BROOKINGS COUNTY COMMISSION MEETING
Tuesday, August 27, 2002

The Brookings County Board of County Commissioners met in regular session on Tuesday, August 27, 2002, with the following members present: Emil Klavetter, Sara Kneip, and Barb Telkamp.  Don Larson was absent for personal reasons.  Ray Santema was absent for medical reasons.   Also present: Stephanie Vogel, Kelly Bakken, Mary Negstad, David Hicks, Eugene Miller, Dennis Falken, Don Kjellsen, Doris Roden, Pat Fishback, Donna Ramsay, Gloria Kloster, Dick Smith, Tim Hogan, Marty Stanwick, Steve Groon, Peter Anderson, Steve McCarthy, Pat Garcia-Duggan, David Rusten, Todd Struwe, Ida Slocum, C. Chairperson Emil Klavetter called the meeting to order.

DEPARTMENT HEAD REPORTS
Weed and Pest Supervisor, Gary Heldt met with the board to discuss the West Nile Virus and to update the board on other departmental matters.  Emergency Management Director, Todd Struwe met with the board to discuss the Sinai disaster expense matters.  Register of Deeds, Ida Slocum met with the board to discuss departmental matters.  Director of Equalization, C. Beryle Sessions met with the board to discuss departmental matters.  Zoning and Drainage Supervisor, David Rusten met with the board to discuss departmental matters.

OTHER MATTERS
State Auditor, Russ Olson met with the board to present the Standard Agreement for the State Audit.  Motion by Kneip, seconded by Telkamp, to authorize the Chair to sign the Stand Agreement between Brookings County and the State of South Dakota Department of Legislative Audit, for the State Audit.  All voting “Aye.”

Motion by Kneip, seconded by Telkamp, to certify the appointment of the Brookings County Housing and Redevelopment Commission originally certified on December 11, 2001; now formally approved by the Brookings County Board of County Commissioners and to appoint the following individuals to the Brookings County Housing and Redevelopment Commission of the County of Brookings, South Dakota.  All voting “Aye.”

Motion by Kneip, seconded by Telkamp, to approve the recommendations of the Brookings County Welfare Director for the following applications for County assistance.  All voting “Aye.”  Case # 02-095 for hospital was denied; Case # 02-088 for hospital was denied; Case # 02-027A for utilities was approved.

Motion by Telkamp, seconded by Kneip to approve the following travel/education requests.  All voting “Aye.”  Computer Technician, Denise Brown to go to Sioux Falls, SD on September 26, 2002 to attend a Web Site Development and Design Class. Extension Educator, Rose Marie Stee to go to DeSmet, SD on September 5, 2002 to attend training.  Director of Equalization Employees, Kurt Schmidt, Cyndi Ault, C. Beryle Sessions, and Joyce Dragseth to go to Ames, IA on October 22-24, 2002 to attend the ProMap Annual Conference.  Sheriffs Department Employees, Steve Haro and Scott Sitts to go to Rapid City, SD on September 16-18, 2002 to attend the Annual Tactical Operations Course.

Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.

Be it noted, the Brookings County Extension received an automatic supplement for postage in the amount of $1,200.60 to increase fund 1001004261611.

Motion by Telkamp, seconded by Kneip, to approve the Application for Abatement # 80-02 from Daniel W. Stertz for the property described as Lot 31, Block 1 Esther Heights, in the City of Brookings, Special Assessment payable in 2002 in the amount of $780.36.  Reason: The parcel number was listed incorrectly on the Special Assessment.  All voting “Aye.”

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.  Be it noted, the Chair signed letter to the Governor’s Office of Economic Development for the Community Development Block Grant # 9902-127 Emergency Communities Equipment Project.

Highway Superintendent, Ted Eggebraaten met with the board to discuss Highway Matters.  Motion by Telkamp, seconded by Kneip, approving and authorizing the Chair to sign the amended County Resolutions on file in the Brookings County Auditors Office referencing the Bridge Replacement Program.  Project: BRO 8006(23), Brookings County, PCEMS 6299, County Road # 40.  Project: BRO 8006(30), Brookings County, PCEMS 5312, Beckman Bridge.  All voting “Aye.”

Stephen F. McCarthy, Owner/Operating Manager, McCarthy Properties, L.L.C. met with the board to give a presentation on the restoration of the 1921 Building.

Gerald E. Lindberg, AIA Associate, Group II Architects PA met with the board to discuss the options on the proposed Work Release Facility for Brookings County Detention.  Also present:  Sheriff, Marty Stanwick and Tim Hogan.

Sheriff, Marty Stanwick, and Chief Deputy Sheriff, Steve Groon met with the board to discuss Sheriff Office matters and the 2003 Provisional Budgets of Contract Law Enforcement

Robert Rysavy, Vice President with Banner Associates, Inc. met with the board to discuss the Court House Remodeling.  Motion by Kneip, seconded by Telkamp, authorizing and agreeing to Request For Proposals (RFP) # 1: Subject: Wainscot; # 3: Subject: Existing Ceilings; # 4: Subject: Existing Toilet on the Law Library Renovation Construction located in the Brookings County Courthouse.  All voting “Aye.”  Be it noted, the Request For Proposal # 2: Subject: Toilet Door, was presented to the board, but not agreed to.  Be it noted, the board requested that Banner Associates, Inc. keep the Court Officials and the State Historical Commission updated on the specifications and all Request For Proposals on the Construction Project.  Also present:  Pat Garcia-Duggan

Motion by Telkamp, seconded by Kneip, to go into executive session at 11:27am.  All voting “Aye.”  Chair Klavetter declared executive session over at 11:50am.  Reason – Personnel Matters.  No action at this time.

ADJOURNMENT
The Chair declared the meeting adjourned until 8:00am Tuesday, September 3 , 2002.
