the WIC program and to distribute the Quarterly Activity Report.
OTHER MATTERS
Motion by Santema, seconded by Larson to approve the following travel/education
requests. All voting “Aye.” Extension Educator, Rose Marie
Stee to go to Mitchell, SD on August 20-22, 2002 to attend Dakota Fest;
to go to Huron, SD on August 31 – September 1, 2002 to attend the State
4-H Horse Show; to go to Chamberlain, SD on September 23 – 27, 2002 to
attend Educator Training; to go to Mitchell, SD on October 11 – 12, 2002
to attend Educator Training.
Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.
Motion by Telkamp, seconded by Kneip, to approve the Automatic Supplement for unanticipated expenses incurred and reimbursement made to Brookings County Sheriffs Department. In the amount of $ 6,612.48, for line # 10100X4350212, receipt # 79759. Reason: CourtHouse security grant, video cameras on 2nd and 3rd floors. All voting “Aye.”
Motion by Kneip, seconded by Santema, to approve the Automatic Supplement for unanticipated expenses incurred and reimbursement made to Brookings County Sheriffs Department. In the amount of $ 366.60, for line # 10100X4250211, receipt # 79776. Reason: Patrol car windshield damage by a rock. All voting “Aye.”
Motion by Kneip, seconded by Santema, to approve the Automatic Supplement for unanticipated expenses incurred and reimbursement made to Brookings County Extension Department. In the amount of $ 4,065.00, for line # 10100X4260611, receipt # 79734. Reason: Publishing. All voting “Aye.”
Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.
Deputy States Attorney, Wm. Mark Kratochvil met with the board to discuss legal matters concerning a lease agreement, and to update the board on County Road 2 issues.
Motion by Kneip, seconded by Telkamp, authorizing the Chair to sign the Lease Agreement between Brookings County and Dakota Abstract & Title Company, Inc. Lease for area described as Area “B” located at 629 Fifth Avenue, Brookings SD. All voting “Aye.”
Motion by Kneip, seconded by Santema, approving and authorizing the Chair to sign Resolution # 02-36. All voting “Aye.”
RESOLUTION 02-36
WHEREAS, it is the desire of the County of Brookings to upgrade and resurface portions of County Road 23: and
WHEREAS, the County of Brookings agrees to provide the required local match for road construction costs, plus pay all engineering and administrative costs associated with said project; and
WHEREAS, the County of Brookings will secure the required right-of-way for construction of the project; and
WHEREAS, the County of Brookings agrees to maintain the road for its useful life;
THEREFORE BE IT RESOLVED, that the Brookings County Commission duly authorizes the submission of a SD Department of Transportation Access Grant application requesting grant funds to help pay for the eligible road construction costs for the project;
THEREFORE BE IT FURTHER RESOLVED, that the Chairman of the Brookings County Commission be authorized to execute the grant application on behalf of the County.

Veterans/Welfare Director, Lionel Torgrude met with the board to discuss Welfare matters.
Motion by Larson, seconded by Kneip, to approve the recommendations of the Brookings County Welfare Director for the following applications for County assistance. All voting “Aye.” Case #02-087 for hospital was denied; Case # 02-089 for bus ticket was approved; Case #02-092 for rent was approved; Case # 02-086R for compromise resolution was denied.
Motion by Kneip, seconded by Telkamp authorizing the Chair to sign the FY2003 Contract between Brookings County and the South Dakota Department of Health, WIC Program. The contract is effective July 1, 2002 through May 31, 2003. All voting “Aye.”

SUPPORT OF SUN GRANT INITIATIVE
WHEREAS, the Brookings County Board of Commissioners supports efforts to provide new and alternative economic opportunities for citizens in Brookings County and across the Nation,
WHEREAS, the “Sun Grant Initiative” is a long term endeavor designed to minimize America’s reliance on imported fossil fuels and petroleum-based products; and, the “Sun Grant Initiative” has been inspired as the result of efforts initiated by professional personnel of South Dakota State University and has been adopted by the University as one of its principal economic development endeavors; and,
WHEREAS, the “Sun Grant Initiative” will ultimately provide opportunities for farmers across America to diversify their operations by producing feedstock to supply the bio-based industry in the development of alternative fuels and products; and,
WHEREAS, businesses that produce the products resulting from the research surrounding this endeavor will spin off into communities throughout rural America creating new opportunities for small towns that have been suffering from population decline due to the evolutionary changes in the Agriculture industry; and,
WHERAS, the “Sun Grant Initiative” will also provide opportunities for researchers, professors and students among a multitude of disciplines from pharmaceuticals to engineering and beyond throughout the nationwide collaborative Land Grant University system; and,
WHEREAS, the “Sun Grant Initiative” is nationwide in scope and has direct ties with the renewable energy and agriculture and has been encouraged by the award of a grant in the sum of $560,000.00 from the Agriculture Appropriations Conference Report to pay expenses connected with initiating and facilitating the concept.
NOW THEREFORE BE IT
RESOLVED that the Brookings County Board of Commissioners supports the efforts of the “Sun Grant Initiative” and will communicate this support to the South Dakota Congressional Delegation and the Candidates for election and other entities and individuals throughout the State and Nation.
RESOLVED that Brookings County urges the South Dakota Congressional Delegation and others to lend their support for Federal legislation to authorize and fund this endeavor.

Robert Rysavy, Vice President with Banner Associates, Inc. met with the board to discuss an amendment to the agreement with Banner Associates, Inc. Motion by Telkamp, seconded by Kneip, approving and authorizing the Chair to sign the Amendment to the Agreement between Brookings County and Banner Associates, Inc. dated May 14, 2002. For the Law Library Remodel and to Evaluate Feasibility of Other Interior Remodeling of the Brookings County Courthouse Project. All voting “Aye.”
Motion by Santema, seconded by Kneip, to go into executive session at 9:52am. All voting “Aye.” Chair Klavetter declared executive session over at 11:20am. Reason – Personnel and Contractual Matters. No action at this time. Also present: Martin Stanwick and Janice Price.
