The Brookings County Board of County Commissioners met in regular session on Thursday, August 6, 2002, with the following members present: Emil Klavetter, Sara Kneip, Don Larson, and Barb Telkamp. Ray Santema was absent for medical reasons. Also present: Stephanie Vogel, Kelly Bakken, Mary Negstad, Eugene Miller, David Hicks, Doris Roden, Pat Fishback, Doug Miller, and Phyllis Lakeman.
Chairperson Emil Klavetter called the meeting to order.
APPROVAL OF AGENDA / MINUTES
Motion by Kneip, seconded by Larson, to approve the agenda for August
6, 2002 meeting as amended. All voting Aye. Motion by Larson, seconded
by Telkamp, to approve the minutes for the August 1, 2002 meeting approved
as mailed. All voting Aye.
COMMISSION REPORTS
Commissioner Larson reported on the Legislative correspondence concerning
to the Ethanol plant road grants, Highway equipment needs, and Oakwood
State Park burning matters. Commissioner Telkamp reported on the
State Emergency Response Commission Meeting, Election Day help in the Auditors
Office, Preconstruction Meeting, Multi Plex Board Meeting, and updated
the board on Cemetery matters. Commissioner Kneip reported on the
E911 Budget Meeting. Commissioner Klavetter reported on the Domestic
Abuse Shelter Board Meetings, E911 Budget Meeting, and the Preconstrucion
Meeting.
OTHER MATTERS
Motion by Kneip, seconded by Telkamp, to approve the recommendations
of the Brookings County Welfare Director for the following applications
for County assistance. All voting Aye. Case #02-104A for
utilities was approved; Case # 02-105 for rent was approved; Case #02-055A
for rent was denied; Case #02-055A for utilities was approved; Case #02-106
for rent was approved.
Motion by Larson, seconded by Kneip to approve the following travel/education requests. All voting Aye. Deputy Director of Equalization, Joyce Dragseth to go to Pierre, SD on August 14-15, 2002 to attend the SDAAO Executive Board Meeting. Director of Equalization Employees, Cyndi Ault and Joyce Dragseth to go to Watertown, SD on August 14, 2002 to attend ProVal Training.
Deputy Auditor, Kelly Bakken presented the board with the Auditors Report.

Commission Assistant/Personnel Director, Stephanie Vogel presented the board with the Commission Assistant/Personnel Director Report.
Sheriff, Marty Stanwick met with the board to discuss the Sheriff Reserve Unit. Motion by Kneip, seconded by Telkamp, to authorize the Chair to sign the letter of support for the Brookings County Sheriff Reserve Unit. All voting Aye.
Motion by Telkamp, seconded by Kneip, to go into executive session at 9:14am. All voting Aye. Chair Klavetter declared executive session over at 9:26am. Reason Contractual and Personnel Matters. No action at this time.
Motion by Kneip, seconded by Telkamp, authorizing the chair to sign the correspondence letter in response to the Department of Labors letter dated July 30, 2002. All voting Aye.
Robert Rysavy, Vice President with Banner Associates, Inc. met with the board to discuss the Court House Remodeling. Also present: Cindy Herding and Pat Garcia.
Jan Willmott, Kelly Bakken, and Stephanie Vogel met with the board to discuss the 2003 Budget.

ADJOURNMENT
The Chair declared the meeting adjourned until 8:30am Tuesday, August
13, 2002.
